Available in PDF, EPUB and Kindle. Book excerpt: The report presents a review of the literature, a survey of current practices regarding policies used to foster economic development through intercity highway improvements and the identification of current analytical techniques for assessing the economic development impacts of highways. The review contains extensive documentation of economic development programs in other states which should be useful to the State Department of Highways and Public Transportation (SDHPT) in developing guidelines for evaluating the economic development potentials of highway expenditures in Texas. However, the precise impact of a particular transportation improvement, often times is difficult to assess. The results of a preliminary survey indicate that 9 state Department of Transportation's (DOTs) give some consideration to, or use the promotion of economic development as part of their long range statewide highway planning criteria. The objectives of these efforts range from the mere completion of a statewide four lane network to the development of a process specifically intended to increase the competitive advantage of the states' communities by funding certain types of highway improvement.

They highlight the connections between highway spending and the economy and then analyze the literature to trace the effects of highway infrastructure on productivity, output, and employment.

Book excerpt: The papers in this special issue of the Annals were first presented at the Transportation and Economic Development Conference held in Little Rock, Arkansas in March of 2006. The conference was attended by officials from U.S. Department of Transportation agencies, academic scholars and industry practitioners. This is the second of two conferences organized by the Transportation Research Board (TRB) Committee on Transportation and Economic Development that focused on the interface between these two important issues. The first conference, held in Portland in 1998, focused on estimating and explaining the effect of transportation investment on economic development. This responded to a burgeoning literature on the linkage between the two and the papers presented helped to sort out the complex interactions between transportation investment and economic development. The second conference, which is the topic of this volume, revisited this interaction, but also responded to the more demanding task of using these estimates to help make better policy and allocation decisions with respect to transportation investment. As the nation's transportation system has matured and competition for government funds has intensified, the issue is not simply whether transportation affects economic development. The questions are more complex. What mode of transportation is most cost-effective in meeting a region's transportation needs? How should a state department of transportation prioritize its transportation dollars to maximize economic growth? What are the spillover effects of building highways in one state on the economic development activities in another? What are the relative benefits of specific highway investment, such as adding lanes, building additional highway interchanges, or improving median strips in divided highways? Have tollways improved the efficiency of highways by reducing congestion? Policy makers are demanding answers to these questions, and the papers in this volume are an attempt to provide the framework if not the answer to these and other questions facing policy makers and practitioners.

This book was released on 2021-11-11 with total page 479 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Policy-makers often call for expanding public spending on infrastructure, which includes a broad range of investments from roads and bridges to digital networks that will expand access to high-speed broadband. Some point to near-term macro-economic benefits and job creation, others focus on long-term effects on productivity and economic growth. This volume explores the links between infrastructure spending and economic outcomes, as well as key economic issues in the funding and management of infrastructure projects. It draws together research studies that describe the short-run stimulus effects of infrastructure spending, develop new estimates of the stock of U.S. infrastructure capital, and explore the incentive aspects of public-private partnerships (PPPs). A salient issue is the treatment of risk in evaluating publicly-funded infrastructure projects and in connection with PPPs. The goal of the volume is to provide a reference for researchers seeking to expand research on infrastructure issues, and for policy-makers tasked with determining the appropriate level of infrastructure spending"--

Book Synopsis The Economic Impact of Maryland Highway Investment by :
Download or read book The Economic Impact of Maryland Highway Investment written by and published by . This book was released on 1998 with total page 60 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report summarizes the methods and findings of a new study of the economic effects of investing in Maryland's highway system, prepared for the Maryland State Highway Administration (SHA) by RESI of Towson University. This report also measures some benefits to Virginia, West Virginia, Washington, D.C., Pennsylvania, Delaware, and New Jersey; while earlier years enter into the analysis, the period 1991 to 1996 encompasses the study's central data. This study considers two roles of highway spending in the state's economic life. First, it measures the extent of that spending's influence on concurrent economic activity -- the output and employment supported by the highway system via its demand for the labor, goods, and services of Maryland workers and firms. Second, it identifies long-run productivity effect and its role in economic growth. Cost functions estimated for nine major industries give the cost savings associated with highway investments.
Book Synopsis Supporting Economic Development with Highway Investment by : Eran Segev
Download or read book Supporting Economic Development with Highway Investment written by Eran Segev and published by . This book was released on 2016 with total page 57 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Abstract: Federal transportation regulations and law direct State and local transportation agencies to account for economic development plans in transportation planning processes. While Federal law is not prescriptive about how State and local agencies account for economic development, there exists a need for better understanding of how highway projects can support economic development and the economic competitiveness of local and regional economies. This document is a primer on economic development, and includes a glossary of relevant terms, discussion of available economic analysis methods and tools, and descriptions of current practice in estimating economic development impacts by agencies of different sizes. The primer focuses on economic development concepts and economic development impacts generally, in the context of discussing the role of highway investment within a package of economic development actions and policies."--Technical report documentation page.

Book Synopsis Interactions Between Transportation Capacity, Economic Systems, and Land Use by :
Download or read book Interactions Between Transportation Capacity, Economic Systems, and Land Use written by and published by Transportation Research Board. This book was released on 2012 with total page 62 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Strengthening the economic vitality of a region (jobs and income) is one of the primary reasons for investing in highway capacity. Elements of improving economic vitality include better access to markets and labor force, reduced cost of delay, reduced congestion, improved safety, reduced pollution, and a better quality of life. However, the ways in which new and improved highway capacity influences economic vitality are complex and often indirect. This project had three objectives: (1) to provide a resource to help determine the net changes in the economic systems of an area impacted by a transportation capacity investment; (2) to provide data and results from enough structured cases that project planners in the future can use the cases to demonstrate by analogy the likely impacts of a proposed project or group of projects (plan); and (3) to demonstrate how this fits into collaborative decision making for capacity expansion."--proj. desc. This project produced 100 case studies of already-built highway capacity projects and their economic development impacts. To accomplish this, the study team compiled pre/post economic and land development data and conducted local interviews, in order to portray the actual, observed economic development impacts of those projects. The results were put into a database and classified by type of project and local setting. An accompanying web tool, called T-PICS (Transportation Project Impact Case Studies), was developed to provide access to the case study information so it can be used to portray the range of economic development impacts occurring as a result of different types of projects in different settings.
