Africa’s Lions examines the economic growth experiences of six fast growing and/or economically dominant African countries. Expert African researchers offer unique perspectives into the challenges and issues in Ethiopia, Ghana, Kenya, Mozambique, Nigeria, and South Africa. Despite a growing body of research on African economies, very little has focused on the relationship between economic growth and employment outcomes at the detailed country level. A lack of empirical data has deprived policymakers of a robust evidence base on which to make informed decisions. By harnessing country-level household, firm, and national accounts data together with existing analytical country research—the authors have attempted to bridge this gap. The growth of the global working-age population to 2030 will be driven primarily by Africa, which means that the relationship between growth and employment should be understood within the context of each country’s projected demographic challenge and the associated implications for employment growth. A better understanding of the structure of each country’s workforce and the resulting implications for human capital development, the vulnerably employed, and the working poor, will be critical to informing the development policy agenda. As a group, the six countries profiled in Africa’s Lions will largely shape the continent's future. Each country chapter focuses on the complex interactions between economic growth and employment outcomes, within the individual Africa’s Lions context.

Book excerpt: Everyday practices of state building interrogates the question about how to reinstate movement to our conceptualisation of state formation in Africa at a time in which the continent witnesses profound social and political transformations inscribed in increasingly globalised and localised dynamics. The book revisits key theories of the state adopting a detailed empirical approach that studies how state power operates in the everyday. It locates the mutual constitution of state and society in the wide set of scalar processes that articulate how state power structures social life and, simultaneously, creates the conditions of possibility for new openings and social formations. Drawing on five qualitative fieldworks in Ethiopia between 2006 and 2018, the book identify some important challenges that the ruling Ethiopian Peoples' Revolutionary Democratic Front (EPRDF) has encountered in institutionalising power through the developmental state, an ambitious model of state-mediated economic liberalisation intended to fulfil the broader re-organisation of the Ethiopian state along Ethnic Federalism since 1991. The case studies discuss how policies of resettlement, decentralisation, agriculture commercialisation, entrepreneurship, and industrialisation, inscribed dynamics of inclusion and exclusion in both rural and urban areas. Against these profound transformations beneficiaries casted new meanings to land, place, and work along struggles to secure reproduction. Interrogating the notions of scale and performativity, the book revisits dominant approaches that in African studies read state formation along centre-periphery relations, and ascribe cultural interpretations to the work of state power in the everyday, ultimately contributing to important discussions about authoritarianism and ethnonationalism in contemporary Ethiopia. Oxford Studies in African Politics and International Relations is a series for scholars and students working on African politics and International Relations and related disciplines. Volumes concentrate on contemporary developments in African political science, political economy, and International Relations, such as electoral politics, democratization, decentralization, the political impact of natural resources, the dynamics and consequences of conflict, and the nature of the continent's engagement with the East and West. Book excerpt: In early July 2020, we called by telephone a representative sample of nearly 600 households in Addis Ababa, Ethiopia to assess income changes and household food and nutrition security status during the COVID-19 pandemic (recall period covering June). This was the third administration of a COVID-19 related survey to these households, following surveys in early May 2020 and early June. About 64 percent of the households indicated in the third survey that their incomes were lower than expected (down from 67 percent reporting lower incomes than expected in previous month) and 42 percent reported that they are extremely stressed about the situation (down from 45 percent in previous month). Using a pre-pandemic wealth index, we find that less-wealthy households were considerably more likely to report income losses and high stress levels than were wealthier households. Compared to the period just before the pandemic (January and February 2020), indicators measuring food security have significantly worsened but during the pandemic they have remained relatively stable. Households now are less frequently consuming relatively more expensive but nutritionally richer foods, such as fruit and dairy products. However, overall food security status in Addis Ababa is not yet alarming and we see small signs of improvements in this July phone survey relative to previous months. However, many households have drawn down their savings over past months to buffer their food consumption. As the daily COVID-19 infection rates are still rising in Ethiopia, the food security situation in Addis Ababa may deteriorate over coming months, especially as the savings levels among the poorest households are now low. This calls for a further scale-up and strengthening of existing support programs.

However, 97 percent of Africa’s urban centers have fewer than 300,000 inhabitants, and a sizable share of urban migrants come from other urban areas. A more holistic and dynamic perspective, incorporating migration flows along the full urban hierarchy, as well as urban-urban migrants, is needed to better understand and leverage migration for urban development. Migrants, Markets, and Mayors: Rising above the Employment Challenge in Africa’s Secondary Cities draws on demographic data, research literature, key informant interviews, and empirical research to better understand how migrants in Africa’s secondary cities fare in urban labor markets, how they affect aggregate urban productivity, and how mayors can leverage migrants’ potential to the benefit of all. It explores these questions across countries and four urban case settings: Jijiga in Ethiopia, Jinja in Uganda, and Jendouba and Kairouan in Tunisia. Although mayors in secondary cities often see migrants as a burden to their cities’ labor markets and a threat to development, the report finds that migrants contribute increasingly less to urban population growth and that they usually strengthen the resident labor force. The report also finds that labor market outcomes for migrants are at least as good as those for nonmigrants. Africa’s secondary cities are well placed to leverage migration, but evidence-based policies are needed to manage the growth and development of land and labor markets.
