The President, in his ma sage of May 11th, 1846, informed Congress that a strong desire to regulate and adjust our boundary and other causes of difference with Mexico, on fair and equitable principles, induced him, in Sep tember, 1845, to seek the re-opening of diplomatic regulations between the two countries that the Mexican Government, in October following, agreed to receive a minister from the United States in vested with full powers to settle and adjust all matters in difference between the two Governments.
