The economic and national security environments, however, have changed significantly from the time the NDS was created. Current threats are more varied, production and processing of key materials is more globally dispersed, the global competition for raw materials is increasing, the U.S. military is more dependent on civilian industry, and industry depends far more on just-in-time inventory control. To help determine the significance of these changes for the strategic materials stockpile, the Department of Defense asked the NRC to assess the continuing need for and value of the NDS. This report begins with the historical context of the NDS. It then presents a discussion of raw-materials and minerals supply, an examination of changing defense planning and materials needs, an analysis of modern tools used to manage materials supply chains, and an assessment of current operational practices of the NDS.

The failure to prioritize and adequately fund preparedness and effectively implement response plans has exacted a heavy human and economic price, and the crisis is not yet over. Emerging and reemerging infectious diseases are a threat to global and national security that neither the United States nor the world can afford to ignore. This Task Force proposes a comprehensive strategy that includes institutional reforms and policy innovations to help the United States and the multilateral system perform better in this crisis and when the next one emerges. Without increased U.S. leadership on and adequate investment in pandemic preparedness and response, the United States and the world will remain unnecessarily vulnerable to epidemic threats. The Council on Foreign Relations sponsors Independent Task Forces to assess issues of current and critical importance to U.S. foreign policy and provide policymakers with concrete judgments and recommendations. Diverse in backgrounds and perspectives, Task Force members aim to reach a meaningful consensus on policy through private deliberations. Once launched, Task Forces are independent of CFR and are solely responsible for the content of their reports. Task Force members are asked to join a consensus signifying that they endorse the general policy thrust and judgments reached by the group, though not necessarily every finding and recommendation. Each Task Force member also has the option of putting forward an additional or a dissenting view.

Award-winning historian Earl J. Hess reveals how that dynamic served as the key to success, especially for the Union army as it undertook bold offensives striking far behind Confederate lines. How generals and their subordinates organized military resources to provide food for both men and animals under their command, he argues, proved essential to Union victory. The Union army developed a powerful logistical capability that enabled it to penetrate deep into Confederate territory and exert control over select regions of the South. Logistics and supply empowered Union offensive strategy but limited it as well; heavily dependent on supply lines, road systems, preexisting railroad lines, and natural waterways, Union strategy worked far better in the more developed Upper South. Union commanders encountered unique problems in the Deep South, where needed infrastructure was more scarce. While the Mississippi River allowed Northern armies to access the region along a narrow corridor and capture key cities and towns along its banks, the dearth of rail lines nearly stymied William T. Sherman’s advance to Atlanta. In other parts of the Deep South, the Union army relied on massive strategic raids to destroy resources and propel its military might into the heart of the Confederacy. As Hess’s study shows, from the perspective of maintaining food supply and moving armies, there existed two main theaters of operation, north and south, that proved just as important as the three conventional eastern, western, and Trans-Mississippi theaters. Indeed, the conflict in the Upper South proved so different from that in the Deep South that the ability of Federal officials to negotiate the logistical complications associated with army mobility played a crucial role in determining the outcome of the war.

Although plans for rapidly delivering MCM to a large number of people following an anthrax attack have been greatly enhanced during the last decade, many public health authorities and policy experts fear that the nation's current systems and plans are insufficient to respond to the most challenging scenarios, such as a very large-scale anthrax attack. The U.S. Department of Health and Human Services' Office of the Assistant Secretary for Preparedness and Response commissioned the Institute of Medicine to examine the potential uses, benefits, and disadvantages of strategies for repositioning antibiotics. This involves storing antibiotics close to or in the possession of the people who would need rapid access to them should an attack occur. Prepositioning Antibiotics for Anthrax reviews the scientific evidence on the time window in which antibiotics successfully prevent anthrax and the implications for decision making about prepositioning, describes potential prepositioning strategies, and develops a framework to assist state, local, and tribal public health authorities in determining whether prepositioning strategies would be beneficial for their communities. For global food and agriculture, the Great Recession unfolded as a combination of two distinct crises that followed each other from 2007 to 2009. The initial 2007-2008 crisis was largely limited to food and agriculture, arising from a combination of supply and demand shocks within the global food sector. The 2009 crisis arose from an external demand side shock, brought about by the sharp contraction in overall economic activity in 2009, which is now known as the Great Recession. When referring to the Great Recession, this paper distinguishes two distinct sub-crises, i.e. the global food crisis of 2007-2008 and the global recession of 2009.
