A considerable portion of that period is prehistoric. Its reconstruction - faulty at the best - demands a strong effort of synthesis; and whilst the subject is calculated to stimulate the imagination, the paucity of the available authentic material has lent itself to many interpretations provocative of controversy. The central idea that has furnished my text is that the early Roman State was a conscious imitation of the ancient Gens or ancient Family, that its theory of Government was founded upon the relations existing between kinsmen, and that these, again, were determined by religious notions which later became transformed through developments within the City and external influences. To call such a State, in its earliest days, either a democracy, an autocracy, or an aristocracy might be verbally true; but it would be substantially false. It is not explainable without reference to the religious notions of the Romans before they came under the direct influence of the Greek theogony. In accordance with the regulations the essay is now being published. My object has been to present a clear view of the growth and development of an Imperial Civil Service at Rome in the first two centuries A.D. After a general survey of the Service as a whole, I then pass on to discuss one branch of it, the procuratores provinciarum in more detail. Ancient literature does not supply us with the materials necessary for a connected history of the subject; nowhere do we find it treated as a whole 1, and the notices are scanty and scattered. I have attempted, however, by a careful reading of Tacitus, Suetonius, Dio, and other ancient authorities to throw as much light as possible on its general features. Fortunately the defects in our knowledge can to a large extent be remedied by the use of inscriptions, which furnish abundant evidence, and can now be conveniently consulted in the magnificent Corpus Inscriptionum Latinarum and other collections. In a certain sense de pendent and protected persons (clientes) also belon ged to the clan. The members of a clan had a common name, a com mon worship, and. Mutual rights and duties. They were under obligation to assist and protect one another, and they exercised a certain jurisdiction, particularly in the case of minors and insane persons. Perhaps no one wielded in the clan such an extensive authority as the father did in the family. The powers of the father and the clan were probably greater in the prehistoric times, since the state and the claims of individual liberty tended to diminish them. The members of a clan seem to have occupied lands in common, and to have built one or more villages. Each family received a portion of the lands, and the clan retained a common tract, which down to a somewhat late period was managed as a joint possession. C., and from this evidence to draw certain conclusions which will give a clearer understanding of the habits of thought and the feelings of the average citizen of the time is the purpose of this study. While literary sources for Roman life in this period of the Republic are less available than, for the Ciceronian age or for the Empire, a knowledge of the earlier period is of importance not only for its own sake as a critical moment in the history of Graeco-Roman civilization, but as a basis for comparison with later developments. The very fact of the scarcity of material and the consequent lack of information in regard to this subject may be given as the chief reason for the present work. Roman life in the Imperial period has received a large amount of attention and been treated in exhaustive detail by modern writers, but the question of Roman life in the period of the Republic has been comparatively neglected. Warde Fowler in his Social Life at Rome in the age of Cicero embodies in his chapters a series of delightful sketches of conditions at the close of the Republican period, but the book throws little light on the century preceding the Ciceronian age, and in any case is of little value for reference purposes. The larger works on Roman life, such as Marquardt's Privatleben der Romer, devote some attention to Republican conditions. The statements, however, are scattered and more or less general, and the source references given are far from complete.
