Book Synopsis Toward a New Mission Statement for Canadian Fiscal Federalism by : Harvey Lazar
Download or read book Toward a New Mission Statement for Canadian Fiscal Federalism written by Harvey Lazar and published by IIGR, Queen's University. This book was released on 2000 with total page 428 pages. Available in PDF, EPUB and Kindle. Book excerpt: Canada: State of the Federation, 1999–2000 identifies and explains major threads in Canadian fiscal federalism. Set against the cacophony over domineering and arrogant centralization from supporters of Quebec sovereignty/session on the one hand, and fears that excessive decentralization is fuelling an obsessively neo-liberal agenda on the other, these essays replace much of this heat with new light. The authors begin with an examination of recent developments in the theoretical literature surrounding fiscal federalism. They then examine some of the major issues facing the federation – Is there a vertical imbalance between federal and provincial governments? Does Ottawa collect more revenues than are needed relative to its spending responsibilities while the provinces are under-funded? How do federal-provincial struggles over money and jurisdictional power affect local government or the para-public sector, emerging aboriginal governments, and citizens? Federal government actions in 1999 suggest that Ottawa has not lost all of its interest in social outcomes. It is, however, seeking to influence the well-being of citizens by transferring money to them directly rather than through transfers to provinces. The authors suggest that if this trend continues the approach to the millennium will be seen as a watershed in public policy, given that current trends in Canadian fiscal federalism are as much about re-balancing the federation as they are about decentralization.

Book Synopsis Immovable Property under VAT by : Robert F. van Brederode
Download or read book Immovable Property under VAT written by Robert F. van Brederode and published by Kluwer Law International B.V.. This book was released on 2011-05-12 with total page 330 pages. Available in PDF, EPUB and Kindle. Book excerpt: The ideal value-added tax (VAT) would carry an economic efficiency ratio of 100 as, in theory, VAT should not be susceptible to exemptions and rate variations. However, practical reality tells a different story, and it will come as no surprise to learn that the VAT systems of almost all countries remain far from the benchmark, and that this is particularly the case when VAT is applied to real estate. This book describes and analyses VAT treatment of real estate transactions in six representative countries: Australia, Canada, Germany, Japan, Mexico, and the United Kingdom. As in any jurisdiction, the VAT schemes covered must accommodate complex factual matrices that demand consistent, fair, and equal treatment. Among these VAT determinants the authors, each an expert in the national tax law of one of the six countries, address the following: types of real estate sales; long versus short term leases; commercial versus residential use; newly constructed versus existing property; status of the parties involved as taxable or non-taxable for VAT; taxable and tax-free supplies; special rules for charities, mooring facilities, aircraft, sports facilities, etc.; subdivision of apartments into title units; commercial residential premises; construction work; cross-border supply of construction work and services; and transfer of a ‘going concern’. The discussions also include the practical areas of accounting for VAT, administrative compliance, personal tax liability, and VAT refund and overpayment certification processes, as well as thorough consideration of relevant case law and examination of frequently litigated matters. Each author has designed his or her chapter to ensure that the technical nuances of each system are explained. An introductory chapter outlines economic theory and preferred VAT treatment of real estate transactions, and compares the variety of solutions applied in the six countries covered. Although a number of legal works exist on real estate under VAT in single jurisdictions, this is the first book to combine a multi-jurisdictional approach with attention to relevant economic theory, allowing for a very useful assessment of best practices. For this reason it is sure to be welcomed by practitioners and academics not only as an overview of the problem areas encountered when designing VAT policy, but also as a reference in applying VAT to real estate transactions.
Book Synopsis Competition and Structure by : Albert Breton
Download or read book Competition and Structure written by Albert Breton and published by Cambridge University Press. This book was released on 2000-06-05 with total page 464 pages. Available in PDF, EPUB and Kindle. Book excerpt: The essays in this volume, written by well-known economists and other social scientists from North America, Europe, and, in one case, Australia, share to an unusual degree a common concern with the competitive mechanisms that underlie collective decisions and with the way they are embedded in institutional settings. This gives the book a unitary inspiration whose value is clear from the new understanding and insights its chapters provide on important theoretical and practical issues such as the social dimension and impact of trust, the management of information in bureaucratic settings, the role of political parties in constitutional evolution, inter-level rivalry and reassignments of powers in federal and unitary systems of government, the impact of ethnicity and nationalism on federal institutions or arrangements, and the response of governments and overarching institutions of globalization
Book Synopsis Uneasy Partnership by : Geoffrey Hale
Download or read book Uneasy Partnership written by Geoffrey Hale and published by University of Toronto Press. This book was released on 2018-01-25 with total page 446 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The Canadian government's pursuit of economic growth is central to its economic policy and to the nature of its relationship with the business community. The government depends on business investment for economic growth vital to the prosperity of citizens, the generation of tax revenues, and enough public satisfaction to win re-election. Businesses depend on the government for stable sets of rules that are necessary for success. They often look to governments for protection against threats to their well-being and for assistance in competing with other businesses. In this new edition of Uneasy Partnership, Geoffrey Hale examines the interdependent relationship between Canadian governments and businesses, considering the political role of the government in the economy and what effect this has on the business environment. Hale provides an overview of the historical dimensions of Canada's political economy and relations between government and business, giving readers background to consider topics such as corporate power, the implications of Canada's economic structure, regional economic differences, and the role of interest groups in political and policy processes, among others. In a thoughtful and well-researched style, Hale lays out how the partnership between business and government in Canada is an uneasy one--and one whose capacity to adapt to ongoing changes is essential in an uncertain world."--

Book Synopsis Minding the Public Purse by : Janice MacKinnon
Download or read book Minding the Public Purse written by Janice MacKinnon and published by McGill-Queen's Press - MQUP. This book was released on 2003-03-06 with total page 336 pages. Available in PDF, EPUB and Kindle. Book excerpt: MacKinnon, Canada's first female finance minister, provides keen observations on how personalities and shared regional perspectives cut across party affiliations in the evolution of federal-provincial deliberations on managing the debt crisis. Although initially opposed to the radical cuts and downloading unilaterally imposed by the federal minister of Finance in his 1995 budget, she now argues that they were essential and analyses how they have irrevocably transformed the Canadian federation. MacKinnon provides a timely analysis of the implications of the fiscal crisis for the future of medicare and Canada's other social programs and shows why politicians must involve the Canadian public in an open and frank debate about the challenges and choices facing the nation.
