Book excerpt: Oceans 2020 presents a comprehensive assessment of the most important science and societal issues that are likely to arise in marine science and ocean management in the next twenty years. Sponsored by the Intergovernmental Oceanographic Commission (IOC), the Scientific Committee on Oceanic Research (SCOR), and the Scientific Committee on Problems of the Environment (SCOPE), the book brings together the world's leading ocean scientists and researchers to analyze the state of marine science and technology, identify key scientific issues for sustainable development, and evaluate the capability of scientists, governments, and private-sector stakeholders to respond to those issues. Topics include: basic ocean sciences pressures on the coastal zone climate change and the ocean fisheries and fishery science in their search for sustainability offshore industries including oil drilling, carbon sequestration, and manganese nodule mining marine information for shipping and defense Also included are chapters on cross-cutting issues including operational oceanography, ocean instrumentation and technology, developing frameworks for cooperation, and capacity building in developing nations. In addition, the book offers an introductory overview and a "Vision to 2020" that outlines a path to rational ocean governance. In each chapter, contributors give a brief but comprehensive overview of the subject and then consider what has been achieved in recent years, define the problems, outline solutions, and set forth recommendations on the needs for and directions of ocean science in support of sustainable development for the next twenty years. Oceans 2020 suggests what can be done about major marine environmental issues through the better development and application of marine science and technology, focusing on the issues that are most closely related to human and sustainable development. It will help guide countries in developing their marine science and technology strategies and priorities and is an essential source of information for policymakers, government officials, resource managers, scientists, the media, and all those concerned with the current and future health of the oceans.

This book was released on 2018-01-20 with total page 151 pages. Available in PDF, EPUB and Kindle. Book excerpt: The ocean is an integral component of the Earth's climate system. It covers about 70% of the Earth's surface and acts as its primary reservoir of heat and carbon, absorbing over 90% of the surplus heat and about 30% of the carbon dioxide associated with human activities, and receiving close to 100% of fresh water lost from land ice. With the accumulation of greenhouse gases in the atmosphere, notably carbon dioxide from fossil fuel combustion, the Earth's climate is now changing more rapidly than at any time since the advent of human societies. Society will increasingly face complex decisions about how to mitigate the adverse impacts of climate change such as droughts, sea-level rise, ocean acidification, species loss, changes to growing seasons, and stronger and possibly more frequent storms. Observations play a foundational role in documenting the state and variability of components of the climate system and facilitating climate prediction and scenario development. Regular and consistent collection of ocean observations over decades to centuries would monitor the Earth's main reservoirs of heat, carbon dioxide, and water and provides a critical record of long-term change and variability over multiple time scales. Sustained high-quality observations are also needed to test and improve climate models, which provide insights into the future climate system. Sustaining Ocean Observations to Understand Future Changes in Earth's Climate considers processes for identifying priority ocean observations that will improve understanding of the Earth's climate processes, and the challenges associated with sustaining these observations over long timeframes.

Book excerpt: The Global Ocean Observing System (GOOS) is an international programme for a permanent global framework of observations, modelling and analysis of ocean variables that are needed to support operational services around the world. The EuroGOOS strategy has two streams: the first is to improve the quality of marine information in European home waters, and the second is to collaborate with similar organisations in other continents to create a new global ocean observing and modelling system that will provide the open ocean forecasts needed to achieve the best possible performance by local marine information services everywhere. EuroGOOS held its second international conference in The Hague in 1999. Here, the operational services already in place in the EuroGOOS regions were presented and evaluated. In addition, a "Forward Look" was presented, with targets for the next 5-10 years. The proceedings of the first EuroGOOS conference were published by Elsevier in the /locate/inca/600827EOS Series No. 62 Editors: Stel et al, ISBN 0-444-82892-3.

Book excerpt: Now in its 17th year, the NILOS Documentary Yearbook provides the reader with an excellent collection of documents related to ocean affairs and the law of the sea, issued each year by organizations, organs and bodies of the United Nations system. Documents of the UN General Assembly and Security Council, Meeting of States Parties to the UN Law of the Sea Convention, CLCS, ISBA, ITLOS, Follow-ups to the UN Fish Stocks and Small Island States Conferences, WSSD, ECOSOC, UNEP and UNCTAD are reproduced first, followed by the documents of FAO, IAEA, IMO and NESCO/IOC. As in the previous volumes, documents which were issued in the course of 2001 are reproduced while other relevant documents are listed. The NILOS Documentary Yearbook has proved to be of invaluable assistance in facilitating access of the international community of scholars and practitioners in ocean affairs and the law of the sea to essential documentation. The entry of the 1982 UN Law of the Sea Convention into force in 1994 and of the Part XI Agreement in 1996, as well as of the UN Fish Stocks Agreement in 2001, coupled with the review of the UNCED Agenda 21 the 2002 Johannesburg World Summit, make continuation of this assistance of particular significance in the years to come. Book excerpt: Over the last decades, shipping, fisheries and other uses of the oceans have considerably increased. However, adverse impacts caused by man have also been threatening the marine environment and the living resources of the sea. Hence the various international maritime organisations involved in managing the oceans are facing new challenges which in particular may be met by the concept of sustainability. How they cope with the present and future needs is shown in this book compiling information about some of the most relevant organisations in light of a sustainable marine development.

Book excerpt: The ecosystem approach to the management of oceans and their resources was consolidated in Agenda 21. Practical application of this approach is still in early stages of development by regional organizations for fisheries, and for the marine and coastal environment. This publication contains a brief description of marine Regional Fishery Bodies (RFBs) and the Regional Seas Conventions (RSCs) noting the origins, status, geographic coverage and basis for consideration of the ecosystem approach by each. This publication reviews the relationship and mutual relevance of the work carried out by RFBs and RSCs, especially in areas relating to biodiversity of species, habitat, marine environment quality, climate change, land-based pollution of the marine environment, and in the monitoring and assessment which applies to these areas. It is suggested that as ecosystem considerations and indicator frameworks are increasingly factored into fisheries management, the functionalities of RFBs and RSCs will need to be adapted in a practical, cost effective way to meet future needs. Concrete suggestions are made for options that may lead to enhanced cooperation on ecosystem-based fishery management.
