Book excerpt: The decisions that led to the nation-building efforts of the post-Cold War world resulted from both the end of the bipolar global environment and the 9/11 attacks caused by terrorists provided refuge in states without effective governance. At the same time, the United States also has a historical thread of trying to build better societies for the benefit of all. At times, the noble cause of providing reconstruction or humanitarian assistance has proven to be a shining light that the United States has shown to the world; the decisions taken in the hours and days following the devastating December 26, 2004 tsunami did much to raise the view of the United States in a world that had become skeptical as a result of the war in Iraq over the two prior years. Sadly, the November 1992 decision to provide food and humanitarian aid, which lead to taking sides in the clan warfare characterizing Somalia, proved heartbreaking for the nation as it watched U.S. Army personnel dragged through the streets of the capital city of Mogadishu on October 3rd of the following year. This volume considers the decisions taken around these actions over the past two plus decades. We now use the terms stability operations, security operations, reconstruction operations, and transition operations (SSRTOs) to describe these different goals more accurately. The volume establishes the primary documents, speeches, and other products of the policy-making community, and then provides analysis of what was occurring and the significance of the individual decisions. It also highlights the personnel and tries to shed light on their motivations, concerns, and the ramifications. This volume concludes with a descriptive list of resources in the field of stability, security, reconstruction, and transition operations.

For the interim, however, the sole cabinet level organization that possesses the ability to conduct reconstruction and stability operations is the Department of Defense (DOD). The DOD is the only organization manned, staffed, equipped and funded to execute the nation's R&S requirement today. Realizing this reality the DOD has taken steps to broaden its scope through the publication and implementation of DOD Directive 3000.05 direct that stability, security, transition and reconstruction (SSTR) operations be treated as a core military mission and to broaden its planning guidance and training to more fully address post-conflict operations. The DOD serving as the ad hoc lead agency for the interim period is more out of necessity than preference until the DOS and other executive branch organizations expand their manning, equipment and resource capacity to take the lead role. Having the DOD serve in the lead for the interim is not a negative reflection on the contributions being made by other executive branch organizations; their roles are vital to current operations, however, their capacity is limited and must be expanded to effectively take the lead role. DOD is capable of effectively leading R&S operations now while other executive branch organizations build their capacity and capabilities and procedures to take the lead in the future.

Additionally, it examines existing cultural impediments to institutionalizing proficiency in SSTRO and highlights the need for managing cultural change in order to embrace these operations. Finally, the paper presents recommendations for future training and leader professional development that inculcates in our future leaders a warrior ethos that includes the planning and execution of post-hostility SSTRO.

The authors identify the primary and secondary civilian agencies that should be involved in strategic-level planning and implementation of SSTR operations. Then, relying on available information on Provincial Reconstruction Teams and using a variety of federal databases, the authors identify the skill sets needed for the envisioned Field Advance Civilian Teams and where these skills reside in the federal government. The authors then assess the capacity of the main civilian agencies to participate in SSTR operations and analyze the recurring structural problems that have plagued their attempts to do so. The authors suggest a series of options that are worth considering in order to improve the current situation. Even without much action at the national level, the Army can still improve the situation by improving Army Civil Affairs and by executing a well-thought-out strategy of liaison officers assigned to the civilian agencies most important for SSTR operations.

However, it is clear that several shortfalls still exist particularly in coalition actions. Current operations have proven that this is especially the case when the overall command structure resides in a multinational governing body, such as the International Security Assistance Force (ISAF) in Afghanistan led by the North Atlantic Treaty Organization (NATO). This paper describes how the United States arrived at its current strategy with respect to SSTR operations within a multinational construct, followed by a discussion of current theater-strategic and operational level initiatives, including programs resident in the geographic combatant commands. Next, the analysis will describe the evolution and current application of NATO's comprehensive approach to operations, with a focus on notable limitations in Afghanistan and an assessment of the potential way ahead. Finally, this paper will offer recommendations to improve future operations in a multinational setting and suggest how to influence multinational operations not led by the United States, specifically the NATO-led operation in Afghanistan.

Book excerpt: Due to the current size of the U.S. Army and operational tempo, the Army National Guard and Army Reserve have been moved from a strategic reserve to an operational reserve. This thesis attempts to answer the following question: What is the best use of the operational reserve in Security, Stability, Reconstruction, and Transition (SSRT) and Counterinsurgency (COIN) operations. To arrive at this answer, selected historical case studies are used to gain insight into the best practices for SSRT and COIN. Several themes stand out. These include the primacy establishing and maintaining a secure environment, the historic failure of the Army to sufficiently plan for the transition from combat to SSRT operations, the commonality between SSRT and COIN, and lack of planned capability for SSRT and COIN skill sets in either the Active or Reserve component. This study further looks at how the Operational Reserve can be used to address these shortcomings. In conclusion, several recommendations are made on missions and focus for the Operational Reserve in order to support Army full-spectrum operations.

Recognizing the opportunity to implement a change in how the United States plans and executes reconstruction and stabilization assistance for foreign states and regions, the President of the United States issued National Security Presidential Directive (NSPD)-44. The result was DoD Directive 3000.5, Military Support for Stability, Security, Transition, and Reconstruction (SSTR) Operations, stating stability operations are a core U.S. military mission. The release of the new FM 3-07, Stability Operations, in October 2008 was the Army's attempt to incorporate Stability Operations into the Full Spectrum Operations concept discussed in FM 3-0, Operations. While groundbreaking in its potential for change in the areas of conflict prevention, varied solutions to complex problems, and its depiction of stability operations within Full Spectrum Operations, the Army has limited ability to incorporate that potential. In order to understand why the US Army has a limited ability to incorporate the potential of FM 3-07, this monograph dissects the Army's current use of the Spectrum of Conflict - a linear mode of thinking ill-suited to the conflicts of the 21st century. Understanding why the Spectrum of Conflict is no longer applicable to future conflicts leads into a discussion of how the Organization of Cooperation and Security in Europe's conflict cycle model is better suited for 21st century conflict and the full incorporation of stability operations within Full Spectrum Operations. This monograph advocates the Army's adoption of the conflict cycle with the stages of early warning, conflict prevention, crisis management, and post-conflict reconstruction in order to allow FM 3-07 to meet its full potential and to break the conflict of cycle enduring in many parts of the world today.
