Principals play a vital role in recruiting, developing, and retaining effective teachers; creating a school-wide culture of learning; and implementing a continuous improvement plan aimed at increasing student achievement. Leithwood, Louis, Anderson & Wahlstrom (2004) established that school leadership is second only to classroom instruction in terms of school-level influences on student outcomes. However, that sequential description overlooks the role of the principal to scale effective practices school wide. Manna (2015) argues that it is the principal that acts as a "powerful multiplier of effective teaching and leadership practices in schools." Recognizing the importance of school leadership and the growing complexity of the principalship, Illinois has worked at the forefront of innovation with improvements to principal preparation, and has been recognized as a national leader in this area. For over a decade, stakeholders throughout Illinois have engaged in efforts to improve principal preparation and development that began with the Illinois Commission on School Leader Preparation (2006), which led to recommendations made by the Illinois School Leader Taskforce (2008), and culminated into Illinois Public Act 096-0903. IL P.A. 096-0903 was enacted in 2010 and reformed the way principals were recruited, prepared and credentialed throughout the state. The new Act mandated that all programs seeking to prepare principals apply for state approval under the new requirements. It also eliminated Type 75 General Administrative programs that had largely been shown to be ineffective in preparing principals for today's schools. That change was crucial in setting the stage for programs to redesign their new programs with a targeted focus on the specific knowledge, skills and abilities necessary for candidates to become effective principals and assistant principals. Book excerpt: Driven by research that evidences the direct impact of principals on school-wide improvements, Illinois has been working at the forefront of innovation and improvement in principal quality for quite some time. A large body of research supports the impact of school leadership on school and student outcomes. While high quality instruction is necessary for improved student learning in schools, high-quality school leadership creates the conditions for improving instruction. In a 2001 survey of 40,000 teachers nationally funded by the Gates Foundation, 96 percent of teachers ranked supportive leadership as "absolutely essential" or "very important" to retaining good teachers. Recognized for bold policy initiatives involving principal preparation and development, Illinois has received national awards and recognitions. These efforts led to the creation of a new P-12 Principal Endorsement and the mandate that all preparation programs throughout the state apply for program approval under the new requirements, which include intensive internship requirements and competency-based assessments evidencing that principal candidates are ready to lead before they are given the license to do so. The Center for the Study of Education Policy believes that the results of Illinois Public Act 96-0903, enacted in 2010, represents a substantial overhaul of leadership preparation requirements in Illinois. Key elements are proposed which represent a paradigm shift for preparation programs from "candidate as consumer" to "district as consumer." Moving beyond the simple outcome of program graduates securing administrative positions, the new requirements focus much needed attention on the impact principal preparation ultimately has on school improvement and student outcomes. This effort was ambitious and sweeping, calling for radical shifts in previous practice, including: (1) A targeted principal endorsement, instead of a general administrative certificate; (2) Formal partnerships with school districts in preparation program design and delivery; (3) More selective admissions criteria and processes; (4) Focus on leading all students, including students with disabilities, English Language Learners, and early childhood education; (5) Collaborative support for candidates from highly qualified faculty supervisors and mentor principals; and (6) A competency-based internship, with an emphasis on demonstrated leadership skills. For many decades prior to the redesign, principal preparation had typically consisted of administrative courses such as school law, finance, and educational theory, followed by an internship consisting of a set number of hours that were mainly spent shadowing a principal. Programs varied greatly in the quality of both course content and mentoring and generally had few, if any, selection criteria beyond what was required by the college or university. Meanwhile, a growing body of research evidence indicated that principals play a critical role in improving student performance and leading effective schools. This research identified the importance of principals as effective instructional leaders rather than simply efficient building managers, and identified key components of effective principal preparation programs, including: targeted recruitment and selection, a rigorous curriculum focused on instruction and school improvement; integration of coursework and fieldwork; and robust, sustained internships that allow candidates to gain leadership experience working with an expert mentor. As a result, traditional principal preparation began to be perceived as providing inadequate training, and principal preparation programs became the target of intense scrutiny. For the past two years, the authors have studied the implementation of Illinois' new principal preparation programs and the changes that have occurred as a result of the new policy. In this policy brief, they highlight key findings and implications from the second phase of the