Available in PDF, EPUB and Kindle. Book excerpt: This book is the first comprehensive, full-scale treatment of the politics, law, and economics with regard to the policies and policy instruments for budget stabilization at the local level. It examines budget stabilization in the United States from the 1910s to 2010 (from adoption of public budgeting in this country through the Great Recession). In addition, it provides details on the methods and results of empirical tests of the effects of budget stabilization instruments on government operations, key/basic services provision, and some other aspects of social and economic life at the local level, including full-purpose governments (county, metro city, municipality, township, and village) as well as special (single-) purpose governments (like school districts and transportation districts). This book dissects an important and pressing issue in public financial administration, analyzes a lesson that has been in the learning process, especially in the United States, and identifies theoretical threads for scholarly refinement, which will be put into specific contexts of policy design and implementation. This book will be of interest to scholars in political science, economics, public choice and in public administration, where it will also appeal to policy-makers.

Book excerpt: This book is the first comprehensive, full-scale treatment of the law, politics and economics with regard to the policies and policy instruments for budget stabilization at the state level. Covering the period from 1946 through 2008 in the United States, it provides details on the methods and results of empirical tests of the effects of budget stabilization instruments on government operations, public service provision, and some other aspects of social and economic life. With the lingering effects of the most recent financial crisis and economic downturn, and the subsequent Tea Party movement advocating smaller government and deficit reduction, this book carries timely and important theoretical as well as practical implications, particularly in regard to the potential for counter-cyclical fiscal policy in mitigating negative impacts during a recession. The first contribution of the book is in public finance theory: it provides insights into the applications of the stabilization function in the context of strong government, thereby refining Keynesianism. The second aspect is in Public Choice: the creation and functioning of budget stabilization funds offer extra evidence to demonstrate that the general public provides input and voice in more than the conventional ways when it comes to policy making, even in an area dominated by strong government. The third aspect is in policy making, exploring the opportunities for refining policy tools in preparation for future downturns.

Book excerpt: "From adjusted gross income to zoning and property taxes, the second edition of The Encyclopedia of Taxation and Tax Policy offers the best and most complete guide to taxes and tax-related issues. More than 150 tax practitioners and administrators, policymakers, and academics have contributed. The result is a unique and authoritative reference that examines virtually all tax instruments used by governments (individual income, corporate income, sales and value-added, property, estate and gift, franchise, poll, and many variants of these taxes), as well as characteristics of a good tax system, budgetary issues, and many current federal, state, local, and international tax policy issues. The new edition has been completely revised, with 40 new topics and 200 articles reflecting six years of legislative changes. Each essay provides the generalist with a quick and reliable introduction to many topics but also gives tax specialists the benefit of other experts' best thinking, in a manner that makes the complex understandable. Reference lists point the reader to additional sources of information for each topic. The first edition of The Encyclopedia of Taxation and Tax Policy was selected as an Outstanding Academic Book of the Year (1999) by Choice magazine."--Publisher's website.

Book excerpt: Stabilization as the New Normal in International Interventions provides the first comprehensive analysis of stabilization, which constitutes the new reference point for international intervention in unruly parts of the Global South. The notion of ‘stabilization’ and the practice of ‘stability operations’ experienced a revival over the last decade. The United Nations, the European Union, NATO, as well as most member states of the Organisation for Economic Cooperation and Development have embraced these terms in their foreign policy bureaucracies. The general disillusionment with the achievements of large-scale peacebuilding operations in countries like Afghanistan and Iraq, as well as the failures of the so-called Arab Springs, contributed to the success of this new discourse. Yet, while widely mentioned and endorsed, stabilization is rarely defined. This volume identifies common elements to stabilization doctrines and examines how they are applied in practice. It dissects how stabilization emerged and unfolds, how different actors adopt it and for what purposes, and how it is linked to the broader security and development discourses. Stabilization as the New Normal in International Interventions will be of great interest to scholars of Peacebuilding, International Intervention and International Relations more generally. The chapters were originally published as a special issue of Ethnopolitics.

Available in PDF, EPUB and Kindle. Book excerpt: With a new look at the 1880s financial reforms in Japan, Steven J. Ericson's Financial Stabilization in Meiji Japan overturns widely held views of the program carried out by Finance Minister Matsukata Masayoshi. As Ericson shows, rather than constituting an orthodox financial-stabilization program—a sort of precursor of the "neoliberal" reforms promoted by the IMF in the 1980s and 1990s—Matsukata's policies differed in significant ways from both classical economic liberalism and neoliberal orthodoxy. The Matsukata financial reform has become famous largely for the wrong reasons, and Ericson sets the record straight. He shows that Matsukata intended to pursue fiscal retrenchment and budget-balancing when he became finance minister in late 1881. Various exigencies, including foreign military crises and a worsening domestic depression, compelled him instead to increase spending by running deficits and floating public bonds. Though he drastically reduced the money supply, he combined the positive and contractionary policies of his immediate predecessors to pull off a program of "expansionary austerity" paralleling state responses to financial crisis elsewhere in the world both then and now. Through a new and much-needed recalibration of this pivotal financial reform, Financial Stabilization in Meiji Japan demonstrates that, in several ways, ranging from state-led export promotion to the creation of a government-controlled central bank, Matsukata advanced policies that were more in line with a nationalist, developmentalist approach than with a liberal economic one. Ericson shows that Matsukata Masayoshi was far from a rigid adherent of classical economic liberalism.
