Available in PDF, EPUB and Kindle. Book excerpt: This is the first comprehensive treatment of the theoretical aspects of the discrete cosine transform (DCT), which is being recommended by various standards organizations, such as the CCITT, ISO etc., as the primary compression tool in digital image coding. The main purpose of the book is to provide a complete source for the user of this signal processing tool, where both the basics and the applications are detailed. An extensive bibliography covers both the theory and applications of the DCT. The novice will find the book useful in its self-contained treatment of the theory of the DCT, the detailed description of various algorithms supported by computer programs and the range of possible applications, including codecs used for teleconferencing, videophone, progressive image transmission, and broadcast TV. The more advanced user will appreciate the extensive references. Tables describing ASIC VLSI chips for implementing DCT, and motion estimation and details on image compression boards are also provided.

Available in PDF, EPUB and Kindle. Book excerpt: In the late 1980s and 1990s, the advanced industrial countries considered replacing the existing analogue television infrastructure with a new digital one. A key common feature to the debates over digital TV (DTV) in the United States, Western Europe and Japan was the eventual victory of the ideas of digitalism (the superiority of everything digital over everything analogue) and of digital convergence (the merging of computing, telecommunications and broadcasting infrastructures made possible by digitalization) in public debates over standards. Jeffrey Hart's book shows how nationalism and regionalism combined with digitalism to produce three different and incompatible DTV standards in the three regions, an outcome which has led to missed opportunities in developing the new technologies. Hart's book contributes to our understanding of relations between business and government, and of competition between the world's great economic powers.

Book excerpt: The Standard Handbook of Electronics Engineering has defined its field for over thirty years. Spun off in the 1960’s from Fink’s Standard Handbook of Electrical Engineering, the Christiansen book has seen its markets grow rapidly, as electronic engineering and microelectronics became the growth engine of digital computing. The EE market has now undergone another seismic shift—away from computing and into communications and media. The Handbook will retain much of its evergreen basic material, but the key applications sections will now focus upon communications, networked media, and medicine—the eventual destination of the majority of graduating EEs these days.

Book excerpt: Communications policy as been a fertile area for testing theories of regulation, subsidy and incentives, free speech, political participation, and the public interest. The capacities of new communications technology have changed markedly since much of the governing legislation in the communications field was written. Such a change is likely to continue and have considerable impact on specific communications sectors and in communications policy. This two volume set of analyses undertakes a review of telecommunications policy in transition--of actions taken and not taken, of goals pursued or ignored, of the adequacy of policy vehicles and their strengths and weaknesses. The authors evaluate three categories of policy problems: those of concept, scope, and judgment in communications policy; those specific to media industries and forces affecting them; and those concerning wider public policy concerns intersecting with communication.

Available in PDF, EPUB and Kindle. Book excerpt: Sixth in the book series, Advances in Image Communication, which documents the rapid advancements of recent years in image communication technologies, this volume provides a comprehensive exploration of subband coding. Originally, subband coding and transform coding were developed separately. The former, however, benefitted considerably from the earlier evolution of transform coding theory and practice. Retaining their own terminology and views, the two methods are closely related and this book indeed aims to unify the approaches. Specifically, the volume contributes effectively to the understanding of frequency domain coding techniques. Many images from coding experiments are presented, enabling the reader to consider the properties of different coders. Chapter 1 introduces the problem of image compression in general terms. Sampling of images and other fundamental concepts, such as entropy and the rate distortion function, are briefly reviewed. The idea of viewing coding techniques as series expansions is also introduced. The second chapter presents signal decomposition and the conditions for perfect reconstruction from minimum representations. Chapter 3 deals with filter bank structures, primarily those displaying the perfect reconstruction property. Quantization techniques and the efficient exploitation of the bit resources are discussed from a theoretical perspective in Chapter 4 and this issue is further examined in Chapter 6, from a more practical point of view. Chapter 5 provides a development of gain formulas, i.e. quantitative measures of the performance of filter banks in a subband coding context, and these are then employed in a search for optimal filter banks. A number of examples of coded images using different subband coders are presented in Chapter 7, these indicating that subband coders give rise to some characteristic types of image degradations. Accordingly, Chapter 8 presents several techniques for minimizing these artifacts. The theory and practice of subband coding of video, at several target bit rates, is discussed in the last chapter.

Available in PDF, EPUB and Kindle. Book excerpt: The past few years have seen a rapid growth in image processing and image communication technologies. New video services and multimedia applications are continuously being designed. Essential for all these applications are image and video compression techniques. The purpose of this book is to report on recent advances in VLSI architectures and their implementation for video signal processing applications with emphasis on video coding for bit rate reduction. Efficient VLSI implementation for video signal processing spans a broad range of disciplines involving algorithms, architectures, circuits, and systems. Recent progress in VLSI architectures and implementations has resulted in the reduction in cost and size of video signal processing equipment and has made video applications more practical. The topics covered in this volume demonstrate the increasingly interdisciplinary nature of VLSI implementation of video signal processing applications, involving interactions between algorithms, VLSI architectures, circuit techniques, semiconductor technologies and CAD for microelectronics.
