Available in PDF, EPUB and Kindle. Book excerpt: All over the world societies are facing a number of major problems. New developments, challenges and opportunities cause these issues and yet cases tell us that traditional spatial planning responses and tools are often insufficient to tackle these problems and challenges. Situated Practices of Strategic Planning draws together examples from across the globe – from France to Australia; from Nigeria to the United States, as it observes international comparisons of the strategic planning process. Many approaches and policies used today fail to capture the dynamics of urban/regional transformation and are more concerned with maintaining an existing social order than challenging and transforming it. Stewarded by a team of highly regarded and experienced researchers, this book gives a synthetic view of the process of change and frames future directions of development. It is unique for its combination of analysis of international case studies and reflection on critical nodes and features in strategic planning. This volume will be of interest to students who study regional planning, academics, professional planners, and policy makers.

Available in PDF, EPUB and Kindle. Book excerpt: Regional economic development has attracted the interest of economists, geographers, planners and regional scientists for a long time. And, of course, it is a field that has developed a large practitioner cohort in government and business agencies from the national down to the state and local levels. In planning for cities and regions, both large and small, economic development issues now tend to be integrated into strategic planning processes. For at least the last 50 years, scholars from various disciplines have theorised about the nature of regional economic development, developing a range of models seeking to explain the process of regional economic development, and why it is that regions vary so much in their economic structure and performance and how these aspects of a region can change dramatically over time. Regional scientists in particular have developed a comprehensive tool-kit of methodologies to measure and monitor regional economic characteristics such as industry sectors, employment, income, value of production, investment, and the like, using both quantitative and qualitative methods of analysis, and focusing on both static and dynamic analysis. The 'father of regional science', Walter lsard, was the first to put together a comprehensive volume on techniques of regional analysis (Isard 1960), and since then a huge literature has emerged, including the many titles in the series published by Springer in which this book is published.

Book excerpt: This book is an account of how the Milan Provincial Administration and a team of researchers from Milan Polytechnic worked together to develop a new 'Strategic Plan' for Milan's urban region. Informed by innovative conceptions of both how to understand cities in the contemporary world, and engage in strategic planning work, this experience has already attracted considerable international attention. The authors now consolidate their contribution into a comprehensive account which continually relates theory and practice Examining the Milan Plan in detail, the book explains the profound transformations which put great pressure on the traditional descriptive tools so planners must engage in the production of new ones. It also proposes that these transformations affect the way in which urban policies and planning processes are designed. The project offers insights into - and new directions for - planning theory more generally, while at the same time testing this powerful and innovative research hypothesis in an important European city empirical study. In detailing the results of this project, this book proposes useful ground-breaking approaches to planning for similar urban regions.

Available in PDF, EPUB and Kindle. Book excerpt: English Regional Planning 2000-2010 chronicles a vital feature of recent UK planning activity, during the period of the Blair and Brown Labour governments up to 2010. It deals particularly with the regional scale of planning during these years, whereby large steps forward were made, but where policy making often proved very controversial. One purpose of the book is to learn from the many areas of policy development, method and skills which evolved during the decade up to 2010. This will mean that a future return to strategic planning should not have to reinvent the wheel. This book also helps to inform such planning in the rest of the developed world where higher-level planning is more prevalent. The book has eight chapters written by experts active in English regional planning during these years, alongside two chapters by the editors introducing and concluding on the experience as a whole. Thematic topics covered include the way in which housing and employment development was tackled in the varying English regional contexts, and the growing influence of transport and environmental factors on the spatial strategy. Process elements covered include how policy was made through public consultation and working with numerous stakeholders (economic, social, environmental), how the public examination of issues was organised, followed by final consideration by central government, and how monitoring informed the next policy review. The authors do not gloss over the difficulties encountered in the highly contested world of English local and regional politics, or the ways in which central government management of the regional planning process made life on the ground difficult for those engaged in the process. Nevertheless the account as a whole shows how a wealth of innovative and forward looking practices were developed. This multi-faceted study contributes to the understanding of how strategic planning can provide the framework for guiding spatial change and allocating resources, looking to a long-term sustainable future.

Book excerpt: In the past two decades, the New York-New Jersey-Connecticut region has prospered into one of the world's leading economies. But the benefits of this economic resurgence have been uneven, leaving many behind and resulting in problems that could curtail the region's future prosperity. The Regional Plan Association's Fourth Regional Plan is an ambitious assessment that reviews the most persistent problems and provides a guide to correcting them. Topics discussed include a crisis of housing affordability, overburdened and deteriorating infrastructure, vulnerability to climate change, and a pervasive distrust in government. The plan offers solutions including how to bring nearly two million jobs to the region by 2040, while promoting shared prosperity, well-being and sustainability across the region. The Fourth Regional Plan continues the Regional Plan Association's tradition of providing concrete ideas for improving the tri-state region. Highlights include radically restructuring the MTA and Port Authority to support creation of a modernized and expanded subway and regional rail network; significantly increasing the availability of housing; and expanding the Regional Greenhouse Gas Initiative to fund climate change initiatives. This highly visual, comprehensive plan will help elected officials, policymakers, and advocates guide any region to a more equitable, sustainable, healthy, and prosperous future.
