Available in PDF, EPUB and Kindle. Book excerpt: A comprehensive analysis of the Soviet economy from a legal perspective, this book discusses the Soviet theory of legal regulation of economic activity and the formal structure of economic legislation. The authors argue that two contradictory tendencies characterize the Soviet economic regulatory system: reform and retreat from reform. Legal reform efforts usually result from the attempt to increase economic efficiency, which typically involves according greater independence to lower-level economic organizations. The danger that political power might be undermined, however, eventually leads to the reestablishment of the dominance of the central authorities over lower-level decisionmaking. Drs. Ioffe and Maggs also examine the tensions in labor law, which must reconcile the needs of the economy for job mobility and high worker morale with administrative ideals of strict discipline, and the legal aspects of technology transfer. In addition, emphasis is placed on the ways that economic legislation is developed and applied in practice; the authors note in particular the progress that has been made in systemization and codification of economic legislation.

Available in PDF, EPUB and Kindle. Book excerpt: In the past, Soviet policymakers, planners, and jurists, in their enthusiasm for economic and technological development, devoted little attention to the often negative consequences of modernization. New concerns, however, have become apparent in recent literature, statutes, and decrees. In this book, political scientists and experts on Soviet law address many of those concerns, analyzing the legal issues associated with economic modernization in the USSR. The central themes of the book are the increasingly centralized nature of the policymaking process in the USSR and Eastern Europe and the marked tendency to rely on law as a principal mechanism for managing the undesirable consequences of scientific and technological progress. The authors also assess the impact of the scientific-technical revolution on Soviet-East European relations and East-West relations, emphasizing the foreign policy consequences of increased financial and technological interdependence. The study does not deal with narrow legalistic issues of technical progress; rather, its focus on policy questions reflects the inclination of Soviet and Eastern European governments to view those questions in terms of law and legislative activity and to see law as an instrument of social engineering.

Available in PDF, EPUB and Kindle. Book excerpt: Soviet power rests on two main supports: the comp1ete economic dependence of the citizens upon the state and the unlimited politi cal control of the government over the economic, social and even cultural life. History knows various kinds of despotisms, dicta torships and regimentations of economic activity, but the U .S.S.R. represents a unique kind of dictatorship based on the one party system and integral planning with the specific goal of realization of communism. Mankind had never before known such a system. Even the best of possible comparisons, the ana logy with the period of Ptolemies in Egypt, is good only in so far as it concerns the regimentation of all kind of economic activity. There was in the past no ideology pretending to be adjusted to the needs of the toiling masses, no planning system on the same scale and no Communist party apparatus. As concerns the modern world the comparative method is necessary for giving the most graphical characterization of the differences between the Western democracies, with their ethical traditions, rule of law and the principle of the inviolability of individual rights, and, on the other hand, the Soviet monolithic state, with its unscrupulous policy, extremities of regimentations and drastic penalties.

Reflecting the varied and diverse interests of its distinguished author, the topics range from Soviet constitutional law, to Trotsky’s view of collectivization; from a critique of conventional micro-economics, to the economic disaster of the Allende regime in Chile. The author’s long-standing immersion in the past and present of the Soviet Union helps to provide the unique insights into the workings of Socialist economies characteristic of Professor Nove’s previous work. This volume should be essential reading for anyone interested in development economics, socialist economies, or the problems facing contemporary Soviet economic reformers.

Book excerpt: The inside story of the political collpase of the Soviet Union is far better understood than the course of economic and social disintegration. In order to capture the story, the editors compiled a list of questions which they addressed to former top Soviet officials and economic and other policy advisors (both Soviet and foreign) who were privy not only to data on the functioning of the Soviet economy but also to the internal policy debate during the 1980s. This volume assembles the Informants' analyses of key issues and the turning points, and weaves them into a compelling history of systemic collapse. Among the topics investigated are: economic policies in the 1980s; the standard of living: the reliability of Soviet statistics; Gosplan's projections for the economy to the year 2000; was the arms race starving the civilian economy? the role of ideology in supporting the functioning of an economic system; the party's participating in economic management; the influence of foreign advisors; the struggle over a transition program; the functioning and collapse of the supply system, the CMEA, and the foreign trade system.
