Book excerpt: I am pleased to be here today to discuss our work, requested by this Subcommittee, on the National Aeronautics and Space Administration's (NASA) X-33 and X-34 programs. As you know, the purpose of these efforts was to significantly reduce the cost of access to space by partnering with private industry to develop and demonstrate technologies needed for future reusable launch vehicles reaching orbit in one stage (single-stage-to-orbit). In essence, these are vehicles whose components either all or in part can be utilized on subsequent flights. Both programs were recently terminated because of significant cost increases caused by problems developing the necessary technologies and flight demonstration vehicles. NASA is now focusing instead on its new Space Launch Initiative. This is a broader effort to develop the next generation of reusable launch vehicles, referred to as the Second Generation Reusable Launch Vehicle Program (2nd Generation Program). Today, I will discuss the primary factors that contributed to the difficulties experienced by the X-33 and X-34 programs and the steps needed to avoid repeating those problems within the 2 nd Generation Program.

More routine, affordable access to space will entail aircraft-like quick turnaround and reliable operations. Currently, the space Shuttle is the only reusable launch vehicle, and even parts of it are expendable while other parts require frequent and extensive refurbishment. NASA's highest priority new activity, the Reusable Launch Vehicle program, is directed toward developing technologies to enable a new generation of space launchers, perhaps but not necessarily with single stage to orbit capability. This book assesses whether the technology development, test and analysis programs in propulsion and materials-related technologies are properly constituted to provide the information required to support a December 1996 decision to build the X-33, a technology demonstrator vehicle; and suggest, as appropriate, necessary changes in these programs to ensure that they will support vehicle feasibility goals.

Book excerpt: In 2001, the National Aeronautics and Space Administration (NASA) began undertaking a new effort--the Space Launch Initiative (SLI)--to develop a new generation of space transportation vehicles. SLI is expected to result in development of the second generation of reusable launch vehicles, the space shuttle being the first generation. NASA plans to define basic requirements for its second-generation reusable launch vehicle--that is, what the crew size will be, what the payload capacity will be, and what designs or architectures are worth pursuing--by November 2002. However, considerable challenges must be addressed before NASA can accomplish this. First, NASA has to complete a reassessment of its overall space transportation plans. Second, NASA is currently reassessing the future of the International Space Station. The decisions it will make as part of this evaluation, such as how many crew will operate the station, will have a dramatic impact on NASA's requirements for a second-generation vehicle. Third, NASA needs to decide whether the SLI program will be developed jointly with the Department of Defense (DOD) and, if so, how can it accommodate DOD's requirements for a reusable launch vehicle. Until NASA finalizes its basic requirements for SLI, it cannot implement management controls that are essential to predicting what the total costs of the program will be and to minimizing the risks with NASA's planned initial investment of $4.8 billion. It is important for NASA to implement management controls for SLI as soon as possible, so that it can provide its managers and Congress with the information needed to ensure that the program is on track and able to meet expectations.

One key step along the way is development of a reusable launch vehicle (RLV). The most recent National Space Transportation Policy (August 1994) assigned improvement and evolution of current expendable launch vehicles to the Department of Defense while National Aeronautical Space Administration (NASA) is responsible for working with industry on demonstrating RLV technology. The purpose of this study is to help ensure the US military, especially the USAF, is prepared to take advantage of RLVs should the NASA-led effort to develop an RLV demonstrator prove successful. The focus of this study is an explanation of how the US military could use RLVs, by describing and analyzing two concepts of operations. Four major conclusions resulted from the analysis. First, RLVs have military potential. They can perform a variety of missions including responsive spacelift, reconnaissance, and strike. However, the economic feasibility of using RLVs for earth-to-earth transportation is questionable. Second, design choices for an operational RLV will have effects on risk, cost, capability, and operations efficiency. Trade-offs will have to be made between NASA, commercial, and military requirements if all three parties are to use the same fleet of RLVs. Third, increased investment in propulsion technology development is warranted to ensure success. Fourth, the top priority for the RLV program, even from the military's perspective, should remain cheap and responsive access to space. The research led to three recommendations. First, the US military should become a more active participant in the RLV program to ensure its requirements are defined and incorporated. Second, America should not pursue development of operational RLVs before the technology is ready.
