Since the publication of that most important contribution to American library literature there have been several surveys of a local character, for example, that of the Library of Congress published in its Report (with Manual) for 1901; the manual of Chicago libraries, Educational Opportunities in Chicago, published by the council for library and museum extension, 1911; the Descriptive and historical notes on the Library of Harvard University, by A. C. Potter and E. H. Wells, 2d ed., 1911 (Harvard University Library Bibliographical Contributions, No. 60); and the Readers' Manual, published by Columbia University in 1911. These local surveys are of fundamental importance; they involve bibliographical work of the most valuable kind and make possible library publicity of the highest type. In the scientific organization of our libraries, however, a national survey is of even greater importance, because it is only by such a survey that collections of general value may be distinguished from those of merely local value and that the results of all local surveys may be made generally known. It was for these reasons that the Commissioner of Education, in collecting the library statistics of the year 1908, determined to secure also information regarding special collections in libraries in the United States, and with that in view issued a circular, dated November 2, 1908, asking librarians to describe (1) any collections of books, pamphlets, periodicals, and documents in their libraries which were of unusual value either because of completeness in foreign literature or early literature of a subject or because the works in them were monumental in character or of unusual rarity; (2) collections of interest primarily because of their history and associations; (3) unique copies of any book. Book excerpt: Excerpt from Guide to the Materials for American History, in Roman and Other Italian Archives In any series of guides to the materials for American history in foreign archives, the Roman archives deserve a prominent position and early treatment. Two reasons justify this statement. In the first place, although the documents in those archives relate primarily to ecclesiastical affairs, yet religious history constantly deserves the attention of the student of civil as well as of ecclesiastical history, and the influence of the Catholic Church and the scope of its operations can never be appropriately defined within confessional limits. In the second place, of all the great national archives of Europe there are none that have been so little exploited for purposes of American history as those of Rome and Italy. With these considerations in view, Dr. Carl Russell Fish, professor of history in the University of Wisconsin, was asked to give his aid to the Department of Historical Research as a Research Associate of the Carnegie Institution, and to undertake the preparation of the following manual. His work in Italy began in September, 1908, his labors in Rome in October of that year, and he left the country at the beginning of August, 1909. That an exhaustive search of all the materials bearing on American history in the vast archives of the Roman Church, and in those of Italy, could not be achieved within the period of time indicated will, if not obvious beforehand, be plain to anyone who reads Professor Fish's explanations. The plan which he followed, and which is set forth on a later page, was adopted as offering the best solution of the problem, in what manner he who has at his disposal a single year in a great archive may present to the historical students of his own country the greatest amount of trustworthy information as to what that archive contains. The book is therefore offered as a preliminary chart of a region still largely unexplored, a chart on which accordingly large spaces are perforce left blank, but upon which many lines have been laid down upon the correctness of whose location the traveller may rely. Book excerpt: Excerpt from Guide to the Manuscript Materials for the History of the United States to 1783, in the British Museum, in Minor London Archives, and in the Libraries of Oxford and Cambridge The present volume is part of a series, in which the Carnegie Institution of Washington proposes to present inventories guiding the student of American history to such manuscript materials as are to be found in the archives and libraries of foreign countries. The previous issues in the same series have been Mr. L.M. Perezs Guide to the Materials for American History in Cuban Archives, and Professor W.R. Shepherds Guide to the Materials for the History of the United States in Spanish Archives (Simancas, the Archivo Historico Nacional, and Seville), The next archives to be dealt with in similar volumes are those of Paris, Mexico and Rome. The project of a comprehensive and detailed Guide to the Manuscript Materials for American History in London Repositories antedates the Carnegie Institution of Washington. In the belief that such a manual would be a boon to many workers in the history of the United States the writer of these lines began in 1899 to plan for it and to attempt to bring it into existence. The American Antiquarian Society was approached, with a view to persuade it to use for the preparation of such a book the income of one of its funds. At a meeting of the council of that society in October, 1900, an appropriation was made, and the societys committee of publication was authorized to proceed. The plan then in mind contemplated three forms of entry under each subdivision of each archive e.g., of the Public Record Office. First, the body of original papers composing that section should be described, with special reference to the question, what it contained for American history. Secondly, there should be a list of transcripts, made from documents in that section, which were to be found in American archives and libraries. Thirdly, there should be a list of references to documents from that section which had anywhere been put into print. This last portion was first provided for by the society, and the data for the desired list were searched for and noted by Miss Gertrude S. Kimball of Providence. It had at first been planned that the portion of the volume which would have to be made in London, corresponding to the first of the three sorts of material noted above, might be prepared by a competent official of the Public Record Office. This proving impracticable, endeavors were made, and successfully, to enlist for the project the services of Professor Charles M.Andrews, then of Bryn Mawr College, who had already spent much time in London archives, and was preparing to spend the ensuing year in further investigations in England on his own behalf.
