Henry Clay, of the Congress of the United States It was the doctrine of thrones, that man was too ignorant to gov ern himself. Their partisans assert his incapacity in reference to all nations; if they cannot command universal assent to the proposition, it is then demanded as to particular nations; and our pride and our presumption too often make converts of us. Mr. Clay contended that it was to arraign the dispositions of Provi dence himself, to suppose that he had created beings incapable of governing themselves, and to be trampled on by kings. He contended that self government was the natural government of man, and he referred to the aborigines of our own land. If he were to speculate in hypotheses unfavorable to human liberty, his should be founded rather upon the vices, refinements, or density of population. Crowded together in compact masses, even if they were philosophers, the contagion of the passions is communicated and caught, and the effect too often, he admitted, was the overthrow of liberty. Dispersed over such an immense space as that on which the people of Spanish America were spread, their physical, and he believed also their moral condition, both favored their liberty. Book excerpt: Excerpt from Speeches of Fisher Ames in Congress, 1789-1796 Such disinterested testimony from contemporaries led the present writer to examine more carefully the records of the time when Mr. Ames was a Representative from Massachusetts, examination that more than repaid the search. It must be borne ln mind that legislation, at that time, was in a great measure ten tative. The Constitution had but just been adopted by the States, and the new-fledged government was passing through that ordeal that is so severe to the oldest powers, - the recovery from a long and exhausting war. And not only was the government called upon to decide the vexing questions of revenue, finance, com merce, tariff, and the like, but the very machinery of the govern ing power was yet to be set in motion. The executive, legislative. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from Speeches and Addresses of William McKinley: From His Election to Congress to the Present Time In this volume are presented sixty-five of the speeches and addresses of Hon. William McKinlby, Governor of Ohio, late Representative in Congress, and one of the prominent public men of the country. It has been compiled by Mr. Joseph P.Smith, Librarian of the Ohio State Library, and revised by Mr. McKinley himself, so far as the opportunities of a busy public life would admit. The selections have been made from several hundred speeches, delivered in all parts of the country, and indicate the wide range of topics on which Mr. McKinley has spoken. Especial attention is called to the care and ability with which he has discussed the tariff question. All his more important tariff speeches are here collected in a single volume, and it is believed that his arguments in advocacy of the doctrine of protection will prove peculiarly acceptable at this time, when the matter of adhering to or abandoning our present economic policy is the principal question at issue between the two great political parties of the country. Brown; A Senator in Congress From the State of Mississippi The publishers of this compilation, with commendable enterprise, having determined to reproduce in an accessible form, the speeches and writings of such Of the public men of the country as are of sufficient merit to justify republication, present this as the initial volume of the series which they hope in a reasonable time to introduce to the public. He hopes that the manner in which he has thus far discharged the trust, will justify the public in commending the selection Of him for that duty. He congratulates himself that the speeches and writings Of Albert G. Brown should form the beginning of his labor in this connexion. Having been a constant observer and admirer of the long and consist ent public career of Governor Brown, it afforded him a plea sure to be engaged in bringing before the country a compilation of his able and instructive political speeches and writings. Book excerpt: Excerpt from The Writings and Speeches of Daniel Webster, Vol. 6 of 18: Illustrated With Portraits and Plates; Speeches in Congress We have thus heard, Sir, what the resolution is which is ac tually before us for consideration; and it will readily occur to every one, that it is almost the only subject about which some thing has not been said in the speech, running through two days, by which the Senate has been entertained by the gentle man from South Carolina. Every topic in the wide range of our public affairs, whether past or present, every thing, general or local, whether belonging to national politics or party politics, - seems to have attracted more or less of the honorable mem ber's attention, save only the resolution before the Senate. He has spoken of every thing but the public lands; they have escaped his notice. To that subject, in all his excursions, he has not paid even the cold respect of a passing glance. When this debate, Sir, was to be resumed, on Thursday morning, it so happened that it would have been convenient for me to be elsewhere. The honorable member, however, did not incline to put Off the discussion to another day. He had a shot, he said, to return, and he wished to discharge it. That shot, Sir, which he thus kindly informed us was coming, that we might stand out of the way, or prepare ourselves to fall by it and die with decency, has now been received. Under all advan tages, and with expectation awakened by the tone which pre ceded it, it has been discharged, and has spent its force. It may become me to say no more of its effect, than that, if nobody is found, after all, either killed or wounded, it is not the first time, in the history of human affairs, that the vigor and success of the war have not quite come up to the lofty and sounding phrase of the manifesto.
