Available in PDF, EPUB and Kindle. Book excerpt: Soviet Scientists and the State examines the constraints place upon the natural scientist in the Soviet Union. The book brings into sharp relief the social and economic consequences arising from the highly centralized character of Communist Party rule. Because conditions regarded as essential for effective scientific research conflict with the form of political control prevailing in the Soviet Union, the Soviet scientists' working environment provides a fruitful context for assessing the methods adopted by the Communist Party. This study is an excellent base from which to explore some important sources of change in contemporary Soviet politics. The book is also a survey of the present state of natural science in the U.S.S.R. Topics of concern range from the scientists' background and social characteristics, institutions, status, and leadership to their social relations and effectiveness. The relationship of the Communist Party to the scientists is examined in detail.

Available in PDF, EPUB and Kindle. Book excerpt: Ever since the behavioral revolution reached Communist studies more than 2 decades ago, Western scholarship has tended to ignore the powerful and unwieldy institutional structure of the Soviet government. Today, suddenly, it is clear that the dramatic political and legislative reforms of the Gorbachev years will remain incomplete as long as the issues of state bureaucratic power and executive prerogative are unresolved. This volume, brings together original studies of the Soviet executive under Gorbachev by specialists including Barbara Chotiner, Stephen Fortescue, Brnda Horrigan, Ellen Jones, Wayne Limberg, T.H. Rigby and Louise Shelley. Among the topics covered are the major economic, national security and law enforcement ministries, the presidency, the cabinet and questions of presidential-ministerial, presidential-presidential, legislative-executive and party-state relations.

Available in PDF, EPUB and Kindle. Book excerpt: First published in 1999, this volume is the first full length study of one of the most important political institutions of the erstwhile Soviet political system – the Central Committee of the Communist Party of the Soviet Union (CPSU). The originality of this work lies in its main argument that the central reform during Perestroika was that of the Party and the State – a reform which ultimately resulted in the CPSU and its institutions, the Central Committee being one of the most vital among them – firstly, surrendering the monopoly over political power and control over the instrumentalities of the State and secondly, systematically de-institutionalising and dismantling the formidable Soviet political system. The seeds of transformation and the shape of politico-economic and socio-cultural systems that emerged in successor States were laid down during the Soviet era – in particular during Perestroika itself. The continuity is, therefore, as striking as the change – if not more so.

Available in PDF, EPUB and Kindle. Book excerpt: In this wide-ranging and provocative book, Stephen F. Cohen cuts through Cold War stereotypes of the Soviet Union to arrive at fresh interpretations of that country's traumatic history and its present-day political realities. Cohen's lucidly written, revisionist analysis reopens an array of major historical questions. As he probes Soviet history, society, and politics, Cohen demonstrates how this country has remained stable during its long journey from revolution to conservatism. It the process, he suggests more enlightened approaches to American/Soviet relations. Based on the author's many years of study and research, including numerous visits to the USSR, this book is essential reading for anyone interested in the state of world affairs today.

Available in PDF, EPUB and Kindle. Book excerpt: The focus of all the essays in this collection is the problem of state power in Communist regimes. The problematic nature of the relationship between state and society has troubled the marxist tradition since its inception and continues to be an unresolved issue for its contemporary theorists. Western attempts to characterise the state formations of Communist regimes are equally notoriously debatable and fraught with methodological problems. Both indigenous and Western attempts to theorise these formations are thoroughly reviewed in the early chapters of this book. Later chapters, each written by an expert in the field, go on to explore particular issues (the problem of nationalism within a multi-national state, for instance) or the recent experience of selected Communist regimes in attempting to adapt their institutions to meet new problems. Special attention is paid to the USSR in view of the enormous significance of the Soviet State and the extent to which it has served as a model. Other case studies have been included on the basis that these state formations display unique features (Yugoslavia), that size and importance commends them (China), or that failure in the process of institutional adaptation is instructive for their pathology (Poland). What this book sets out to do is to bring a variety of approaches and a varied expertise to bear upon a very large but relatively neglected issue in contemporary politics--the nature of the state formations of Communist regimes.
