Available in PDF, EPUB and Kindle. Book excerpt: All over the world societies are facing a number of major problems. New developments, challenges and opportunities cause these issues and yet cases tell us that traditional spatial planning responses and tools are often insufficient to tackle these problems and challenges. Situated Practices of Strategic Planning draws together examples from across the globe – from France to Australia; from Nigeria to the United States, as it observes international comparisons of the strategic planning process. Many approaches and policies used today fail to capture the dynamics of urban/regional transformation and are more concerned with maintaining an existing social order than challenging and transforming it. Stewarded by a team of highly regarded and experienced researchers, this book gives a synthetic view of the process of change and frames future directions of development. It is unique for its combination of analysis of international case studies and reflection on critical nodes and features in strategic planning. This volume will be of interest to students who study regional planning, academics, professional planners, and policy makers.

Book excerpt: The authors illustrate how the principles and techniques of strategic and operational planning can be applied to the supply reduction side of our national effort to curb the trafficking of illicit drugs. They provide a detailed overview of the drug problem and discuss key ingredients and how an effective strategy can be formulated, including better ways to synchronize and sustain cooperative multiagency assaults on drug trafficking networks. While recognizing that eliminating the demand for drugs is the best and perhaps only lasting solution to the larger problem, the authors acknowledge that such can never be achieved without complementary supply reduction actions that curtail the international drug producers, the traffickers and the local pusher from selling their wares.

Book excerpt: This book discusses national development planning in the context of a globalized world economy. National economic development planning, the process of defining strategic economic objectives for a country and designing policies and institutional frameworks to attain them, was popular in many countries in the 1960s and 1970s. Over time it lost its appeal. More recently, with globalization accelerating and economic competition increasing, it is making a comeback in different countries under different forms. National planning in this new era is different than the earlier quantitative planning approaches. It employs different tools, such as strategic visions and action plans, revived forms of physical infrastructure planning, industrial policy, and cluster policy. Built on the research of international scholars with firsthand knowledge of the countries in question, this volume presents and evaluates current national planning strategies and policy worldwide. It will be of interest to both academicians who study and teach globalization and development as well as policy makers who may use it as a reference as they contemplate their own strategies.

Available in PDF, EPUB and Kindle. Book excerpt: The Cambridge Handbook of Strategy as Practice provides a comprehensive overview of an emerging and growing stream of research in strategic management. An international team of scholars has been assembled to produce a systematic introduction to the various epistemological, methodological and theoretical aspects of the strategy-as-practice approach. This perspective explores and explains the contribution that strategizing makes to daily operations at all levels of an organization. Moving away from a disembodied and asocial study of firm assets, technologies and practices, the strategy-as-practice approach breaks down many of the traditional paradigmatic boundaries in strategy to investigate who the strategists are, what strategists do, how they do it, and what the consequences or outcomes of their actions are. Including a number of detailed empirical studies, the handbook will be an essential guide for future research in this vibrant field.

Book excerpt: The Bologna Process opened a new chapter in the history of the European higher education. The idea of a common European Higher Education Area was developed in Western Europe and accelerated increasingly there in the second half of the 20th century, as a phenomenon of globalization. For the post-communist states in Eastern Europe the complete change of the political system made it possible to join the European Union and the Bologna Process. These changes had an impact not only on the educational policies but also on the educational system and the educational culture as well. This book shows the changes in the higher education of ten countries in Central and Eastern Europe. The country studies are supplemented with an international and a historical comparative analysis, to point out the special features of the implementation of the Bologna aims in the region.

Available in PDF, EPUB and Kindle. Book excerpt: This paper discusses the progress that Vietnam has made toward meeting a core set of development goals that the government recently adopted as part of its Comprehensive Poverty Reduction and Growth Strategy (CPRGS). These goals are strongly related to the Millennium Development Goals (MDGs), but are adapted and expanded to reflect Vietnam's national challenges and the government's ambitious development plans. For each Vietnam Development Goal, the authors describe recent trends in relation to the trajectories implied by the MDGs, outline the intermediate targets identified by the government, and discuss the challenges involved in meeting these. Relative to other countries of similar per capita expenditures, Vietnam has made rapid progress in a number of key areas. Poverty has halved over the 1990s, enrollment rates in primary education have risen to 91 percent (although there is a quality problem), indicators of gender equity have been strengthened, child mortality has been reduced, maternal health has improved, and real progress has been made in combating malaria and other communicable diseases. In contrast, Vietnam scores worse than other comparable countries in the areas of child malnutrition, access to clean water, and combating HIV/AIDS. A number of important crosscutting issues emerge from this analysis that need to be addressed. One such challenge is improving equity, both in terms of ensuring that the benefits of growth are distributed evenly across the population and in terms of access to public services. This will involve addressing the affordability of education and curative health care for poor households. Improvements in public expenditure planning are needed to align resources better to stated desired outcomes and to link nationally-defined targets to subnational planning and budgeting processes. There is also a need to address capacity and data gaps which will be crucial for effective monitoring. This paper--a product of the Poverty Reduction and Economic Management Sector Unit, East Asia and Pacific Region--is part of a larger effort in the region to help governments move toward outcome-based planning for poverty reduction.

Book excerpt: Various e-strategies have been developed since the late '90s in an attempt to describe the governmental vision for administrative and for societal change, the objectives and priorities with regard to the development of the Information and Communication Technologies (ICT) at national and at supranational levels. Terms such as the European “Information Society”, the U.S. “Information Highways” and the Korean and Chinese “Informatization” try to describe social transformation that occurs due to the ICT, and to determine means with which governments will capitalize the ICT to improve social life and to support economic growth. This book focuses on the e-strategic management approaches that are followed worldwide, addresses the gaps that appear between e-strategic updates, and presents alternative strategic management methods adopted or to use strategic management methods as a means to describe the e-strategic evolution in their geographic areas. Each chapter evaluates e-strategic management approaches, to define multi-criteria decision-making systems for e-strategic transformation and Indicative methods for e-strategic analysis. This book also illustrates experiences from national and supranational cases, which come from different geographic areas regarding e-strategic planning and management, and demonstrates e-strategic initiation and development across different countries and continents, and the association between policies and ICT. It also seeks to perform a systematic analysis of various representative cases, in order to capture the realized e-Strategic transformation. It will be of interest to scholars and policy-makers in public administration, management, and information technology.

Available in PDF, EPUB and Kindle. Book excerpt: This is the 11th WHO annual report which assesses the progress during 2005 towards the Millennium Development Goals targets for TB control in the world as a whole and in each WHO region and country, focusing on five key indicators of case detection, treatment success, incidence, prevalence and deaths. It includes data on case notifications and treatment outcomes from 200 national TB control programmes, and an analysis of plans, budgets, expenditures, and progress in DOTS (Directly Observed Therapy - Short Course) strategies for 22 high-burden countries. It summarises progress on initiatives including the development of public-private partnerships in TB control, human resource development, the management of drug-resistant TB, and collaborations in TB and HIV/AIDS control. Findings include that in 2005, there were 8.8 million new cases of TB, and an estimated 1.6 million deaths from TB including those co-infected with HIV. The TB incidence rate was stable or falling in all six WHO regions and had reached a peak worldwide. However, the total number of new TB cases was still rising slowly, because the case-load continued to grow in the African, Eastern Mediterranean and South-east Asia regions.
