State Authority and Local Campus Governance: Accountability Measures and Performance Standards for North Carolina Community Colleges. (Under the direction of Carol E. Kasworm.) The relationship between legislative policy makers and educational leaders is complex and multifaceted. Using a series of legislative acts that established twelve accountability measures and performance standards for North Carolina community colleges, this qualitative case study examined the relationship between state authority and local governance in the context of a policy making environment. This study was a historical examination of five legislative acts that were enacted in North Carolina from 1989 through 2000. Document analysis was conducted for the legislative acts and related documents and the minutes of various committees and task forces. In addition, semi-structured interviews were conducted with key administrators of the North Carolina Community College System Office, community college presidents and administrators, and the Community College Fiscal Research Analyst who served as staff to the North Carolina General Assembly; each of these individuals provided particular insight into the relationship and interactions between legislative policy makers and community college leaders. At the core of the college-state relationship is a long-standing debate regarding the level of authority and responsibility which should be assigned to the state versus that which should be assigned to individual institutions. However, an analysis of the policy development examined in this study suggests that the relationship between state authority and local campus governance is much more complex than a mere matter of more state authority and less local autonomy or vice versa; it is not one or the other. Book excerpt: The purpose of this study was two-fold: first, to review and determine the rate of progress, if any, among North Carolina community colleges in meeting the five core performance measures; and, second, to determine if a variety of independent variables have the potential to impact a community college's performance with respect to these mandated standards. Descriptive statistics were used first to analyze the rate of progress among North Carolina community colleges on each of the five core performance measures. A review of the results from 1998-2001 demonstrated little variance in performance. Additional analysis was conducted using both bivariate and multivariate regression. Pearson Correlation Coefficient was used to determine if a relationship exists between each of the core performance measures and a variety of independent variables identified as student and institutional characteristics. At an alpha level of .05 significance, several independent measures demonstrated notable significant relationship with two of the performance measures: " Performance measure 2: Ten of the 14 independent variables demonstrated primarily moderate, but significant correlations with the dependent variable or the passing rate for first-time test-takers on licensure and certification examinations; and " Performance measure 5: Two of the 14 independent values demonstrated moderate, but significant correlations. The last test administered was a multiple regression analysis, which examined the interaction between each performance measure and the independent variables for indications of sample variance. The model was able to explain sample variance for two of the five core performance measures. For the second performance measure, the stepwise regression model suggests that almost half of the sample variation (49%) can be explained by four of the independent variables. Later in 2007, the General Assembly approved the reduction of performance measures to the current eight: (1) Progress of Basic Skills Students; (2) Passing Rates on Licensure and Certification Examinations; (3) Performance of College Transfer Students; (4) Passing Rates of Students in Developmental Courses; (5) Success Rates of Developmental Students in Subsequent College-Level Courses; (6) Satisfaction of Program Completers and Non-Completers; (7) Curriculum Student Retention, Graduation, and Transfer; and (8) Client Satisfaction with Customized Training. Colleges receive Recognition of Exceptional Institutional Performance if they meet or exceed all eight performance measures, have no licensure exams with a passing rate of less than 70%, and college transfer students perform at a level equal to or above native UNC system students. The report makes recommendations regarding which performance indicators to consider, how to better measure indicators, ways to make the collection of performance data easier for community colleges, and ways to encourage better use of performance data. Book excerpt: This qualitative study examines the collective intentions and decisions of North Carolina community college presidents relative to state-wide governance. Collected data include documents, observation, and interviews pertaining to the North Carolina Association of Community College Presidents [NCACCP]. In the analysis of collected data thematic category labels and descriptions were elicited from both network theories and Mintzberg's (1983) description of power. Additional themes were developed through content analysis. The findings indicate that, as a network, the NCACCP has a formal statement identifying collective presidential intentions. As well, there are informal intentions expressed by the individual presidents. Informal individual intentions and actions may circumvent the formal intentions expressed by the NCACCP, thereby revealing potential for inconsistency between NCACCP intentions and individual presidential decisions. Presidential intentions are brought forth for collective discussion and possible decision by presidents representing the standing committees of the NCACCP or by System Office personnel via contact with the State Board of Community Colleges or legislators in the General Assembly of North Carolina. The NCACCP decision-making process involves building consensus amongst the presidents, but presidential consensus in the decision-making process does not equate to commitment by the members. The rationale for particular NCACCP decisions can be traced to the needs as expressed collectively by the NCACCP and to the demands placed upon the NCACCP by external community college networks. The data do not indicate that the collective intentions of the NCACCP or the external networks regarding state-wide governance are incongruent or inconsistent with the democratic mission of the community college system.