study. The full findings and analysis are presented in the final report. The research presented here marks the most comprehensive profile undertaken to date of Illinois principals. With support from The Joyce Foundation, the Illinois Education Research Council (IERC) at Southern Illinois University Edwardsville integrated its research on principal demographics and turnover with research on principal effectiveness and a survey of current Illinois principals' job-related beliefs and practices. The IERC analyzed demographic and employment trends among over 7100 individuals serving as Illinois public school principals between 2001 and 2008, statistically modeled principal impact on student achievement and teacher qualifications in over 3500 Illinois public schools, and surveyed more than one in five active public school principals in the 2010-2011 school year. Only charter schools were excluded from the analyses because their personnel are not consistently included in state records of educator employment. This report highlights emerging trends among Illinois principals, synthesizes key findings from the research, and offers recommendations for policy, practice, and preparation to enhance principals' ability to increase student achievement. This is a vital goal, as research has demonstrated that an effective principal is the key factor in improving schools and increasing student achievement. Through the work of numerous statewide committees and consortia, with funding support from several foundations, and with leadership at the state, regional, and institutional levels, this goal is coming to fruition in Illinois. The multiple recommendations that emerged from collaborative efforts over time prompted the passage in 2010 of Illinois Public Act 96-0903. The statute represents a substantial overhaul of leadership preparation requirements in Illinois and includes the following key elements: (1) A targeted principal endorsement, instead of a general administrative certificate; (2) Formal partnerships between principal preparation programs and school districts in the design, delivery, and continuous improvement process; (3) Selective admissions criteria for candidates in principal endorsement programs; (4) A P-12 licensure (adding Prekindergarten to the leadership training); (5) A performance-based internship with competency-based assessments; and (6) Collaborative support structure for candidates during their internship provided by both faculty supervisors and mentor principals. This paper provides substantial detail regarding the processes and mechanisms employed, the organizations involved in various collaborative efforts, and the recommendations that led to such transformative changes. Over the past several years, preparation programs have been engaged in redesign efforts based on the new licensure requirements. Currently, many are offering robust and innovative programs that provide a broad range of authentic leadership experiences for principal candidates. Illinois has been recognized nationally for the policy reforms that have led to these improvements. While still in the early phase of implementation, most recognize there is more work to be done. To that end, the newly convened Illinois School Leadership Advisory Council (ISLAC) will work to formulate a 5-year strategic plan, addressing outstanding implementation issues. The Council will work through five "study teams" to make recommendations regarding: (1) Network supports and resources; (2) Program cohesion and continuous improvement; (3) Quality assurance; (4) Regional and district partnerships, and (5) Training and support for mentors and supervisors. Once again, policy-makers, researchers, and practitioners from multiple stakeholder organizations will collaborate, as they have done so often and so well in the past, to continue the process of improving the capacity of principals to effectively lead schools. Illinois became one of the first states to legislatively require a complete redesign of all its principal preparation programs with the goal of ensuring future principals would be "highly effective in leadership roles" and prepared "to improve teaching and learning and increase academic achievement and the development of all students" (Programs for the Preparation of Principals in Illinois, 2016). The new requirements, which went into effect in 2014, called for the reauthorization of all programs and several radical shifts from the status quo. First, all programs had to establish formal partnerships with school districts so that they would be more aware of and responsive to district needs. Second, principal internships required candidates to illustrate the mastery of critical competencies rather than complete observations and log hours. Third, principal training was required to emphasize creating instructional leaders able to catalyze school change rather than developing managers. Fourth, programs also needed to prepare all principals to work with all students from pre-K to twelfth grade, including students with disabilities and English language learners (ELLs). Finally, programs were expected to collect and utilize data for continuous improvement. The current study provides the first statewide, in-depth examination of how Illinois programs and their district partners have interpreted this policy and redesigned their training. Overall, the authors find that Illinois' principal preparation has undergone extensive change. While programs vary, many have made significant alterations to courses, staffing, and district partnerships, and the internship experience has undergone a fundamental change. In this report, the authors will describe these shifts and provide stakeholders' perspectives on their successes and the challenges. The following are appended: (1) Project Advisory Board; (2) Methodology; and (3) Supplementary Data Tables.
