Gerard Alexander offers a rational choice theory of democratic consolidation in a survey of the breakdowns of and transitions to democratic institutions. Through an analysis of developments in Spain, Britain, France, Germany, and Italy, Alexander explores how key political sectors established the long-term commitment to democracy that distinguishes consolidated democracies. Alexander makes a highly accessible rationalist argument about the conditions under which such commitments emerge, arguing that powerful sectors abandon options for overthrowing democratic rules only when they predict low risks in democracy. There are other factors, such as the legacy of the dictatorial regime, exclusionary policies, the problem of stateness, interference by regional powers, the rentier economy and sectarianism, that have impeded democracy and contributed to its failure, but the employment of religion in politics was the most to blame. The establishment of stable democratic institutions continues to elude Iraq, 15 years after toppling the dictatorship. The post-2003 Iraq could not completely eradicate the long historical tradition of despotic governance due to deep-seated religious beliefs and tribal values, along with widening societal ethno-sectarian rifts which precluded the negotiation of firm and stable elite settlements and pacts across communal lines. The book examines how the fear in neighbouring countries of a region-wide domino effect of the Iraq democratization process caused them to adopt interventionist policies towards Iraq that helped to stunt the development of democracy. The lack of commitment by the initiator of the democratic process, the United States, undermined the prospects of democratic consolidation. This is compounded by serious mistakes such as de-Ba’athification and the disbanding of the Iraqi army and security apparatuses which caused a security vacuum the US forces were not able to fill. The Failure of Democracy in Iraq is a key resource for all students and academics interested in democracy, Islam and Middle East Studies.

Earlier scholarship—which addressed this question with a list of domestic failures—overlooked the crucial role that international politics play. In this shrewd book, Melissa M. Lee argues that foreign subversion undermines state authority and promotes ungoverned space. Enemy governments empower insurgents to destabilize the state and create ungoverned territory. This kind of foreign subversion is a powerful instrument of modern statecraft. But though subversion is less visible and less costly than conventional force, it has insidious effects on governance in the target state. To demonstrate the harmful consequences of foreign subversion for state authority, Crippling Leviathan marshals a wealth of evidence and presents in-depth studies of Russia's relations with the post-Soviet states, Malaysian subversion of the Philippines in the 1970s, and Thai subversion of Vietnamese-occupied Cambodia in the 1980s. The evidence presented by Lee is persuasive: foreign subversion weakens the state. She challenges the conventional wisdom on statebuilding, which has long held that conflict promotes the development of strong, territorially consolidated states. Lee argues instead that conflictual international politics prevents state development and degrades state authority. In addition, Crippling Leviathan illuminates the use of subversion as an underappreciated and important feature of modern statecraft. Rather than resort to war, states resort to subversion. Policymakers interested in ameliorating the consequences of ungoverned space must recognize the international roots that sustain weak statehood.

Conversely, proponents of this “stateness-first” argument anticipate that democratization before state building yields poor development outcomes. In this Element, we discuss several strong assumptions that (different versions of) this argument rests upon and critically evaluate the existing evidence base. In extension, we specify various observable implications. We then subject the stateness-first argument to multiple tests, focusing on economic growth as an outcome. First, we conduct historical case studies of two countries with different institutional sequencing histories, Denmark and Greece, and assess the stateness-first argument (e.g., by using a synthetic control approach). Thereafter, we draw on an extensive global sample of about 180 countries, measured across 1789–2019 and leverage panel regressions, preparametric matching, and sequence analysis to test a number of observable implications. Overall, we find little evidence to support the stateness-first argument.
