This work has been recorded in internal reports, but much of it has not been generally available until publication of this review. Many highway officials however, have reservations concerning the use of permanent steel forms. These reservations are related to the effect the forms might have on the durability of the concrete decks and to the possibility of future corrosion problems. To evaluate the potential for the occurrence of each of these two possibilities, an experience survey and review of prior research were conducted. A survey of 38 states revealed that approximately half of them either disallowed or minimized the use of steel forms because of a fear of future maintenance problems related to their use. A number of disadvantages related to the use of steel forms were cited by the responding states. A composite evaluation of the state survey and the prior research however, indicated that permanent steel forms do not singularly affect the durability of concrete bridge decks. In addition, permanently formed decks generally have less transverse cracking and increased composite action between the deck and the girders. As compared to conventionally formed decks corrosion of steel forms can be a problem if moisture and salt solutions are allowed to gain access to the forms through joints or drainage features, or by other means. Data obtained from atmospheric corrosion tests indicate that galvanized steel forming should have a life expectancy equal to that of the bridge deck if adequately protected from moisture and salt solutions. (Corrosion resulting from the penetration of chlorides through solid concrete to the depth of the forms is unlikely). The main access channels to the forms would appear to be through cracks or deteriorated concrete. It was concluded that steel forms do not have a detrimental effect on initially good quality concrete decks and, with forming installations designed to minimize possible contact with moisture and salts, corrosion should not be a significant problem during the normal life expectancy of a bridge deck.

These open grid decks provide an economical and lightweight alternative to traditional reinforced concrete decks. As the transportation infrastructure continues to deteriorate, open grid decks can be used as a cost effective way to rehabilitate structurally deficient bridges. Open grid decks weigh less than conventional reinforced concrete decks and reduce the dead load on a bridge superstructure, thereby increasing the live load capacity. While modern bridge design specifications have evolved to LRFD principles, present design methods for open grid decks are mostly empirical and based on historic practice and performance. Further, fatigue limit states in practice tends to be controlled by cracking in the weak direction, for which no design provisions currently exist. A comprehensive research program was developed to address these issues. The results provide a better understanding of grid deck behavior, and will improve detailing and design provisions.

Book excerpt: The service life of Virginia's concrete bridge decks is generally controlled by chloride-induced corrosion of the reinforcing steel as a result of the application of winter maintenance deicing salts. A chloride corrosion model accounting for the variable input parameters using Monte Carlo resampling was developed. The model was validated using condition surveys from 10 Virginia bridge decks built with bare steel. The influence of changes in the construction specifications of w/c = 0.47 and 0.45 and w/cm = 0.45 and a cover depth increase from 2 to 2.75 inches was determined. Decks built under the specification of w/cm = 0.45 (using slag or fly ash) and a 2.75 inch cover depth have a maintenance free service life of greater than 100 years, regardless of the type of reinforcing steel. Galvanized, MMFX-2, and stainless steel, in order of increasing reliability of a service life of greater than 100 years, will provide a redundant corrosion protection system. Life cycle cost analyses were conducted for polymer concrete and portland cement based overlays as maintenance activities. The most economical alternative is dependent on individual structure conditions. The study developed a model and computer software that can be used to determine the time to first repair and rehabilitation of individual bridge decks taking into account the time for corrosion initiation, time from initiation to cracking, and time for corrosion damage to propagate to a state requiring repair.
