Available in PDF, EPUB and Kindle. Book excerpt: Jeffrey Hahn examines the degree to which citizens who are elected to local government in the USSR can successfully represent the interests of those who elected them. More specifically, how effectively do the mechanisms available for citizen participation in local government work in practice? What can elected deputies do to respond to the expressed needs and preferences of their constituents? Basing his conclusions on interviews with local deputies, observations of local soviets at work, and the analysis of a wide range of primary source material, the author finds that Soviet citizens do have some chances to participate meaningfully in local government and that a basis exists for the continued expansion of such participation. The elected deputy can and occasionally does play an active role as an ombudsman for those who choose to use opportunities for citizen input. Soviet Grassroots not only contributes to our empirical knowledge of political participation in the USSR but also provides a basis for speculation about the nature of political change in the Soviet system. If opportunities for effective participation in local government do exist, and they can be shown to have grown over time, then one precondition for the emergence of a "civic culture" in Soviet society already exists. Available in PDF, EPUB and Kindle. Book excerpt: This is a new and thorough revision of a recognized classic whose first edition was hailed as the most authoritative account in English of the governing of the Soviet Union. Now, with historical material rearranged in chronological order, and with seven new chapters covering most of the last fifteen years, this edition brings the Soviet Union fully into the light of modern history and political science. The purposes of Fainsod's earlier editions were threefold: to explain the techniques used by the Bolsheviks and Stalin to gain control of the Russian political system; to describe the methods they employed to maintain command; and to speculate upon the likelihood oftheir continued control in the future. This new edition increases very substantially the attention paid to another aspect of the political process--how policy is formed, how the Soviet Union is governed. Whenever possible, Mr. Hough attempts to analyze the alignments and interrelationships between Soviet policy institutions. Moreover, he constantly moves beyond a description of these institutions to probe the way they work. Two chapters are devoted to the questions of individual political participation. Other chapters examine the internal organization of institutions and explore the ways in which the backgrounds of their officials influence their policy positions and alliances. The picture that emerges is an unprecedented account of the distribution of power in the Soviet Union.

Available in PDF, EPUB and Kindle. Book excerpt: Blending first hand accounts of grassroots politics with an original theory of social relations under communism, this 1997 book seeks to explain one of the seminal events of this century: the rebirth of politics in Russia amid the collapse of the USSR. The authors trace the process from the pre-political period of dissident activity, through perestroika and the appearance of political groups and publications, elections, the formation of political parties and mass movements, counter-revolution and coup d'état, the victory of democratic forces and the organization of a Russian state; to the struggle of power in the post-communist epoch, the violent end of the first republic and the contentious relations engulfing its successor. By focusing on the popular forces which accomplished Russia's political rebirth, rather than the reforms of the Soviet establishment, this book offers an original perspective on this critical period.

Available in PDF, EPUB and Kindle. Book excerpt: There are many reasons why it is important to study local politics—political culture, government, political process—in Communist party states. As in all politics, local politics in Communist party states are the political articulation of the local community. This is the political arena where policies concerning local issues are formulated by the officials. This is where the officials are approached by citizens with their particular demands. This is where citizens articulate their preferences, aspirations, and values through political participation. And this is where officials, both elected and appointed, are recruited. In this volume, Daniel N. Nelson has assembled a team of international scholars to consider local politics in Communist party states including the U.S.S.R., China, Poland, Yugoslavia, and Romania. Together, they explore how local social and political forces are articulated in the national and party organizations; they also reveal how the study of comparative local politics provides vitality for the study of national politics. Rather than treating local communities as receivers and translators of national inputs, the contributors demonstrate that the local dimension and national politics mutually influence one another and illuminate the social reality in communist societies.

The authors discuss the concept of developed socialism and its essential components as seen in communist societies; analyze current policy and likely future policy directions in the Soviet Union, Czechoslovakia, Hungary, Romania, Poland, and Yugoslavia in light of the concept; and assess the impact that ideological trends have had, and are likely to have, on the Soviet Union and Eastern Europe in general.
