Book excerpt: When it was first revealed that the Bush Administration had implemented a secret program of warrantless wiretaps and domestic spying on US citizens, few Americans knew that all of this had happened before. In the early 1970's, it was revealed that US government agencies, including the FBI, CIA, NSA and IRS, were being used as part of a deliberate plan to infiltrate and disrupt political opponents, and this plan had continued for 20 years under four different Presidents, both Democratic and Republican. This report by the Senate Select Committee (the Church Committee) details the elaborate efforts by the FBI, CIA and NSA to spy on Americans by tapping their telephones, by intercepting and copying their mail, and even by burglarizing their homes (known as "black bag jobs"). In response to this report, Congress established the FISA courts that Bush bypassed when he directed the NSA to once again spy on Americans without court approval or oversight.

Book excerpt: A practical guide to philanthropy at all levels of giving that seeks to educate and inspire A majority of American households give to charity in some form or another--from local donations to food banks, religious organizations, or schools, to contributions to prevent disease or protect basic freedoms. Whether you're in a position to give $1 or $1 million, every giver needs to answer the same question: How do I channel my giving effectively to make the greatest difference? In Giving Done Right, Phil Buchanan, the president of the Center for Effective Philanthropy, arms donors with what it takes to do more good more quickly and to avoid predictable errors that lead too many astray. This crucial book will reveal the secrets and lessons learned from some of the biggest givers, busting commonly held myths and challenging the idea that "business thinking" holds the answer to effective philanthropy. And it offers the intellectual frameworks, data-driven insights, tools, and practical examples to allow readers to understand exactly what it takes to make a difference.

Book excerpt: Only 15% of employees worldwide are engaged at work. This represents a major barrier to productivity for organizations everywhere – and suggests a staggering waste of human potential. Why is this engagement number so low? There are many reasons — but resistance to rapid change is a big one, Gallup’s research and experience have discovered. In particular, organizations have been slow to adapt to breakneck changes produced by information technology, globalization of markets for products and labor, the rise of the gig economy, and younger workers’ unique demands. Gallup’s 2017 State of the Global Workplace offers analytics and advice for organizational leaders in countries and regions around the globe who are trying to manage amid this rapid change. Grounded in decades of Gallup research and consulting worldwide -- and millions of interviews -- the report advises that leaders improve productivity by becoming far more employee-centered; build strengths-based organizations to unleash workers’ potential; and hire great managers to implement the positive change their organizations need not only to survive – but to thrive.

Book excerpt: Policymakers and program managers are continually seeking ways to improve accountability in achieving an entity's mission. A key factor in improving accountability in achieving an entity's mission is to implement an effective internal control system. An effective internal control system helps an entity adapt to shifting environments, evolving demands, changing risks, and new priorities. As programs change and entities strive to improve operational processes and implement new technology, management continually evaluates its internal control system so that it is effective and updated when necessary. Section 3512 (c) and (d) of Title 31 of the United States Code (commonly known as the Federal Managers? Financial Integrity Act (FMFIA)) requires the Comptroller General to issue standards for internal control in the federal government.

Book excerpt: In June 2019, the Committee on the Judiciary initiated a bipartisan investigation into the state of competition online, spearheaded by the Subcommittee on Antitrust, Commercial and Administrative Law. As part of a top-to-bottom review of the market, the Subcommittee examined the dominance of Amazon, Apple, Facebook, and Google, and their business practices to determine how their poweraffects our economy and our democracy. Additionally, the Subcommittee performed a review of existing antitrust laws, competition policies, and current enforcement levels to assess whether they areadequate to address market power and anticompetitive conduct in digital markets. Over the course of our investigation, we collected extensive evidence from these companies aswell as from third parties-totaling nearly 1.3 million documents. We held seven hearings to review the effects of market power online-including on the free and diverse press, innovation, and privacy-and a final hearing to examine potential solutions to concerns identified during the investigation and to inform this Report's recommendations. A year after initiating the investigation, we received testimony from the Chief ExecutiveOfficers of the investigated companies: Jeff Bezos, Tim Cook, Mark Zuckerberg, and Sundar Pichai. For nearly six hours, we pressed for answers about their business practices, including about evidence concerning the extent to which they have exploited, entrenched, and expanded their power over digitalmarkets in anticompetitive and abusive ways. Their answers were often evasive and non-responsive, raising fresh questions about whether they believe they are beyond the reach of democratic oversight. Although these four corporations differ in important ways, studying their business practices hasrevealed common problems

Book excerpt: Bangladesh achieved steady gross domestic product growth with manageable inflation, and improved social indicators, owing to prudent macroeconomic management and a renewal of structural reform. The proposed Poverty Reduction and Growth Facility-supported program builds on this record of policy implementation. Fiscal reform should be centered on a sustained revenue effort and investments in infrastructure and human capital. The government has been commended for the flexible management of the exchange rate. Executive Directors consider the proposed policy program to be comprehensive and realistic for achieving the objectives.

Book excerpt: This 2015 Article IV Consultation highlights that Myanmar’s economic growth remains strong, but macroeconomic imbalances have increased significantly over the past year. Real GDP growth for FY2014/15 (April–March) is estimated to have reached 8.5 percent. The fiscal deficit increased to 3 percent of GDP in FY2014/15, while credit to the private sector continued to grow strongly at 35 percent (year over year) in March, albeit lower than in FY2013/14. The current account deficit widened to more than 6 percent of GDP, largely reflecting a rapidly rising trade deficit. The Myanmar economy is set for strong growth in 2015 amid signs of overheating. The economy is expected to grow by 8.5 percent, reflecting strong growth momentum and expansionary macroeconomic policies.
