Book excerpt: The book examines ASEAN's mechanisms in managing challenges and threats to regional security. Its extensive analyses of the ASEAN story of managing regional security cover the different phases of ASEAN's development as a regional organization and explore the perceptible changes that have occurred in regional mechanisms of conflict management. The book also examines the roles of relevant actors beyond the states of ASEAN and the key interactions that have evolved over time, which have been instrumental in moving regional mechanisms beyond the ASEAN way. The book argues that the ASEAN way has not been impervious to change. As the association finds its way through periods of crises and continues to confront the many challenges ahead, ASEAN and its mechanisms are already being transformed beyond the narrow confines of the modalities associated with the ASEAN way. The changes in the political and security landscape of the region, as well as the democratic transitions taking place in some member states, have set the stage for a much more dynamic set of regional actors and processes that bring into question the kind of regionalism that is now taking place in the region. the way regionalism is changing in Southeast Asia.

Available in PDF, EPUB and Kindle. Book excerpt: This report, the first in the ASEAN Studies Centre report series, begins with a brief account of the important points raised during the discussions made at the workshop on "The ASEAN Community: Unblocking the Roadblocks," organized by the ASEAN Studies Centre and the Regional Economic Studies Programme on 15 April 2008. The first endeavour in which the new ASEAN Studies Centre was actively involved, the closed-door workshop gathered Southeast Asian experts on ASEAN for what was essentially a brainstorming session on the nature of the ASEAN Community that the association aspires to be, segmented into its three pillars - the ASEAN Economic Community, the ASEAN Security Community, and the ASEAN Socio-Cultural Community. The session examined the benefits expected from regional community building for the people of Southeast Asia and the obstacles that lay on the way to its achievement. The workshop suggested certain measures for removing those obstacles. It then discussed the newly signed ASEAN Charter: the significance of its provisions, how it could help build the ASEAN Community, and how it might fall short of doing so. The workshop also heard a short briefing on the aims and functions of the ASEAN Studies Centre and proffered suggestions for it.

Book excerpt: The initiative to establish the Association of Southeast Asian Nations (ASEAN) Community was adopted by the ten leaders at the 2003 Bali Summit in Indonesia. Since then, the concept of a community-building process in ASEAN has become an issue that attracts a great deal of attention from scholars and experts around the world. ASEAN Matters! Reflecting on the Association of Southeast Asian Nations carries essays with different perspectives on critical issues relating to the three pillars in building the ASEAN Community, namely the ASEAN Political and Security Community; the ASEAN Economic Community; and the ASEAN Socio-Cultural Community. In a nutshell, this book provides broad and invaluable insights into the role ASEAN plays in enhancing peace, prosperity, and stability in the Southeast Asian region. Written in a highly accessible style, the contents include both a thorough review of current issues and a succinct overview of the past and future direction of ASEAN. The book reiterates the continued and strengthening relevance of ASEAN, 43 years after its founding. Unlike most other books on ASEAN, a majority of the essays are written by former professional staff at the ASEAN Secretariat, as well as from current office holders. This gives the volume a high degree of authenticity and unique insights. More interestingly, it also includes viewpoints from experts, scholars, diplomats and officials who either have extensive research knowledge or had been involved in ASEAN''s external and economic relations with the dialogue partners, such as China, India, Japan, the Republic of Korea, Australia, New Zealand, and the European Union (EU), among others.

Book excerpt: ASEAN has produced a plan of action on ASEAN Economic Integration, which is annexed to the Bali Concord II. To kick-start the ASEAN Economic Community (AEC), the plan of action provides numerous policy recommendations to be implemented over the next 1 to 2 years. At the track-two level, research institutes/think-tanks such as ASEAN-ISIS, ISEAS and CSIS (Jakarta) have contributed concept papers on the AEC and the ASEAN Security Community (ASC). This Roundtable provided the opportunity for scholars and experts on ASEAN to "brain-storm" in a more comprehensive and integrated manner, the different ideas and proposals underpinning the process of community building that ASEAN is embarking upon. This report reflects the conclusions that emerged from the ASEAN Community Roundtable.

Book excerpt: Essay from the year 2008 in the subject South Asian Studies, South-Eastern Asian Studies, grade: A-, LUISS University of Rome (LUISS University of Rome, Faculty of Social Science), 47 entries in the bibliography, language: English, abstract: The essay examines the engagement between civil society in Southeast Asia and ASEAN in the ASEAN community building process. It argues that in spite of initial efforts in mutual accommodation, both sides have been divided from within, which slows the engagement and gives it more form than substance. The efforts by ASEAN so far will only create a community of the governing elite, not a community of the people. Regional community building, just like nation-building, is very much a people-centered process. It is not a simple top-down chain of command and control. If ASEAN wants to establish a real community, it must change its modus operandi. It must be much more than an exclusive club for the governing elite by giving more space as well as power to civil society in its agendasetting and decision-making. A community is much more a cognitive than material construction; it is something that has to be believed in, sensed, and nurtured by the people. In Southeast Asia, the Association of Southeast Asian Nations (ASEAN) is building an ASEAN Community, which is its most far-reaching project. Yet is it possible for a regional organisation that has been widely criticised by civil society for being remote to and detached from the people to establish a community of caring and sharing societies by 2015 as its statements indicate? And if yes, how? Meanwhile, civil society has an important role to play in community building. Yet civil society in Southeast Asia is weak and fragmented. It has been excluded from ASEAN's decision-making process. Can civil society contribute to ASEAN community building? And if yes, how? This essay tries to answer these questions by looking at the engagement between civil society in Southeast Asia and ASEAN in the AS

