Book excerpt: Per- and polyfluoroalkyl substances (PFAS) is a collective name for a growing range of synthetic fluorinated compounds that have been produced to enhance both consumer and industrial products since the 1940s. Due to their chemical composition, PFAS do not easily degrade and can persist in the environment, negatively impacting ecosystem and human health. With recent advances in analytical technology, the fate and transport of PFAS in the environment is becoming better understood, as are the risks they pose to human and environmental health. Because PFAS persist in treated wastewater, reusing wastewater effluent as an irrigation source can inadvertently introduce PFAS into agroecosystems. The Pennsylvania State University has been spray-irrigating all of its treated wastewater at a site known as the "Living Filter" since the early 1980s. The site contains ~250 ha of mixed use agricultural and forested land and 13 monitoring wells. To understand the effects of this long-term irrigation on the occurrence and the spatial and temporal patterns of PFAS at the site, groundwater water samples were collected bimonthly from October 2019 to February 2021 from the wastewater influent and effluent and from each of the groundwater monitoring wells, with all samples analyzed for 20 PFAS compounds. Additionally, crop tissue samples were collected at the time of harvest for corn silage and fescue to determine the potential impacts of spray-irrigation activities on PFAS occurrence in the crops harvested as livestock feed. To better understand potential human health impacts of PFAS occurrence at the Living Filter site, aqueous PFAS concentrations were compared to national and international drinking water policies, including throughout the United Kingdom, to determine if the long-term spray irrigation activities associated with beneficial reuse are significant enough to warrant human-health related concerns under different policy regimes. Data from the monitoring wells demonstrated that of the 20 analyzed PFAS compounds, 10 PFAS compounds were found to be present in the ground water. Concentrations of total measured PFAS ranged from below the detection limit to 155 ng/L, with concentrations increasing in the direction of groundwater flow. PFOA and PFOS across the Living Filter were detected at concentrations above the drinking water standards proposed by US Environmental Protection Agency (USEPA) at 10 of the 13 monitoring wells and above the Pennsylvania Department of Environmental Protection's drinking water standards in 7 wells. However, all but 3 of the 13 wells met UK policy standards. Because the Living Filter is operated to maintain groundwater concentrations below the USEPA's primary drinking water standard of nitrate of 10 mg NO3-N/L (USEPA, 2009), strict regulations for PFAS in potable water could limit the long- term feasibility of beneficial reuse of treated wastewater. However, these wells do not serve as supply wells for potable water and therefore do not pose a direct risk to human health. Research results provide insight into potential impacts of beneficial reuse of treated wastewater on groundwater and crop tissue quality. Crop tissue was also found to contain detectable levels of PFAS, with short chain compounds being the largest contributor (>84%). These results were used to estimate the amount of PFAS ingested by dairy cattle through their feed, which was found to range from 2.46 -- 7.67 mg/animal/yr. These results suggest that beneficial reuse of wastewater effluent can impact groundwater and feed quality; however, the results to livestock and human health are not yet fully understood. Without these beneficial reuse programs, the treated wastewater would be discharged to surface water. Therefore, additional research is needed to better understand the risks and benefits associated with beneficial reuse programs as they relate to PFAS fate and transport in agroecosystems.

Book excerpt: The beneficial reuse of human and animal wastes (i.e., wastewater, biosolids, and manure) has long been viewed as an environmentally responsible practice that reduces reliance on unsustainable depletion of freshwater resources and synthetic fertilizers. However, within the past two decades, extensive monitoring efforts have revealed that land application of human and animal wastes inadvertently introduces chemicals that may have significant adverse health effects, including endocrine disruption, into the environment, and particularly into agroecosystems. The presence of per- and polyfluoroalkyl substances (PFAS) in beneficially reused human wastes has become a topic of urgent concern in agricultural operations due to the potential for these compounds to persist in the environment, mobilize and impact water quality, be taken up by crops, bioaccumulate in the food chain, and negatively impact human, livestock, and ecosystem health. We conducted field and greenhouse studies to assess the roles of uptake pathways and evapotranspiration rates on PFAS levels in forage crops. For the field study, corn and fescue samples were collected at the time of harvest over a four-year period (2020 -- 2023) at a beneficial reuse site in central Pennsylvania known as the Penn State Living Filter Research Site and analyzed for 20 PFAS following EPA Method 537.1 (modified). For the greenhouse study, soil was collected from the Living Filter site, and control soil was collected from a nearby agricultural site with no history of wastewater irrigation or pesticide applications. The greenhouse study was comprised of four treatments for each crop (corn and orchard grass): (1) PFAS-contaminated agricultural soil and watered with treated wastewater; (2) PFAS-contaminated agricultural soil and watered with tap water; (3) control soil and watered with treated wastewater; and (4) control soil and watered with tap water. Soil, water, and crop tissue samples were analyzed for 40 PFAS following EPA Draft Method 1633. Results from the greenhouse study suggested that uptake from the soil was the dominant uptake pathway, with foliar sorption from wet deposition unlikely a contributing factor to PFAS found in the crops. Evapotranspiration rates and other climate variables were not able to explain total PFAS concentrations in crop tissue harvested at the Living Filter; although, evapotranspiration may be able to partially explain PFBA uptake. Both the field and greenhouse data showed that uptake into corn was lower than forage grass, such that corn would pose a lower risk of certain PFAS entry into the food chain as compared with grass. Furthermore, short-chain compounds were more prevalent in the grass than long-chain compounds, which presents a lower risk of transferring to livestock products (meat, milk, etc.) due to lower biotransfer factors for short-chain compounds. Finally, we present the implications for management strategies that can be adopted to reduce risk of PFAS exposure to livestock and humans due to beneficial reuse of treated wastewater.

Exposure to PFAS is suspected to increase the risk of adverse health effects, such as impacts on the thyroid gland, the liver, fat metabolism and the immune system. This study estimates the socioeconomic costs that may result from impacts on human health and the environment from the use of PFAS. Better awareness of the costs and problems associated with PFAS exposure will assist decision-makers and the general public to make more efficient and timely risk management decisions. Findings indicate that the costs are substantial, with annual health-related costs estimated to 2.8 – 4.6 billion EUR for the Nordic countries and 52 – 84 billion EUR for all EEA countries. Overall non-health costs are estimated at 46 million – 11 billion EUR for the Nordic countries.Upon request the excel spreadsheets used for the monetarisation and valuation in this report can also be provided along with a guidance on how to use the estimation of costs for value transfer. These include Superfund sites and other facilities that handle and dispose of hazardous waste, active and inactive dry cleaners, and leaking underground storage tanks; many are at federal facilities such as military installations. While many sites have been closed over the past 30 years through cleanup programs run by the U.S. Department of Defense, the U.S. EPA, and other state and federal agencies, the remaining caseload is much more difficult to address because the nature of the contamination and subsurface conditions make it difficult to achieve drinking water standards in the affected groundwater. Alternatives for Managing the Nation's Complex Contaminated Groundwater Sites estimates that at least 126,000 sites across the U.S. still have contaminated groundwater, and their closure is expected to cost at least $110 billion to $127 billion. About 10 percent of these sites are considered "complex," meaning restoration is unlikely to be achieved in the next 50 to 100 years due to technological limitations. At sites where contaminant concentrations have plateaued at levels above cleanup goals despite active efforts, the report recommends evaluating whether the sites should transition to long-term management, where risks would be monitored and harmful exposures prevented, but at reduced costs.
