Book excerpt: The material presented in this compilation constitutes a second supplement to Bulletin, 1915, No. 47, "Digest of Stage Laws Relating to Public Education," the first such supplement having been embodied in Bulletin, 1918, No. 23, "State Laws Relating to Education, Enacted in 1915, 1916, and 1917." The period covered extends from January 1, 1918 to December 31, 1919, and the school legislation of all the States and the Territories and insular possessions is included. The purpose of these "digests" of school laws is twofold: First, to present for the use of persons wishing it an index of all general State educational legislation; and, second, to summarize the enactments of the period covered in such manner as to show their main provisions and purposes. A third possible value of the work is the "trend" of school legislation which may be seen in it. The style of this bulletin follows that of the digest of 1915 and the supplement of 1918. A plan of classification embracing about 110 items is arranged, and kindred enactments are grouped under the appropriate heading. It will be observed that the plan begins with general State administrative provisions and proceeds through the entire public-school system. Book excerpt: Within the two years comprehended in this review, the Congress of the United States has been in almost continuous session and all the states, except Alabama have held meetings of their legislative bodies. Six states, Georgia, Massachusetts, New Jersey, New York, Rhode Island, and South Carolina hold annual meetings of their legislatures, and these, of course had legislative sessions both in 1917 and in 1918. Within this period, special sessions were held in some states. Alabama is not included in this review for the reason that its legislature meets quadrennially and will not meet again until early in 1919. The legislation of any year, particularly an odd-numbered year when 42 or 43 legislatures are in session, is invariably made up in large measure with enactments relating to education and this is none the less true of the two years here considered. Distinctly, new educational movements, however have not been especially conspicuous in laws enacted. Progress in school legislation has partaken rather of the nature of improving older laws and moving along lines already well defined. A few elements have operated in legislatures with the probable effect of distracting attention from educational matters. The European war has been among these elements, the war and its concomitants have been uppermost in the minds of the people and in consequence have not gone without effect on state legislation. It can hardly be said that this effect has been essentially hurtful as some very wholesome educational measures have received impetus from the war spirit. The government is more concerned with education than most people suppose. Of the 10 executive departments in Washington, at least 8 include bureaus or other agencies which touch education vitally of some point. Among the more noteworthy of these are the Bureau of Education and the Office of Indian Affairs of the Department of the Interior, the Public Health Service of the Department of the Treasury, the States Relations Service of the Department of Agriculture, the Children's Bureau, and the Bureau of Naturalization of the Department of Labor, and the great training branches of the War and Navy Departments. In addition to these, the Library of Congress, the Smithsonian Institution, the Council of National Defense, the Committee on Public Information, and some other agencies serve an educational purpose not only through their broader information-giving activities, but through school channels as well. The work of all these agencies, renews our attention, now that the government is extending its educational activities along other lines. [Best copy available has been provided.].

Book excerpt: In an earlier publication of the Bureau of Education Bulletin, 1915, No. 47, "Digest of State Laws Relating to Public Education" an effort was made to summarize all State school laws of a general nature which were in force on January 1,1915. The purpose of the bulletin presented here is to supplement the bulletin of 1915 with a compilation of the enactments of 1915, 1916, and 1917 which relate to education The legislatures of 43 states were in session in 1915--all in fact except those of Kentucky, Louisiana, Maryland, Mississippi, and Virginia which meet in even numbered years. In 1916, Georgia, Kentucky, Louisiana, Maryland, Massachusetts, Mississippi, New Jersey, New York, Rhode Island, South Carolina, and Virginia held sessions of their legislative bodies and a special session was held in California. All state legislatures which met in 1945 were again in session in 1917, except that of Alabama, whose lawmakers meet once in four years. The legislation of the years included in this compilation is presented in digest, following the style of the bulletin which it is designed to supplement. Is is intended to include all enactments excepting those of distinctly local character and excepting ordinary appropriations. The same method of presentation is used as in former publications of this character. The various items are classified under an outline which begins with general state administrative provisions and proceeds through the entire public school system. The enactments of the Legislatures of Alaska, Hawaii, the Philippines, and Puerto Rico are included. Also includes an index. [Best copy available has been provided.].
