Indeed, during the 2008 presidential primary campaign, Hillary Clinton was derided for even suggesting that some lobbyists represent "real Americans." But although many popular commentators position interest groups as representatives of special—not "public"—interests, much organized advocacy is designed to advance public interests and ideas. Advocacy organizations—more than 1,600 of them—are now an important component of national political institutions. This book uses original data to explain why certain public groups, such as Jews, lawyers, and gun-owners, develop substantially more representation than others, and why certain organizations become the presumed spokespersons for these groups in government and media. In contrast to established theory and conventional wisdom, this book demonstrates that groups of all sizes and types generate advocates to speak on their behalf, though with varying levels of success. Countering this view, Adam Sheingate traces the development of government intervention in agriculture from its nineteenth-century origins to contemporary struggles over farm subsidies. His considered conclusion is that American institutions have not given agricultural interest groups any particular advantages in the policy process, in part because opposing lobbies also enjoy access to policymakers. In fact, the high degree of conflict and pluralism maintained by American institutions made possible substantial retrenchment of the agricultural welfare state during the 1980s and 1990s. In Japan and France--two countries with markedly different institutional characters than the United States--powerful agricultural interests and a historically close relationship between farmers, bureaucrats, and politicians continue to preclude a roll-back of farm subsidies. This well-crafted study not only puts a new spin on agricultural policy, but also makes a strong case for the broader claim that the relatively decentralized American political system is actually less prone to capture and rule by subgovernments than the more centralized political systems found in France and Japan. Sheingate's historical, comparative approach also demonstrates, in a widely useful way, how past institutional developments shape current policies and options.

By examining how populations of interest groups are comprised, this work fills an important gap between existing theories of the origins of individual interest groups and studies of interest group influence. The population ecology model of interest communities developed here builds on insights first developed in population biology and later employed by organizational ecologists. The model's central premise is that it is the environmental forces confronting interest organizations that most directly shape the contours of interest populations. After examining the demography of interest organizations in the fifty American states, the population ecology model is used to account for variations in the density and diversity of their interest communities, the nature of competition among similar interest organizations to establish viable niches, and the impact of alternative configurations of interest communities on the legislative process and the policies it produces. These empirical findings suggest that the environment of interest communities is highly constraining, limiting their size, composition, and potential impact on politics.
