Bush signed a new National Security Strategy that he refers to as a "wartime national security strategy." He also states in the introduction that to follow the path the United States has chosen, we must "maintain and expand our national strength." One way to do this is to study and propose solutions to the complex challenges the United States faces in the 21st century. At the U.S. Army War College, the students have embraced this challenge and spend a year developing their intellectual strength in areas that extend well beyond the familiar operational and tactical realm to which they are accustomed. This collection of essays written by students enrolled in the U.S. Army War College Advanced Strategic Art Program (ASAP) reflects the development of their strategic thought applied to a wide range of contemporary issues.

Book Synopsis Counterinsurgency and the Global War on Terror by : Robert M. Cassidy
Download or read book Counterinsurgency and the Global War on Terror written by Robert M. Cassidy and published by Bloomsbury Publishing USA. This book was released on 2006-04-30 with total page 225 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since September 2001, the United States has waged what the government initially called the global war on terrorism (GWOT). Beginning in late 2005 and early 2006, the term Long War began to appear in U.S. security documents such as the National Security Council's National Strategy for Victory in Iraq and in statements by the U.S. Secretary of Defense and the Chairman of the JCS. The description Long War—unlimited in time and space and continuing for decades—is closer to reality and more useful than GWOT. Colonel Robert Cassidy argues that this protracted struggle is more correctly viewed as a global insurgency and counterinsurgency. Al Qaeda and its affiliates, he maintains, comprise a novel and evolving form of networked insurgents who operate globally, harnessing the advantages of globalization and the information age. They employ terrorism as a tactic, subsuming terror within their overarching aim of undermining the Western-dominated system of states. Placing the war against al Qaeda and its allied groups and organizations in the context of a global insurgency has vital implications for doctrine, interagency coordination, and military cultural change-all reviewed in this important work. Cassidy combines the foremost maxims of the most prominent Western philosopher of war and the most renowned Eastern philosopher of war to arrive at a threefold theme: know the enemy, know yourself, and know what kind of war you are embarking upon. To help readers arrive at that understanding, he first offers a distilled analysis of al Qaeda and its associated networks, with a particular focus on ideology and culture. In subsequent chapters, he elucidates the challenges big powers face when they prosecute counterinsurgencies, using historical examples from Russian, American, British, and French counterinsurgent wars before 2001. The book concludes with recommendations for the integration and command and control of indigenous forces and other agencies.

This book was released on 2009 with total page 36 pages. Available in PDF, EPUB and Kindle. Book excerpt: The purpose of the Key Strategic Issues List (KSIL) is to provide military and civilian researchers a ready reference for issues of special interest to the Department of the Army and the Department of Defense (DoD). Unlike other lists that generally reflect issues which are operational or tactical in nature, the focus of the KSIL is strategic. It highlights topics that senior Army and DoD leaders should consider in providing military advice and formulating military strategy. At present, the U.S. military is engaged in a changing situation in Iraq and an increasing presence in Afghanistan, as well as efforts to restore balance in force sizing and structure. With the publication of the 2009 KSIL, the Strategic Studies Institute and the U.S. Army War College invite all researchers to contribute to informing America's leaders of current and emerging challenges.

