Book excerpt: The Republican State Committee sent letters signed by Governor Kean to 12,000 business and professional leaders across the state, promising access to himself, his cabinet, Federal officials and legislators for a minimum annual gift of $1,000. Reciept of an invitation to become a member of the Governor's Club, a then, new organization exclusively for major party contributors was a great personal privilege and allowed members to play an important role in shaping both the future of the Republican Party and the state. The brochure (which accumpanied the letter) read in part: "Periodically, you will meet with the Governor to discuss matters of mutual interest and concern. And, at least once a year, you will be invited to private meetings with the Governor and nationally recognized public figures to explore issues affecting public policy at the state and Federal levels. You will be invited to a number of state meetings each year and will have the opportunity to meet informally with Cabinet officials and members of the Legislature for policy round-tables."Fraught with controversy, the Democratic-controlled Legislature passed a resolution demanding that the Governor dissolve the club. An unfortunate perception was that the Republicans were selling access to the administration. But access to the administration is not for sale and never will be. The State Banking Commissioner, Michael M. Horn, who was also chairman of the Executive Committee on Ethical Standards, asserted that a review by him had found nothing ''to lead me to believe that there have been any violations of the code of ethics'' on the Governor's Club. Mr. Joseph A. Sullivan, the state Republican finance chairman and one of the designers of the brochure that accompanies the letter, said the money raised by the club would pay for the purchase of the 187-year-old Emlen House on West State Street near the Capitol. The purchase price is $74,000 and the club will own the building. Its lone tenant will be the Republican State Committee.

This new group was designed to complement the Governor's task force on pay equity. Governor Kean mentions Senator Wynona M. Lipman, Assemblyman John O'Bennett, Cary Edwards, Gene McCaffrey, members of his staff: Amy Piro, Sue Sandman, Al Vuocolo and Alms Saravia, the Executive Director of the Commission, and how much he appreciated their design efforts. These members represent members of Kean's administration, representatives of organized labor, members of the Legislature and women's advocates. Several public members would also be appointed. the Governor emphasizes that this task force will be more than merely a study commission since the Civil Service Commission will file a prompt report on the recommendations that the task force must submit every six months of its existence. If the Legislature does not act on those reports within five months, the task force will suspend its work.

This short speech by Governor Kean was made to thank the 250 executives from 200 participating corporations representing a wide spectrum of political opinion, thus insuring nonpartisan reports. Among the recommendations by the management study group that Mr. Kean said he will circulate among department heads for comment are proposals to: retain automatic pay increases for only the lower-level jobs in state government and make managers earn their increases; reduce the number of sick days from an automatic figure to the number actually needed; reduce the state's 100 per cent share of teachers' pension costs. revamp education-aid formulas to reduce the state's share. The management plan also calls for capping future increases in the ''life- line'' program, which helps the elderly pay their utility bills, and for increasing the amount that eligible elderly people must contribute under a state program that helps pay for prescriptions.
