In one such settlement, located in an area known as Bukit Ho Swee, a great fire in 1961 destroyed the kampong and left 16,000 people homeless, creating a national emergency that led to the first big public housing project of the new Housing and Devel- opment Board (HDB). HDB flats now house more than four-fifths of the Singapore population, making the aftermath of the Bukit Ho Swee fire a seminal event in modern Singapore. Loh Kah Seng grew up in one-room rental flats in the HDB estate built after the fire. Drawing on oral history interviews, offi- cial records, and media reports, he describes daily life in squatter communities and how people coped with the hazard posed by fires. His examination of the catastrophic events of 25 May 1961 and the steps taken by the new government of the People’s Action Party in response to the disaster show the immediate consequenc- es of the fire and how relocation to public housing changed the people’s lives. Citizen Designs: City-Making and Democracy in Northeastern Thailand addresses this question by exploring the ways that democratic urban planning projects intersect with emerging political aspirations among squatters living in the northeastern Thai city of Khon Kaen. Based on ethnographic and historical research conducted since 2007, Citizen Designs describes how residents of Khon Kaen’s railway squatter communities used Thailand’s experiment in participatory urban planning as a means of reimagining their citizenship, remaking their communities, and acting upon their aspirations for political equality and the good life. It also shows how the Thai state used participatory planning and design to manage both situated political claims and emerging politics. Through ethnographic analysis of contentious collaborations between residents, urban activists, state planners, participatory architects, and city officials, Eli Elinoff’s analysis reveals how the Khon Kaen’s railway settlements became sites of contestation over political inclusion and the meaning and value of democracy as a political form in the first decades of the twenty-first century. Elinoff examines how residents embraced politics as a means of enacting their equality. This embrace inspired new debates about the meaning of good citizenship and how democracy might look and feel. The disagreements over citizenship, like those Elinoff describes in Khon Kaen, reflect the kinds of aspirations for political equality that have been fundamental to Thailand’s political transformation over the last two decades, which has seen new political actors asserting themselves at the ballot box and in the streets alongside the retrenchment of military authoritarianism. This book argues that in this context, it has become vital to distinguish between illegality and informality since it is those 'illegal' slums which are at the receiving end of a 'force of law', where law is violently encountered within everyday spaces. This book uses a gendered intersectional lens to explore how a 'violence of law' shapes how 'public' subjectivities of gender, class, religion and caste are encountered and negotiated within the 'private' spaces of home, family and neighbourhood. This book suggests that resettlement is not a condition that squatters desire; rather something that is seen as the only way out of the 'illegal' city. The wait for resettlement is a temporal space of anxiety and uncertainty, where particular kinds of politics around law, space and gender takes shape, which transform squatters' relations with the state, urban development, civil society, and with each other. Through their everyday struggles around water, sanitation, social and political organisation and the transformation of their homes and families, this book shows that the desire for the 'legal city' is also the irony and utopia of home, which will remain an incomplete gendered project - both for the state and for squatters.

Book excerpt: The Site of the Convent of the Holy Infant Jesus in Singapore: Entwined Histories of a Colonial Convent and a Nation, 1854–2015 explores key issues and developments in colonial and postcolonial Singapore by examining one particular site in central Singapore: the former Convent of the Holy Infant Jesus, established in 1854 and now a food and entertainment complex. The Convent was an early provider of social services and girls’ education—almost a mini-city within walls, including a thriving community of schools, an orphanage, and a women’s refuge. World War II and the Japanese occupation, followed by the creation of the new Republic of Singapore, presented a new set of challenges, but it was the convent’s size and prime location that made it attractive for urban redevelopment in the 1980s and led to government acquisition, demolition of some buildings, and the remainder put out to private tender. The chapel and the former nuns’ residence are classified as National Monuments but, in line with government policy of adaptive re-use of heritage sites, the complex now contains bars and restaurants, and the deconsecrated chapel is used for wedding receptions and events. Tracking the physical and usage changes of the site, this book works to make sense of that eventful journey, a paradoxical journey that moves only in time, not in space, and includes abandoned babies, French nuns, Japanese bombings, and twenty-first century dance parties. In a society that has undergone massive change economically and socially, and, above all, transitioned from a small colonial enterprise to a wealthy independent city-state, those physical changes and differing usages of the Convent site over the years track the changes in the nation. The wider ongoing tensions between heritage conservation and the modern global city are explored by examining what has been chosen for preservation, the quintessentially Singaporean hybridity of the commercial reuse of historic buildings, as well as the nostalgia for what has been lost.
