Although the federal government invests substantial resources into student financial aid, states have the primary responsibility for policies that raise overall higher educational attainment and improve equity across groups. The importance of understanding how states may accomplish these goals has never been greater, as educational attainment is increasingly required for economic and social well-being of individuals and society. Drawing on data collected from case studies of the relationship between public policy and higher education performance in five states—Georgia, Illinois, Maryland, Texas, and Washington—The Attainment Agenda offers a framework for understanding how state public policy can effectively promote educational attainment. Laura W. Perna and Joni E. Finney argue that there is no silver bullet to improve higher education attainment. Instead, achieving the required levels of attainment demands a comprehensive approach. State leaders must consider how performance in one area (such as degree completion) is connected to performance in other areas (such as preparation or affordability), how particular policies interact to produce expected and unexpected outcomes, and how policy approaches must be adapted to reflect their particular context. The authors call for greater attention to the state role in providing policy leadership to advance a cohesive public agenda for higher education and adopting public policies that not only increase the demand for and supply of higher education but also level the playing field for higher educational opportunity. The insights offered in The Attainment Agenda have important implications for public policymakers, college and university leaders, and educational researchers interested in ensuring sustained higher education attainment.

This document, written to commemorate the 60th Anniversary, and presented at the 61st Annual meeting of SHEEO provides an abbreviated history of the organization. It begins with a discussion of the influence of John Dale Russell who convened the first meeting of the association in 1954 in Santa Fe, New Mexico, and provides details of his career. The history continues from the first years of the association, 1954-1958, to the expansion of the profession in 1959-1968. The years between 1969-1984 are described as the maturing of the association. 1984-2000 were the years in which the scope and capabilities of the association expanded. In the more recent past, the years between 2000-2014 brought with them dramatic changes in the economic and political environment that played an important role in shaping the association's development and services. State higher education leaders face the next 20 years with a goal, but no road map, and there is an "argument in the car about which direction to take." Book excerpt: A decade ago, the National Center for Public Policy and Higher Education (the National Center) issued a policy brief, "State Capacity for Higher Education Policy." The National Center's core recommendation: States must have a broad-based, independent, credible public entity with a clear charge to increase the state's educational attainment and prepare citizens for the workforce. This paper reviews the historical development of the state role in higher education as a foundation for discussion of these questions: (1) Was the recommendation of the National Center realistic? What barriers continue to exist to the establishment of a state policy leadership entity?; and (2) What alternatives are available to provide the needed state policy leadership, especially in cases where existing structures are unable to play this role? There are essentially six functions that fall within the purview of entities labeled "state higher education agency:" (1) State-level planning; (2) State finance policy: budgeting, appropriations and resource allocation; (3) Maintenance of databases and conversion of data into information that guides policy making; (4) Regulation of higher education institutions or academic programs; (5) Administration of state-level services (for example, administration of student financial aid programs); and (6) Governance of higher education systems and institutions. In some states, a single entity is responsible for most or all of these functions. However, in most states, the responsibility for these functions is dispersed among multiple entities. How states carry out these six functions has evolved over time. The origins of current structures are rooted in each state's history and culture. This paper reviews the development of the state role in higher education using these six functions as an organizing framework. The framework provides a template that states can use to diagnose how they carry out these functions. Appended are: (1) Six State-Level Functions: Summary of Change Over Phases; (2) Change in Complexity of Major Decision-Points That Affect State Higher Education Policy, Early 20th Century to Present; and (3) Authority of State Boards and Agencies of Higher Education, 2015.
