Conversely, why did Serbia's elite succeed in mobilizing Serbs in Croatia and Bosnia for the nationalist cause? Combining a Weberian emphasis on interpretive understanding and counterfactual analysis with theories of nationalism, Veljko Vujačić highlights the role of historical legacies, national myths, collective memories, and literary narratives in shaping diametrically opposed attitudes toward the state in Russia and Serbia. The emphasis on the unintended consequences of communist nationality policy highlights how these attitudes interacted with institutional factors, favoring different outcomes in 1991. With an innovative approach of researching three levels of research (from above, from below and from the viewpoint of interethnic relations) the book brings forward an original concept of soft nation‐building, with a focus on the Slovenian‐Yugoslav dimension. Drawing on archival sources from Ljubljana, Zagreb, Sarajevo and Belgrade, the author argues that after the abandonment of the Yugoslav national idea, two Yugoslavisms were created in the mid‐1960s. State‐based socialist Yugoslavism was propagated by the Party and had no ethnic connotations, only a small proportion of the population identified themselves as “Yugoslav” in national terms. The created vacuum was filled by old national identities. The book is of interest to specialists and advanced students of cultural and intellectual history, studies of nationalism, but also history of science and institutions and the history of everyday life. Connelly argues the region, for which it is frequently hard to define exact boundaries and which is sometimes treated country-by-country in a way seemingly separate from the broader trends of European history, was one of shared experience despite most of the peoples being divided by linguistic, geographic, and political barriers. Beginning in the 1780s, an unwitting Habsburg monarch -- Joseph II -- decreed that his subjects would use only German, as he hoped to mold a common nationality using German over the disparate subjects. Instead, he unleashed the energies and struggle for the emergence of new nations that pitted small peoples armed with an idea against empires. After their disintegration, the former Yugoslav republics spiralled into a set of ethnic conflicts that did not leave a single one of them unscathed, and in the ex-Soviet space, conflicts were far more limited.
