Book excerpt: One of the major problems facing practitioners and scientists working with water management is how to integrate knowledge and experiences from scientific, policy and stakeholder perspectives. In this book this science-policy-stakeholder interface (SPSI) is examined both analytically and through the description of practical experiences from river basins in Europe, India and South-East Asia. These include the Tungabhadra (India), Sesan (Vietnam/Cambodia), Tagus (Spain/Portugal) and Glomma (Norway), which particularly highlight issues associated with pollution, severely altered river flows and transboundary conflicts. Following two chapters which lay the framework for the book the authors describe how SPSI was managed in the case study basins and how stakeholder participation and scenarios were used to integrate different perspectives, and to facilitate the communication of different forms of knowledge. Four important aspects of water management and SPSI are then discussed; these are water pollution, land and water interaction, environmental flow and transboundary water regimes. Short descriptions of the case study rivers are provided together with analyses of how SPSI was managed in water management in these basins and policy recommendations for the basins. The book concludes by providing a series of recommendations for improving the science-policy-stakeholder interface in water management. It represents a major step forward in our understanding of how to implement integrated water resources management.

Understanding the perspectives, needs, and concerns of stakeholder groups can facilitate the development of transparent and trusted policy recommendations. Innovative online research platforms have been developed as alternatives to typical stakeholder engagement methods such as in-person focus groups, interviews, and online and paper surveys. These platforms facilitate the engagement of geographically and linguistically (i.e., individuals who speak different languages) diverse stakeholders using a wide range of methods, from virtual focus groups to surveys. Stakeholders can participate at their own leisure and anonymously, which can facilitate more open interactions on issues where viewpoints may differ. In this work, we used an online stakeholder engagement platform (OSEP) to engage stakeholders and capture their perceptions and views about the application of nanotechnology in food and agriculture (nano-agrifood) and the role of responsible innovation in the development of nano-agrifood products. The OSEP provided a reliable and interactive environment for stakeholders to share their views and exchange ideas. Such OSEPs should be further explored as novel tools for engaging stakeholders on a range of issues from emerging technologies to public health.

Book excerpt: The United States has publicly funded its human spaceflight program on a continuous basis for more than a half-century, through three wars and a half-dozen recessions, from the early Mercury and Gemini suborbital and Earth orbital missions, to the lunar landings, and thence to the first reusable winged crewed spaceplane that the United States operated for three decades. Today the United States is the major partner in a massive orbital facility - the International Space Station - that is becoming the focal point for the first tentative steps in commercial cargo and crewed orbital space flights. And yet, the long-term future of human spaceflight beyond this project is unclear. Pronouncements by multiple presidents of bold new ventures by Americans to the Moon, to Mars, and to an asteroid in its native orbit, have not been matched by the same commitment that accompanied President Kennedy\'s now fabled 1961 speech-namely, the substantial increase in NASA funding needed to make it happen. Are we still committed to advancing human spaceflight? What should a long-term goal be, and what does the United States need to do to achieve it? Pathways to Exploration explores the case for advancing this endeavor, drawing on the history of rationales for human spaceflight, examining the attitudes of stakeholders and the public, and carefully assessing the technical and fiscal realities. This report recommends maintaining the long-term focus on Mars as the horizon goal for human space exploration. With this goal in mind, the report considers funding levels necessary to maintain a robust tempo of execution, current research and exploration projects and the time/resources needed to continue them, and international cooperation that could contribute to the achievement of spaceflight to Mars. According to Pathways to Exploration, a successful U.S. program would require sustained national commitment and a budget that increases by more than the rate of inflation. In reviving a U.S. human exploration program capable of answering the enduring questions about humanity's destiny beyond our tiny blue planet, the nation will need to grapple with the attitudinal and fiscal realities of the nation today while staying true to a small but crucial set of fundamental principles for the conduct of exploration of the endless frontier. The recommendations of Pathways to Exploration provide a clear map toward a human spaceflight program that inspires students and citizens by furthering human exploration and discovery, while taking into account the long-term commitment necessary to achieve this goal.

It was not because nobody was prepared for it. The Ministry of Agriculture, Nature Management and Fisheries had a scenario in stock. The scenario was applied as intended. The scenario did what it was supposed to do: it prevented the spreading of the disease, it resulted in a relatively soon eradication of the disease and it minimised damage to agricultural exports. Nevertheless, the crisis was there. ""Foot and Mouth Disease: new values, innovative research agenda’s and policies"" reports a process in which individuals and groups involved in the crisis participated in a joint analysis of what caused the crisis, and in the making of a policy and research agenda. The conclusion was that ignorance of the societal function of animals and countryside was the cause of the crisis: the scenario focussed on Foot and Mouth Disease control in a production-oriented environment. In reality many people perceived that the scenario and its rigid application threatened nonproduction values such as the companion role of animals and the recreation function of the landscape. Inevitably a next outbreak of Foot and Mouth Disease will occur. However, research and policy makers should seriously take up this perception of animals and countryside to prevent an outbreak of becoming a deep crisis again."
