It examines the genesis, trajectories, processes, routes and consequences of the evolution of state formation. Three analytical and explanatory models explain the process of state formation in the HOA: proto-state, colonial and national liberation. The models, heuristically and innovatively, provide understanding, interpretation and analysis of state formation. While the proto-state model explicates an indigenous historical process of state formation, the colonial model refers to an externally designed and imposed process of state formation. The national liberation model concern state formation conducted under liberation movement and ideology. The distinct significance of these models is that collectively they generate sufficient analysis of state formation. They are also unique in that they have never been employed as aggregate analytical and explicative instruments to address the predicament of state formation in the Horn of Africa.

This book, by one of the foremost scholars of the region, traces this question through its exceptional history and also probes the wildly divergent fates of the Horn's contemporary nation-states, despite the striking regional particularity inherited from the colonial past. Christopher Clapham explores how the Horn's peculiar topography gave rise to the Ethiopian empire, the sole African state not only to survive European colonialism, but also to participate in a colonial enterprise of its own. Its impact on its neighbours, present-day Djibouti, Eritrea, Somalia and Somaliland, created a region very different from that of post-colonial Africa. This dynamic has become all the more distinct since 1991, when Eritrea and Somaliland emerged from the break-up of both Ethiopia and Somalia. Yet this evolution has produced highly varied outcomes in the region's constituent countries, from state collapse (and deeply flawed reconstruction) in Somalia, through militarised isolation in Eritrea, to a still fragile 'developmental state' in Ethiopia. The tensions implicit in the process of state formation now drive the relationships between the once historically close nations of the Horn.

Efforts to avoid drawing other nations into a wider conflict created by the collapse of a state—and creating favorable conditions for reconciliation and reconstruction of a failed state after it has collapsed—present major challenges. In April, 2008 the Cornell Institute for African Development called a symposium on ‘Failed and Failing States in Africa: Lessons from Darfur and Beyond’ to address these critical issues. Key contributions to the symposium are brought together in this volume. Taken together these essays represent a significant discussion on the challenges presented by the presence of failing states within Africa.

It explores two intimately linked, yet analytically distinct themes: state building and national identity reconstruction following secession and collapse. In Somaliland and South Sudan, rearranging the state requires a complete metamorphosis of state institutions so that they respond to the needs and interests of the people. In Sudan and Somalia, the reconfiguration of the remains of the state must address a new reality and demands on the ground. All four cases examined, although highly variable, involve conflict. Conflict defines the scope, depth and momentum of the state building and state reconstruction process. It also determines the contours and parameters of the projects to reconstitute national identity and rebuild a nation. Addressing the contested identity formation and its direct relation to state building would therefore go a long way in mitigating conflicts and state crisis.

Available in PDF, EPUB and Kindle. Book excerpt: The central task of all statebuilding is to create a state that is regarded as legitimate by the people over whom it exercises authority. This is a necessary condition for stable, effective governance. States sufficiently motivated to bear the costs of building a state in some distant land are likely to have interests in the future policies of that country, and will therefore seek to promote loyal leaders who are sympathetic to their interests and willing to implement their preferred policies. In The Statebuilder's Dilemma, David A. Lake addresses the key tradeoff between legitimacy and loyalty common to all international statebuilding attempts. Except in rare cases where the policy preferences of the statebuilder and the population of the country whose state is to be built coincide, as in the famous success cases of West Germany and Japan after 1945, promoting a leader who will remain loyal to the statebuilder undermines that leader’s legitimacy at home. In Iraq, thrust into a statebuilding role it neither anticipated nor wanted, the United States eventually backed Nouri al-Malaki as the most favorable of a bad lot of alternative leaders. Malaki then used the support of the Bush administration to govern as a Shiite partisan, undermining the statebuilding effort and ultimately leading to the second failure of the Iraqi state in 2014. Ethiopia faced the same tradeoff in Somalia after the rise of a promising but irredentist government in 2006, invading to put its own puppet in power in Mogadishu. But the resulting government has not been able to build significant local support and legitimacy. Lake uses these cases to demonstrate that the greater the interests of the statebuilder in the target country, the more difficult it is to build a legitimate state that can survive on its own.
