It challenges the widespread belief in political science and development studies literature that civil society in developing countries is an institutional arena in which the poor can challenge and reverse their social, economic and political marginalization. The book goes on to argue that Philippine civil society is a captive of organised elite interests and anti-developmental in its impacts, helping elites to oppose the initiatives of reform-minded governments and to protect their interests. In contrast to literature suggesting that the character of civil society is a function of regime type and hence evolves in a path-dependent manner, the book explores the history of Philippine civil society between 1571 and 2010, and suggests that civil society is primarily a function of the evolving political economy of a country and the resulting social structure. It argues that civil society in nascent democracies such as the Philippines develops in a distinctly non-linear manner, largely independently of regime type or regime development. As a result, it argues, democratization in low income countries does not lead inevitably to broader participation and empowerment through civil society expansion, as many academics, activists and donor representatives suggest. The book is of interest to students and scholars of Southeast Asian history and politics, as well as those interested in the study of Non-Governmental Organizations (NGOs) and social movements, and in the statistical capture of civil society.

Book excerpt: During the First World War, ill-advised steps by colonial officials in the Philippines who were responsible for the colony's finances created a crisis which lasted from 1919 until 1922. The circumstances shook the foundations of the American colonial state and contributed to Manuel L. Quezon’s successful effort to replace Sergio Osmeña as leader of the politically dominant Nacionalista Party. These events have generally been blamed on a corruption scandal at the Philippine National Bank, which had been established in 1916 as a multi-purpose, semi-governmental agency whose purpose was to provide loans for the agricultural export industry, to do business as a commercial bank, to issue bank notes, and to serve as a depository for government funds. Based on detailed archival research, Yoshiko Nagano argues that the crisis in fact resulted from mismanagement of currency reserves and irregularities in foreign exchange operations by American officials, and that the notions of a "corruption scandal" arose from a colonial discourse that masked problems within the banking and currency systems and the U.S. colonial administration. Her analysis of this episode provides a fresh perspective on the political economy of the Philippines under American rule, and suggests a need for further scrutiny of historical accounts written on the basis of reports by colonial officials.

Standard explanations of these rebellions point to the explosive combination of historic ethnic disputes, massive demographic changes accompanying the closure of the frontier, rising class inequalities, the entry of transnational capital, and the militarization of southern Mindanao. While not denying explanatory value to these arguments, this book rejects ethnicity and political economy as the dominant causes. Making Mindanao argues that colonial construction of the state and its subsequent transformation from the colonial to the post colonial period largely shaped Mindanao's political landscape. The book thus focuses on how local power was determined by state formation and how the state's ability to establish its authority was mediated by mutual accommodation between strong men who controlled this frontier zone. It compares Cotabato and Davao to show the process of state formation and the shaping of local power from the American period (1900-1941) to the eye of the declaration of martial law by Ferdinand Marcos (1946-1972).

By the early 1990s, however, the country was dismissed as a perennial aspirant to the ranks of newly industrializing economies, unable to convert its substantial developmental assets into developmental success. Major reforms of the mid-1990s bring new hope, explains Paul D. Hutchcroft, but accompanying economic gains remain relatively modest and short-lived. What has gone wrong? The Philippines should have all the ingredients for developmental success: tremendous entrepreneurial talents; a well-educated and anglophone workforce; a rich endowment of natural resources; a vibrant community of economists and development specialists; and abundant overseas assistance. After democratization, though, a fault line appeared that split the people into citizens and the masses. The former were members of the middle class who engaged in civic action against the restored elite-dominated democracy, and viewed themselves as moral citizens in contrast with the masses, who were poor, engaged in illicit activities and backed flawed leaders. The masses supported emerging populist counter-elites who promised to combat inequality, and saw themselves as morally upright in contrast to the arrogant and oppressive actions of the wealthy in arrogating resources to themselves. In 2001, the middle class toppled the populist president Joseph Estrada through an extra-constitutional movement that the masses denounced as illegitimate. Fearing a populist uprising, the middle class supported action against informal settlements and street vendors, and violent clashes erupted between state forces and the poor. Although solidarity of the people re-emerged in opposition to the corrupt presidency of Gloria Macapagal Arroyo and propelled Benigno Aquino III to victory in 2010, inequality and elite rule continue to bedevil Philippine society. Each group considers the other as a threat to democracy, and the prevailing moral antagonism makes it difficult to overcome structural causes of inequality.
