With this as a backdrop, the Society for Mining, Metallurgy & Exploration (SME) challenged tailings and mining professionals to re-imagine the future of tailings. The Mine Tailings: Perspectives for a Changing World symposium, held at the SME 2020 annual conference, started that conversation. Over three days, tailings professionals from around the world gathered to discuss tailings storage practices and the changes both the industry and the world want and need. The discussions squarely focused on how we, as an industry, can collectively make changes that will eliminate catastrophic tailings dam failures and lead to better outcomes for the industry and society. Through sharing and conversation, the symposium participants recognized risks associated with our approach to tailings management and existing structures and discussed the gaps that need to be addressed, including how the behavior of tailings and mining professionals must change. The human element of risk must be recognized so it can be talked about openly, given the attention it deserves, and adequately addressed. We need to own this problem and the impact of our actions. We have the power to change this; when we own our actions, we can act differently for a different outcome.

Book excerpt: A strategic mine planning model determines the best order of extraction and destination of material over the mine-life, in a way that maximizes the net present value of the produced minerals. In case of oil sands open-pit mining, further processing of the extracted oil sands generates massive volumes of slurry containing water, sands, clay and fine material known as tailings. Since the tailings volume significantly influences the mine production and site reclamation, it is reasonable to consider tailings management within the frameworks of long-term mine planning. One of the current practices in Alberta oil sands industry is to process the tailings slurry and make composite tailings (CT), through adding coagulant aids to the mature fine tailings (MFT), to accelerate its dewatering and make it ready for reclamation. To save space and also to avoid higher reclamation costs, the processed tailings is deposited in in-pit tailings containments constructed by internal dykes using mine waste material. In this research, an integrated mine planning framework is proposed, implemented and verified using mixed-integer linear programming technique, to optimize the production schedule with respect to mine waste management in terms of dyke construction and in-pit tailings deposition. A tailings model is developed and integrated to the mine planning model that calculates the volume of tailings slurry and composite tailings based on the processed material. Two small case studies and one large-scale case are carried out to verify the performance of the proposed optimization model. Two variable reduction techniques are implemented to increase the efficiency of the run time. The model solves the large-scale problem to optimality over 30 periods within 0.5 to 1.5 hours of CPU time, depending on the model resolution. In the generated schedule, the produced tailings is being deposited in the excavated mining-pit as the mining operations proceed and the in-pit dykes are constructed using mine waste material.

Organized resistance to new fossil fuel infrastructure, particularly conflicts over pipelines, has become a formidable political force in North America. In this book, George Hoberg examines whether such place-based environmental movements are effective ways of promoting climate action, if they might inadvertently feed resistance to the development of renewable energy infrastructure, and what other, more innovative processes of decision-making would encourage the acceptance of clean energy systems. Focusing on a series of conflicts over new oil sands pipelines, Hoberg investigates activists’ strategy of blocking fossil fuel infrastructure, often in alliance with Indigenous groups, and examines the political and environmental outcomes of these actions. After discussing the oil sands policy regime and the relevant political institutions in Canada and the United States, Hoberg analyzes in detail four anti-pipeline campaigns, examining the controversies over the Keystone XL, the most well-known of these movements and the first one to use infrastructure resistance as a core strategy; the Northern Gateway pipeline; the Trans Mountain pipeline; and the Energy East pipeline. He then considers the “resistance dilemma”: the potential of place-based activism to threaten the much-needed transition to renewable energy. He examines several episodes of resistance to clean energy infrastructure in eastern Canada and the United States.
