Five states (Arkansas, Indiana, Minnesota, Iowa, and South Dakota), have established incentives or requirements for post-secondary concurrent enrollment providers to pursue the National Alliance of Concurrent Enrollment Partnerships (NACEP) accreditation as one quality assurance mechanism. NACEP's peer-review accreditation process promotes the implementation of policies and practices to ensure that concurrent enrollment courses offered in the high school are the same as the courses offered on the sponsoring college campus. A number of states are currently designing or redesigning dual enrollment oversight systems, including Indiana, Colorado, Kentucky, Ohio, Oregon, Montana, and Wyoming. While prior studies by the Education Commission of the States, the Community College Research Center, and the Western Interstate Compact for Higher Education have examined dual enrollment policies across the 50 states, none have looked in depth at the processes by which states conduct program oversight. This report is designed to fill that void, by illuminating dual enrollment oversight and review strategies among the following state-level entities: (1) Florida Department of Education; (2) Illinois Community College Board; (3) Oregon Dual Credit Oversight Committee; (4) South Dakota Board of Regents; (5) Utah System of Higher Education and Utah Office of Education; and (6) Virginia Community College System. The report presents these six as in-depth case studies, and does not evaluate or judge the practices. NACEP does not take a position favoring a particular form of dual enrollment program oversight, and instead offers this report to help further knowledge and understanding of state-level policies and practices that advance the goal of seamless education through secondary and post-secondary collaborations. This means dual enrollment can greatly benefit students in rural areas, which report lower college-going and postsecondary attainment rates than other locales. However, rural areas face unique challenges in providing high-quality dual enrollment programs: (1) Securing qualified instructors, either high school teachers who have the qualifications to lead college-level courses or postsecondary instructors; (2) Covering program costs, as many rural districts face declines in enrollment and the funding that follows students in many states; and (3) Addressing program logistics, including the challenges of offering a course to a small number of students and offering career/technical education coursework when high schools may not have the latest technical equipment but the nearest community college is a long drive away. This report will discuss how states are rising to these challenges, including these examples: (1) A public-private partnership in Ohio includes funding to help eight colleges and universities create and administer an 18-month master's degree with a teacher-friendly schedule; (2) Texas authorizes workforce investment funds to support dual enrollment programs targeted to address the needs of high-demand fields; and (3) Ten states authorize a course to be offered at a location other than a high school or college, easing travel burdens. This includes Illinois and Wyoming. A final section will address the opportunities posed by delivering dual enrollment through tribal colleges. State policies are often silent on the inclusion of tribal colleges in dual enrollment programs. However, one state, New Mexico, created a tribal college dual credit program fund to address this issue.

Book excerpt: The purpose of the study was to assess the sustainability of dual credit programs from 2013-2016 across U.S. public community and junior colleges and the effect of 2 funding variables associated with these course offerings. The literature postulated that dual credit programs have continued to grow in demand since their origin with no indication of decreasing in the near future. The researcher chose 2 funding mechanisms to associate with dual credit enrollment: governance structure of the state and the state funding model as it pertains to dual credit enrollment. Tuition revenue totals were extracted from the Integrated Postsecondary Education Data System for each fall semester from 2013-2016. This data set included 48 states in the U.S. The only non-reporting states were Alaska, Delaware, and The District of Columbia. This study uses a quantitative approach to determine if state governance structure and state funding model had an impact on tuition revenue. The statistics computed included an Independent Samples T-test. In summary, the analysis did support the research hypothesis in that there was statistically significant differences based on the governance structure of the state for the years of 2013 and 2014, but not years 2015 and 2016. The analysis did not support the research hypothesis in that there were no statistically significant differences based on the state funding model in tuition revenue derived from enrollment. Limitations in the current study that may have influenced the outcome of the analysis and recommendations for further studies are discussed.
