The first section of the volume focuses on seventeen state legislative audit-evaluation agencies and their work. Included is a review of 288 reports published by the agencies that focuses on the topics covered, report formats, amount of staff effort, data gathering techniques, recommendations made, and written responses from executive branch officials. The second part of the book addresses the issue of impact and implementation -- the "so what?" question. Staff members from audit-evaluation agencies in Hawaii, Kansas, Mississippi, Montana, New York, South Carolina, and Tennessee each describe the conduct and impact of their "most implemented" and "least implemented" reports. The editor then reviews and summarizes the factors which promote or impede the utilization of report findings and recommendations. The attitude of executive branch officials, press coverage, nature of findings and recommendations, report timing, interest of the legislature, choice of the subjects reviewed, and legislator approval of the topics are judged to be the most important factors.

Why does this happen? Breaking new ground in the study of representation, The Impression of Influence demonstrates how legislators skillfully inform constituents with strategic communication and how this facilitates or undermines accountability. Using a massive collection of Congressional texts and innovative experiments and methods, the book shows how legislators create an impression of influence through credit claiming messages. Anticipating constituents' reactions, legislators claim credit for programs that elicit a positive response, making constituents believe their legislator is effectively representing their district. This spurs legislators to create and defend projects popular with their constituents. Yet legislators claim credit for much more—they announce projects long before they begin, deceptively imply they deserve credit for expenditures they had little role in securing, and boast about minuscule projects. Unfortunately, legislators get away with seeking credit broadly because constituents evaluate the actions that are reported, rather than the size of the expenditures. The Impression of Influence raises critical questions about how citizens hold their political representatives accountable and when deception is allowable in a democracy.

Only now in Representation in State Legislatures do we have a detailed examination of how these officials perceive their jobs and how they attempt to do them. To provide answers to these questions, Malcolm E. Jewell conducted intensive interviews with 220 members of houses of representatives in nine selected states. He asked each legislator how he kept in touch with his constituents, how he resolved matters of policy, how he sought government resources for his district, and what services he provided for individual constituents. State legislatures differ greatly, and they are not institutionalized to the same degree as the national congress. It is difficult, therefore, to generalize on such effects as partisanship. Likewise it appears that past explanatory models do not adequately describe the complex relationships seen by most legislators in their work. The state legislature is changing. It is becoming more institutionalized. It is becoming more stable as fewer members retire and more are reelected. The trend is toward longer sessions, increased staff, and more activity. With this trend the legislator is becoming more visible; he can deal with lawmaking while having greater opportunities to provide services and to gain publicity for them. As the move, begun by the Reagan administration, to put more responsibility for programs on the states continues, the state legislatures will assume a place of greater importance in the governing of the United States. This pioneering study of representation will thereby gain significance both for the understanding it imparts and for the new questions it raises.

Beginning with the ways in which colonial assemblies followed the precedents of British institutions, Squire traces the fundamental ways they evolved to become distinct. He next charts the formation of the first state legislatures and the Constitutional Congress, describes the creation of territorial and new state legislatures, and examines the institutionalization of state legislatures in the nineteenth century and their professionalization since 1900. With his conclusion, Squire discusses the historical trajectory of American legislatures and suggests how they might further develop over the coming decades. While Squire's approach will appeal to historians, his focus on the evolution of rules, procedures, and standing committee systems, as well as member salaries, legislative sessions, staff, and facilities, will be valuable to political scientists and legislative scholars.