Book Synopsis The Interagency and Counterinsurgency Warfare by : Joseph R. Cerami
Download or read book The Interagency and Counterinsurgency Warfare written by Joseph R. Cerami and published by Strategic Studies Institute. This book was released on 2007 with total page 624 pages. Available in PDF, EPUB and Kindle. Book excerpt: For decades since the formation of the defense establishment under the 1947 National Security Act, all U.S. cabinet departments, national security agencies, and military services involved in providing for the common defense have struggled to overcome differences in policy and strategy formulation, organizational cultures, and even basic terminology. Post-September 11, 2001, international systems, security environments, U.S. military campaigns in Afghanistan and Iraq, and the greater Global War on Terrorism have confronted civilian policymakers and senior military officers with a complex, fluid battlefield which demands kinetic and counterinsurgency capabilities. This monograph addresses the security, stability, transition, and reconstruction missions that place the most pressure on interagency communication and coordination. The results from Kabul to Baghdad reveal that the interagency process is in need of reform and that a more robust effort to integrate and align civilian and military elements is a prerequisite for success.
Book Synopsis Counterinsurgency in Crisis by : Robert Egnell
Download or read book Counterinsurgency in Crisis written by Robert Egnell and published by Columbia University Press. This book was released on 2013-10-08 with total page 249 pages. Available in PDF, EPUB and Kindle. Book excerpt: Long considered the masters of counterinsurgency, the British military encountered significant problems in Iraq and Afghanistan when confronted with insurgent violence. In their effort to apply the principles and doctrines of past campaigns, they failed to prevent Basra and Helmand from descending into lawlessness, criminality, and violence. By juxtaposing the deterioration of these situations against Britain's celebrated legacy of counterinsurgency, this investigation identifies both the contributions and limitations of traditional tactics in such settings, exposing a disconcerting gap between ambitions and resources, intent and commitment. Building upon this detailed account of the Basra and Helmand campaigns, this volume conducts an unprecedented assessment of British military institutional adaptation in response to operations gone awry. In calling attention to the enduring effectiveness of insurgent methods and the threat posed by undergoverned spaces, David H. Ucko and Robert Egnell underscore the need for military organizations to meet the irregular challenges of future wars in new ways.
Book Synopsis Insurgency and Counterinsurgency in the 21st Century by : Steven Metz
Download or read book Insurgency and Counterinsurgency in the 21st Century written by Steven Metz and published by . This book was released on 2004 with total page 62 pages. Available in PDF, EPUB and Kindle. Book excerpt: Modern insurgency warfare presents fresh challenges for the United States, which must re-conceptualize its approach to fighting such conflicts. Because the dominant characteristics of insurgency--protractedness and ambiguity--effectively stymie the American military's approach to war, the United States needs to reorient its strategic thinking. The key to success is not for the U.S. military to become better at counterinsurgency, but for the U.S. military (and other elements of the government) to be skilled at helping local security and intelligence forces become effective at it. Adapting tactics and strategies to the realities on the ground is not only pragmatic, but also crucial to success.

Book excerpt: While the involvement of the United States in counterinsurgency has a long history, it had faded in importance in the years following the end of the Cold War. When American forces first confronted it in Iraq, they were not fully prepared. Since then, the U.S. military and other government agencies have expended much effort to refine their counterinsurgency capabilities. But have they done enough?
Book Synopsis U.S. Counterinsurgency Methods & the Global War on Terror by : Terry Tucker
Download or read book U.S. Counterinsurgency Methods & the Global War on Terror written by Terry Tucker and published by Tate Publishing & Enterprises. This book was released on 2008 with total page 199 pages. Available in PDF, EPUB and Kindle. Book excerpt: Drawing on a long and distinguished career in the military and as a Department of Defense contractor in Afghanistan, Saudi Arabia and Kuwait, author Terry Tucker presents a look inside the Afghan Theatre in US Counterinsurgency Methods and The Global War on Terror, An Assessment: Tactical Success and Strategic Blunder. Was America's military ready to accept the challenge of asymmetrical warfare in September 2001? How does one conduct decisive operations in a counterinsurgency? What is the degree of separation between a counterinsurgency and stability operations? Five years into a conflict of global proportions, albeit in some cases subtle and unseen, the debate continues to rage over correct tactics, techniques, and procedures. The importance of land warfare is growing and will continue to grow as we face the future uncertainties of the Global War on Terror, and the future of warfare and urban warfare. Despite the American military's superiority in technology, training, and equipment, and despite the appearance of early brilliant success, US Armed Forces have been challenged in both Iraq and Afghanistan. Using historical illustrations coupled with contemporary events and his experience, Tucker provides readers with a concise understanding of the importance of this new-old warfare, and the applications and consequences that accompany the intricate blend of art and science that composes insurgency and counterinsurgency warfare.
