Samuel R. Hall belongs the credit of being the father of normal schools in America, the first to establish on this continent a school for the Special training and prepara tion oi teachers. Schools oi this kind were ad vocated as early as 1816 by Professor Denison Olmstead while a tutor in Yale College, in an address delivered on the state of education in Connecticut, in which he endeavored to show that the great defect in our school education was the ighorance and incompetency of the teachers, and the only remedy was a seminary for their special instruction and training for the work of their profession. Other gentlemen deeply interested in the cause 01 popular educa tion, had from time to time before the establish ment of our state normal schools in 1838 made similar suggestions, and Professor Ticknor in the North American Review [or 1827 advocated the same. For more than a quarter of a century, I have kept profound silence concerning my connection with the introduction of the present system of State Normal Schools in New England, and should have kept silence to the end, had not this noble, patriotic, and Christian celebration induced some friends to tempt me to break that silence; averring it injustice to withhold the facts. It happens that I alone possess all the historical documents; and I have used them in writing a history of 168 pages concerning the public movements in 1835-8, not for publication, but as a legacy to my children. I have carefully preserved in one large quarto volume all the manuscript documentary evidence, and in a folio all the printed evidence, of the facts I have stated; carefully noting dates and places. Now, can you imagine any thing more ridiculous and contradictory than for a living man to stand up here, and read his posthumous histories? Has God opened a seam in the dark cloud of the grave, that he may send one ray of light to increase the full-orbed joy of this sacred occasion? I proposed to your committee of arrangements to have my excellent friend, the Hon. Henry Barnard of Hartford, who has done more for general education than any man on this continent, or your accomplished "historian," the Rev. Mr. Stearns, state the facts I should furnish; but the answer was in these words: "It would seem better that we should have the statements directly from yourself, and not through another as the medium of communication." So I submitted; and, without angling any longer for sympathy, I must say, that to the Prussian system of State Normal Schools belongs the distinctive glory of this day. To prove this, I must trace its history in New England. The Prussian system is my client; and I shall submit my case, too briefly, to this intelligent and impartial jury. Book excerpt: Excerpt from The Normal School Crisis Four years ago I tried to show this Council that the humiliation of the Illinois Normal School had begun twenty years before. It was no accident that in the eighties and in the nineties the professors in our normal schools were the educational leaders of Illinois. Two thousand dollars was not a high salary but it was more than was paid on the average to superintendents of our 42 largest cities, excepting Chicago, and as much as was paid to heads of departments at the University of Illinois. As one looks back today he wonders whether upon this salary question we normal school people were asleep during the twenty years preceding the outbreak of the European War. Slowly prices rose, until by 1913 they were 60 per cent higher than. In 1896 and 40 per cent higher than the average level of the nineties. With the prices of commodities rose the salaries of public school teachers and of pro fessors at the State University. Between 1897 and 1916 in three classes of our largest cities - excepting Chicago - salary increases averaged, for superintendents 85, 45, and 74 per cent respectively, and for high school principals, 82, 66, and 136 per cent, while at the Uni versity of Illinois for heads of departments they more than doubled. During the-same period for a week of service the money wage of the normal school professor increased 16 per cent. Perhaps nobody in tended this humiliation of the normal teacher. A rise of three per cent a year in prices and in superintendents' salaries may have escaped notice. But while the normal school professor's salary in 1897 had exceeded the high school teacher's salary by 31 per cent and the superintendent's salary by 8 per cent, by 1916 the superintendent's pay was 30 per cent and the high school principal's pay 14 per cent above that of the professor. If the twenty years preceding the outbreak of the War form the first period of normal school degradation in Illinois, the briefer time since the outbreak completes a second period.
