Available in PDF, EPUB and Kindle. Book excerpt: Among the many challenges facing higher education today, affordability, access, and accountability are increasingly commanding the attention of the public and policymakers alike. As students and their families struggle to meet rising tuition prices, and state resources for the funding of higher education are constrained, policymakers confront issues of affordability within state and institutional budgets. Changing demographics and challenges to affirmative action complicate the admissions process even as colleges and universities seek to diversify enrollments. And issues of institutional accountability have given rise to the restructuring of higher education governing boards and systems and to a reexamination of the role of public trustees in governance. In The States and Public Higher Education Policy, Donald E. Heller and other higher education scholars and practitioners explore the debates surrounding issues of affordability, access, and accountability. In a concluding chapter, Heller considers the impact of technology on public colleges and universities, a subject that dominates many discussions of higher education. Offering a broad perspective that will appeal to policymakers and educators, The States and Public Higher Education Policy provides an unobstructed view of key issues that will shape the future of higher education.

Book excerpt: Originally published in 1995, Reform and Change in Higher Education is composed of 9 essays originally presented at a symposium, "International Perspectives on the Relationship Between Governments and Universities," and a UNESCO Forum of Experts on Strengthening Capacities for Research in Higher Education. Papers explore how government policy affects universities and how universities influence government. This collection presents case studies of educational reform and change in 10 nations, focusing on the changing role of government involvement in higher education. The book deals comparatively with planned change in systems of higher education initiated by central governments and with the character and dynamics of state-university relationships, both collectively and individually.

Available in PDF, EPUB and Kindle. Book excerpt: "The economics of American higher education are driven by one key factor--the availability of students willing to pay tuition--and many related factors that determine what schools they attend. By digging into the data, economist Nathan Grawe has created probability models for predicting college attendance. What he sees are alarming events on the horizon that every college and university needs to understand. Overall, he spots demographic patterns that are tilting the US population toward the Hispanic southwest. Moreover, since 2007, fertility rates have fallen by 12 percent. Higher education analysts recognize the destabilizing potential of these trends. However, existing work fails to adjust headcounts for college attendance probabilities and makes no systematic attempt to distinguish demand by institution type. This book analyzes demand forecasts by institution type and rank, disaggregating by demographic groups. Its findings often contradict the dominant narrative: while many schools face painful contractions, demand for elite schools is expected to grow by 15+ percent. Geographic and racial profiles will shift only slightly--and attendance by Asians, not Hispanics, will grow most. Grawe also use the model to consider possible changes in institutional recruitment strategies and government policies. These "what if" analyses show that even aggressive innovation is unlikely to overcome trends toward larger gaps across racial, family income, and parent education groups. Aimed at administrators and trustees with responsibility for decisions ranging from admissions to student support to tenure practices to facilities construction, this book offers data to inform decision-making--decisions that will determine institutional success in meeting demographic challenges"--

Available in PDF, EPUB and Kindle. Book excerpt: The public good is not merely an economic idea of goods and services, but a place where thoughtful debate and examination of the polis can occur. In differentiating the university from corporations and other private sector businesses, Governance and the Public Good provides a framework for discussing the trend toward politicized and privatized postsecondary institutions while acknowledging the parallel demands of accountability and autonomy placed on sites of higher learning. If one accepts the notion of higher education as a public good, does this affect how one thinks about the governance of America's colleges and universities? Contributors to this book explore the role of the contemporary university, its relationship to the public good beyond a simple obligation to educate for jobs, and the subsequent impact on how institutions of higher education are and should be governed.

Available in PDF, EPUB and Kindle. Book excerpt: This is an opportune time for researchers in higher education to examine policy via cross-state comparative analyses. Momentous court, legislative and policy developments that impact state-level higher education policy are emerging at a rapid rate. The states have emerged as postsecondary policy innovators in the areas of student financing, institutional accountability, and student access.Following political scientists’ "rediscovery" of states as units of analysis--because they constitute unique "natural laboratories" for testing theory and hypotheses about political behavior and policy adoption dynamics--this book introduces this perspective as an increasingly important tool for researchers in higher education.State Postsecondary Education Research provides an in-depth examination of the challenges and opportunities inherent in conducting cross-state higher education policy research. The authors of each chapter use their individual research projects to demonstrate the array of methodological, theoretical, analytical, and political challenges inherent in conducting comparative state-level policy research. Among the innovative methods described is the use of pooled cross-sectional time-series analytic techniques and event history analysis--now widespread within the disciplines of economics and political science--to shift the unit of analysis from the state to the state-year, thus expanding greatly both the statistical power of the models being tested and the data-demands of those models. The goal is to introduce comparative state-level postsecondary policy research to a broader audience, and to contribute to discussions of both the challenges and the importance of this approach to higher education policy research. The book is intended as a resource for researchers in higher education policy and as a text for higher education policy courses. It may also appeal to scholars of educational policy as well as higher education policymakers.

Available in PDF, EPUB and Kindle. Book excerpt: With public colleges and universities facing substantial budget cuts and increased calls for accountability, more institutions now rely on private revenue streams for support. As market-driven policies and behaviors become more commonplace, some cautious critics sound the alarm, while others watching the bottom line cheer. But which perspective gets it right? Does the privatization of public higher education threaten its very mission or support it? In this collection of essays, economists, policy makers, political scientists, sociologists, and organizational researchers discuss the impact of privatization from their respective disciplinary perspectives and assess its implications for the future of higher education. Privatization may bring additional funds and services that are free from government regulations and oversight, but does it also allow private interests to have undue influence over public higher education? Should public universities have to compete in the economic marketplace as vigorously as they do in the marketplace of ideas? What are the implications when institutions of higher learning function like businesses? With privatization now a reality for most public colleges and universities, an objective examination of the issue from these diverse academic perspectives will be welcomed by those struggling with its challenges.
