Available in PDF, EPUB and Kindle. Book excerpt: Divided We Govern investigates the rise and fall of the broader parliamentary left in modern Indian democracy, and the dynamics of national coalition governments. Since the 1970s, socialist, communist and regional parties in India have sought to forge a progressive 'third force'. Most scholars typically dismiss its principal manifestations -- the Janata Party, National Front and United Front -- as inherently opportunistic coalitions of power-seeking politicians. Sanjay Ruparelia provides a fine-grained analytic narrative to challenge this prevailing wisdom. Employing a variety of methods and resources, including the rare confidential testimonies of key political actors, Ruparelia demonstrates how the politics of each governing coalition, despite their self-evident flaws and short-lived tenures, revealed the outlines of a distinctive national vision. His fresh analysis of the politics of coalition in India also yields wider theoretical insights. Most studies fail to question or explain how these multiparty governments actually functioned. Hence they overstate the stability of and polarity between multiple political motivations, Ruparelia contends, discounting internal party debates over whether to share power, with whom and to what extent, and how. In such circumstances, the strategies, tactics and choices of actors become especially significant. The pursuit of power in a highly regionalized federal parliamentary democracy such as India creates incentives to forge national coalition governments, yet paradoxically decreases their chances of surviving. Ultimately, the failure of socialists and communists to judge their real historical possibilities at key junctures led to the decline of the broader Indian left.

Available in PDF, EPUB and Kindle. Book excerpt: This book looks at the contested relationship between Adivasis or the indigenous peoples, migrants and the state in India. It delves into the nature and dynamics of competition and resource conflicts between the Adivasis and the migrants. Drawing on the ground experiences of the Dandakaranya Project – when Bengali migrants from erstwhile East Pakistan (now Bangladesh) were rehabilitated in eastern and central India – the author traces the connection between resource scarcity and the emergence of Naxalite politics in the region in tandem with the key role played by the state. He critically examines the way in which conflicts between these groups emerged and interacted, were shaped and realised through acts and agencies of various kinds, as well as their socio-economic, cultural and political implications. The book explores the contexts and reasons that have led to the dispossession, deprivation and marginalisation of Adivasis. Through rich empirical data, this book presents an in-depth analysis of a contemporary crisis. It will be useful to scholars and researchers of political studies, South Asian politics, conflict studies, political sociology, cultural studies, sociology and social anthropology.

Book excerpt: This book looks at the patterns and trends of participation in Indian elections since 1952 – the first elections held in independent India. It engages with debates around the nature of the multi-party electoral politics in India and its impact on the voting behaviour of Indian voters. The book uses extensive empirical data from the state and national elections to analyze the history and evolution of the country’s electoral systems as well as the challenges and safeguards for conducting fair elections in the world’s largest democracy. The author explores the trends in turnout in regional and national elections and its relationship with electoral outcomes. He analyzes electoral patterns over the last seven decades as well as patterns of participation of marginalized groups, the younger population, and the narrowing gap of women’s electoral participation. The book discusses the role of money, the criminalization of electoral politics, and its influence on Indian elections. It also focuses on the issue of irregular delimitation of electoral constituencies and its implication on political representation. Topical and comprehensive, this book will be an essential read for scholars and researchers of political studies, political sociology, public administration and governance, and South Asian studies. It will also be useful for journalists and think tanks interested in India’s electoral processes and debates. It could serve as a guidebook as well for those interested in the nitty-gritty of Indian elections.

Book excerpt: A credible voter register gives legitimacy to the electoral process and helps prevent electoral fraud. However, voter registration remains a complex and contested task. It is one of the most important activities that an electoral management body needs to conduct, but it is also one of the most costly in terms of both time and resources. Many countries that face challenges in creating an accurate voter register are considering reforming their voter registration systems through the introduction of biometric technologies. The drive towards biometrics has been facilitated by its largely apolitical nature. Investing in high-tech solutions allows stakeholders to demonstrate their commitment to resolving electoral problems. At the same time, expectations on biometric solutions may be exaggerated. This guide provides an overview of key concepts and considerations for all stakeholders involved in discussions about the application of biometrics in elections, both for voter registration before an election and for voter verification at polling stations on election day.
