Book excerpt: An analysis of the causes and consequences of China's transformation from a minor player to the world's tenth largest trader in less than two decades. It locates the transformation in the synergy created by new forces unleashed in China and their interaction with entrepreneurs in Hong Kong, Taiwan and Southeast Asia, who invested capital, transferred production facilities and provided the marketing channels by which Chinese goods reached world markets. The book also examines the dynamics behind Japan's increasing role in China's foreign trade in the late 1990s and the growing trade friction between China and the United States, which it argues is produced by the failure of the latter to recognise the dynamics of China's export growth.

Available in PDF, EPUB and Kindle. Book excerpt: Gradual change has been a hallmark of the Chinese reform experience, and China's success in its sequential approach makes it unique among the former command economies. Since 1979, with the inception of the continuing era of reform, the Chinese economy has flourished. Growth has averaged nine percent a year, and China is now a trillion dollar economy. China has become a major trading power and the predominant target among developing countries for foreign direct investment. Despite all this, China remains poor and the reform process unfinished. This book takes its defining theme from Deng Xiaopeng's famous metaphor for gradual reform: “feeling the stones to cross the river.” How far has China progressed in fording the river? The experts who contributed to this volume tackle many aspects of that question, assessing Chinese progress in policy reform, priorities for further reform, and the research still needed to inform policymakers’ decisions.

Available in PDF, EPUB and Kindle. Book excerpt: After decades of declining profitability, China's industrial state-owned enterprises appear to be obsolete. This book utilizes extensive data and qualitative as well as quantitative analyses to examine the reasons for the decline in the profitability of these industrial state-owned enterprises, to determine their current profitability patterns across various dimensions, and to account for profitability gaps between these enterprises and those managed under other ownership forms. China's recent enterprise reform measures are also evaluated. A differentiated picture emerges that clarifies past developments and illuminates future prospects of the reform of industrial state-owned enterprises in China. Contents:Explaining the Reform Period Decline in Industrial SOE Profitability:Tracing the Decline in Industrial SOE Profitability Through the Profit and Loss AccountThe Impact of Competition and Labor Remuneration on ProfitabilityThe Impact of the Liability–Asset Ratio on ProfitabilityIndustrial SOE Profitability in Perspective:SOEs versus Non-SOEsProfitability Across Industrial SOEsRecent Industrial SOE Reform PoliciesConclusions Readership: China researchers, academics, graduate students, senior undergraduates, and laypeople interested in China; foreign investors in China; the banking industry. Keywords:State-Owned Industry;State-Owned Enterprises;Enterprise Profitability;Firm Performance;Public Enterprises;Industrialization;Corporate Governance;Socialist Enterprises and their TransitionReviews:“In this hugely detailed and statistically sophisticated volume, the author looks at industrial state-owned enterprises (SOEs) over the reform period and shows that there is reason to be optimistic about their performance. This marshalling of data and application of sophisticated analytical methods make this an original and important book … The author has clearly made a very important contribution to our understanding of SOE performance and the fact that in terms of profitability they have done much better than commonly thought.”International Affairs “It should prove useful for anyone who wants an interpretation of the relative performance of SOEs and non-SOEs over time and the privatization debate which differs from the mainstream perspective. A strength of the book lies in the fact that it gives a good overview of the literature on industrial SOEs and has a useful account of reform initiatives in the late 1990s which aimed to increase industrial SOE profitability … this book is a very useful addition to the literature on China's experience with reforming its state-owned sector.”The China Review “This comprehensive and well-researched book should be essential reading for scholars of contemporary industrial SOEs in China. It makes a welcome, thought-provoking, and refreshing contribution to the literature.”Journal of Asian Business

Available in PDF, EPUB and Kindle. Book excerpt: This analysis of the political economy of growth in the era of Deng Xiaoping takes issue with the growth-accounting methodologies and market-centred explanations which characterize so much of the literature on transition-era China. By adopting an approach which echoes the pioneering work of Chalmers Johnson, Alice Amsden, and Robert Wade on other East Asian Economies, and which makes full use of the rich statistical materials that have become available since 1978, this book shows that Chinese growth was driven by a combination of state-led industrial policy and the favourable infrastructural legacies of the Maoist era. And in giving due weight to the sheer complexity of the growth process by looking in detail at the experience of four very different Chinese regions, it avoids over-simplistic macroeconomic generalization. Nevertheless, even this type of approach is inadequate, because it fails to explain why industrial policy has been so much more successful in China than in other countries. This book therefore goes beyond the 'development state' approach to argue that state autonomy in China reflected the remarkably equal distribution of income and wealth at the end of the 1970s and, paradoxically, the destruction of party structures and institutions during the Cultural Revolution. The policy implications are stark. The Chinese experience demonstrates that industrial policy and state spending on physical and social infrastructure can produce rich rewards; conversely, slavish reliance on foreign direct investment and trade are likely to limit the pace of growth. But attempts to replicate China's success in Latin America, sub-Saharan Africa, and South Asia will fail because their governments will not resist rent-seeking by classes and interest groups. Moreover, as the state becomes weaker in the wake of the re-emergence of a powerful capitalist class, even Chinese growth may prove unsustainable.