Book excerpt: Founded in 1967, the Association of Southeast Asian Nations (ASEAN) has emerged as one of the most successful regional organizations in the world. This book discusses the future of ASEAN against a backdrop of a growing US–China rivalry and the security implications of COVID-19. Chapters in this book move through a history of ASEAN and its multilateral institutions, including the ASEAN Regional Forum (ARF) and the East Asia Summit (EAS), featuring rare photographic material to contextualize both recent developments in regional security and projections for ASEAN’s prospects. Key concepts and terms are unpacked throughout, with the chapters focusing on rapidly changing international and regional environments, economic insecurities such as trade conflicts, human rights, and ASEAN identity, and providing extensive analysis of the factors challenging the principle ASEAN Centrality and the Indo-Pacific security architecture. The concept of security community frames this book, despite being subject to change if intraregional discord and institutional stagnation take hold. As a discussion of the role and future of ASEAN in a pivotal period of world history, ASEAN and Regional Order will prove vital to both students and scholars of international relations, regional organizations, and Asian studies more broadly.

Available in PDF, EPUB and Kindle. Book excerpt: Written by the highly regarded diplomat Marty Natalegawa, former ambassador and foreign minister of Indonesia, this book offers a unique insider-perspective on the present and future relevance of ASEAN. It is about ASEAN’s quest for security and prosperity in a region marked by complex dynamics of power. Namely, the interplay of relations and interests among countries — large and small — which provide the settings within which ASEAN must deliver on its much-cited leadership and centrality in the region. The book seeks to answer the following questions: How can ASEAN build upon its past contributions to the peace, security and prosperity of Southeast Asia, to the wider East Asia, the Asia-Pacific and the Indo-Pacific regions? More fundamentally and a sine qua non, how can ASEAN continue to ensure that peace, security and prosperity prevail in Southeast Asia? And, equally central, how can ASEAN become more relevant to the peoples of ASEAN, such that its contributions can be genuinely felt in making better the lives of its citizens?

The ASEAN Community, integrating the political, economic and social aspects of regional cooperation, will complete its first milestone by December 2015. Expectations of tangible benefits under an ASEAN Economic Community have attracted much attention though many of the initiatives will be realized post-2015.Following the policy of open regionalism, ASEAN has also signed free trade agreements with Australia, New Zealand, China, India, Japan and South Korea. It has launched negotiations for the Regional Comprehensive Economic Partnership (RCEP) agreement in 2013, with expected breakthrough by end-2015.The Southeast Asian economies are also involved in two other regional initiatives. First is the Trans-Pacific Partnership (TPP), initiated by the United States. As part of the U.S. "e;pivot to Asia"e;, the TPP is envisioned as a "e;comprehensive and high-quality"e; agreement and has concluded its negotiation in October 2015. Second, the discussions on regional connectivity have broadened; China has emerged as a recent lead proponent with its proposals for "e;One Belt, One Road"e; and the Asian Infrastructure Investment Bank. All these together have implications not only for individual Southeast Asian countries but also for regional trading architecture. To aid in understanding the beginnings, development, and potential of these grand plans, this collection of 22 essays offers a rich analysis of ASEAN's own economic integration and other related initiatives proliferating in the broader Asia-Pacific region.

Book excerpt: At the Ninth ASEAN Summit in Bali on 7 October 2003, the leaders of the Association of Southeast Asian Nations agreed to establish an ASEAN Economic Community (AEC) by 2020. It is envisaged that the AEC would be a single market and production base, with a free flow of goods and services, investments, capital and skilled labour. An integrated ASEAN with a sizeable market of over 500 million people could become an alternative to China as a regional production base for MNCs. Although there are roadmaps for the fast-track integration of eleven priority sectors, an overall longer-term roadmap needs to be formulated to realize the AEC. This book addresses the main issues.

It addresses the following issues: as the world energy demand shifts East because of the rise of China, ASEAN community and other emerging Asian economies, and as the Greater Indian Ocean and the South China Sea become the world’s energy interstates, will geopolitical tensions over energy resources spark conflicts in the region, especially in the South China Sea? Against the background of China’s rise and its growing influence in Southeast Asia, will China’s quest for energy resource cooperation be viewed as a threat or opportunity by its neighbouring countries? Since the United States, Japan and India are important players in Southeast Asia, does the shifting geopolitics of energy give these big powers a new strategic tool in an intensifying rivalry with China? Or does the changing geopolitics of energy resources create more areas of shared interests and opportunities for cooperation between these big powers to balance, rather than increase, tensions in Southeast Asia? This book will be of interest to anyone who is keen to learn how the world, especially the United States, can accommodate and adapt to the new global energy dynamics and how China and ASEAN operate as new players in global and regional energy markets.
