In order to improve the relevance and traction of bilateral financial surveillance, the IMF needs to deepen financial and macrofinancial analysis, particularly in Article IV consultations, including by taking practical steps to better integrate Financial Sector Assessment Program analysis in Article IV consultations and by increasing financial skills and expertise among staff. The IMF should continue to work to enhance the impact of IMF multilateral surveillance by increasing rigor and transparency, and by deepening collaboration with international partners. On scaling-up the IMF’s work with the international regulatory agencies to assess the impact of reforms, the IMF has undertaken several assessments of different aspects of the reforms following the 2012 Financial Surveillance Strategy. Some of these have been conducted jointly with the Standard Setting Bodies.

Before the adoption of the IV, there was no consistent framework to guide policy advice on these areas. The IV was a major step towards filling the gap existing at the time. It welcomed the economic benefits of capital flows while recognizing the risks associated with capital flow volatility, developed a playbook for safe capital account liberalization, and incorporated capital flow management measures (CFMs) into the policy toolkit. It also noted the importance of international cooperation on capital flow policies in allowing countries to harness the benefits of capital flows safely, while minimizing negative spillovers. It was a demonstration of the institution’s flexibility and willingness to embrace theoretical advances and lessons from experience.

During the five months after the 2019 Annual Meetings, the IEO completed two reports, continued work on two ongoing evaluations, and launched one new evaluation. The IMF also made good progress in following up on past IEO evaluations, including completion of a triage exercise aimed at dealing with the backlog of off-track actions. Unfortunately, IEO work plans are now being affected by the current crisis, as the Fund’s work is necessarily dominated by the challenge of meeting members’ urgent needs. Planned IEO engagement with the Board has been delayed and the schedule for ongoing and new evaluations has to be extended. Nevertheless, the IEO will continue to advance its work program as best it can within the new constraints.
