Book excerpt: The Global Ocean Observing System is a study by the Ocean Studies Board intended to provide information and advice to federal agencies (the U.S. GOOS Interagency ad hoc Working Group) to help define and implement an effective, affordable, and customer-based U.S. contribution to GOOS. In particular, the committee was asked to provide advice to U.S. agencies regarding a practical concept for GOOS, identify potential applications and users of GOOS during the next 3 to 5 years and beyond, recommend appropriate roles for industry and academia in GOOS, and prioritize observational and infrastructure activities that should be undertaken or continued by the United States in its initial commitments to GOOS. In response to its charge, the committee reviewed the status of GOOS planning and implementation at both the national and international levels, invited presentations by relevant federal agencies and members of the private sector, and examined the range of potential uses and benefits of products derived from information to be collected by GOOS. Finally, the committee drew upon this information and its own expertise to develop a number of recommendations intended to help move the implementation of GOOS forward.

Book excerpt: "This annual progress report reflects the status of the Integrated Ocean Observing System (IOOS), which is the U.S. contribution to the Global Ocean Observing System (GOOS), five years into the 21st century. The design plan for the initial IOOS, which includes both global ocean and coastal components, was transmitted to Congress in 2003. Implementation of the initial global ocean component began in the late 1990s and is now approximately 50% completed. Plans for the initial national network (or "backbone") and regional coastal ocean observing systems have been completed The implementation plan for the national network is nearing completion and will be submitted to the National Ocean Research Leadership Council before the end of 2006."

This book was released on 2018-01-20 with total page 151 pages. Available in PDF, EPUB and Kindle. Book excerpt: The ocean is an integral component of the Earth's climate system. It covers about 70% of the Earth's surface and acts as its primary reservoir of heat and carbon, absorbing over 90% of the surplus heat and about 30% of the carbon dioxide associated with human activities, and receiving close to 100% of fresh water lost from land ice. With the accumulation of greenhouse gases in the atmosphere, notably carbon dioxide from fossil fuel combustion, the Earth's climate is now changing more rapidly than at any time since the advent of human societies. Society will increasingly face complex decisions about how to mitigate the adverse impacts of climate change such as droughts, sea-level rise, ocean acidification, species loss, changes to growing seasons, and stronger and possibly more frequent storms. Observations play a foundational role in documenting the state and variability of components of the climate system and facilitating climate prediction and scenario development. Regular and consistent collection of ocean observations over decades to centuries would monitor the Earth's main reservoirs of heat, carbon dioxide, and water and provides a critical record of long-term change and variability over multiple time scales. Sustained high-quality observations are also needed to test and improve climate models, which provide insights into the future climate system. Sustaining Ocean Observations to Understand Future Changes in Earth's Climate considers processes for identifying priority ocean observations that will improve understanding of the Earth's climate processes, and the challenges associated with sustaining these observations over long timeframes.

Available in PDF, EPUB and Kindle. Book excerpt: Observations at and below the surface of the oceans are essential for understanding the ocean system and the role played by the ocean in earth’s climate, for documenting changes and for initializing, validating, and improving ocean models. It is only since the late twentieth century that, thanks to advances in microelectronics, battery technology, and satellite communication, in situ observations (together with satellite observations) have reached a volume and spatial distribution that allow us to track a wide range of global and regional phenomena. This review traces the development of in situ ocean observations primarily from a physical standpoint and describes the internationally coordinated observing networks that now supply these observations. It considers the enormous changes that have occurred in the volume and distribution of these observations and the implication of these changes for defining the evolving state of the global ocean. Finally, there is discussion of the prospects for further improving sustained ocean observations and for the delivery of integrated information from interrelated observing networks.
