Book excerpt: Over the past decade a reliable, but possibly conservative, practice has evolved for the design of blast resistant window systems. Herein, the procedure for glazing design is first summarized. This is then comprehensively compared to the results of various prototype tests. Next, the failure criteria for the glass component of the system is critically considered. Finally, the practice for window frame design is examined with a view toward reliable economies. Over the last 10 years, a design methodology has been formulated, developed and tested for the design of blast resistant glazing. Design procedures have been specifically developed for thermally tempered glass, semi-tempered glass, polycarbonate, laminated tempered, laminated semi-tempered, and annealed laminated glass. A procedure for analyzing monolithic annealed (regular plate or float glass) has also been established (none of the authors recommend annealed or wire glass for blast resistant design). This approach has been subjected to peer review and published in the Department of Defense Structures to Resist the Effects of Accidental Explosions, Army TM5-1300, Navy NAVFAC P-397, and Air Force AFR 88- 22, the Naval Physical Security Equipment Manual and the Corps of Engineers Security Engineering Manual Handbook. The approach has also been adopted for design by the United States Department of State and other governmental agencies. The theoretical approach used to develop the design curves, tables, and formulas has also been incorporated into many computer programs. Gerald Meyers developed and wrote TM, PE, PR, EMB, WINDOW, BWORK, BLASTOP, and GLASSTOP. Donald Baldwin has incorporated much of the theory into WINDX, GPLAC, WINLAC, SAFEVUE, MAXLITE, VUELITE and MAXVUE.

A straightforward graphical solution for monolithic glass is presented to identify maximum deformation and maximum principal stress for small and large deformations for static and idealized blast load without software. On the basis of experimental tests, load duration factors kmod for impact and blast load design for annealed glass, heat strengthened glass and fully tempered glass are proposed. In addition, design strength values for impact and blast design based on the European and German standards are suggested. As a result, blast pressure capacity charts for monolithic fully tempered glass plates subjected to idealized blast load are presented. Moreover, design temperatures of interlayer in blast design situation based on empirical data in accordance with Eurocode are determined for vertical double glazed and triple glazed units for Germany, showing that laminated glass should not be regarded with monolithic glass approach in general.

Book excerpt: It is important to protect critical buildings (shopping centres, government buildings and embassies), infrastructure and utilities, train and underground stations from being damaged, destroyed or disrupted by deliberate acts of terrorism, criminal activity and malicious behaviour. Normal regulations and building guidelines do not generally take into account these threats. The introduction of appropriate regulations or guidelines, where deemed necessary, should enhance the resilience of buildings and infrastructures against explosion incidents. In order to protect the built infrastructure, testing methods are required which can answer the question whether certain building elements can withstand certain loading conditions created by an explosive event. The applicable state-of-the-art techniques may include either experimental or numerical methods, or a combination of both. Therefore, the thematic group (TG) on the resistance of structures to explosion effects was formed in order to bring the required expertise together, to make it commonly available and to find and define harmonised methods and solutions which can be provided to the decision-makers responsible for critical infrastructure protection. The TG described in a fist report [JPC87202] the physical phenomena which have to be understood in order to ensure a proper testing of the elements and a correct interpretation of the results. In a second step, the differences between the existing standards for testing blast-resistant glazing and windows have been derived, and a basis for fundamental recommendations for the future development of the suite of European standards has been addressed [JRC94930]. Based on the prior findings, this report now formulates the proper enhancements of the existing standards in terms of actual recommendations for the improvement of the test standards.

FEMA's Risk Management Series publications addressing security risks are based on two core documents: FEMA 426, Reference Manual to Mitigate Potential Terrorist Attacks Against buildings, and FEMA 452, Risk Assessment: A How-To Guide to Mitigate Potential Terrorist Attacks Against Buildings. FEMA 426 provides guidance to the building science community of architects and engineers on reducing physical damage caused by terrorist assaults to buildings, related infrastructure, and people. FEMA 452 outlines methods for identifying the critical assets and functions within buildings, determining the potential threats to those assets, and assessing the building's vulnerabilities to those threats. This assessment of risks facilitates hazard mitigation decision-making. Specifically, the document addresses methods for reducing physical damage to structural and nonstructural components of buildings and related infrastructure and reducing resultant casualties during conventional bomb attacks, as well as attacks involving chemical, biological, and radiological agents. FEMA 459 can be used in conjunction with FEMA 452. This manual presents an integrated, incremental rehabilitation approach to implementing the outcomes of a risk assessment completed in accordance with FEMA 452, Risk Assessment: A How-To Guide to Mitigate Potential Terrorist Attacks Against Building. This approach is intended to minimize disruption to building operations and control costs for existing commercial buildings. The integrated incremental approach to risk reduction in buildings was initially developed in relation to seismic risk and was first articulated in FEMA's Risk Management Series in the widely disseminated FEMA 395, Incremental Seismic Rehabilitation of School Buildings (K-12), published in June 2003. In 2004 and 2005, FEMA also published Incremental Seismic Rehabilitation manuals (FEMA 396-400) for hospitals, office buildings, multifamily apartments, retail buildings, and hotels and motels. This manual outlines an approach to incremental security enhancement in four types of existing commercial buildings: office buildings, retail buildings, multifamily apartment buildings, and hotel and motel buildings.
