Book excerpt: Two prominent features of the current global economy are the world-wide recession brought about by the recent financial crisis, and the emergence of major economic powers from within the developing world such as Brazil, China and India. The former represents the failure of global regulatory policies and macroeconomic imbalances between surplus and deficit countries; the latter is symptomatic of a partial shift in economic power towards developing nations, who are often collectively labelled the global South. The macroeconomic imbalances are unsustainable in the longer run as they mean greater absorption relative to income in deficit nations; they require corrective action and international policy coordination. Reducing imbalances also requires large developing countries to raise their domestic consumption and also imports from the rest of the world and international financial institutions to operate as a lender of last resort. Furthermore, the engines of global growth, especially for developing countries, may no longer lie solely in the traditional developed country markets in the USA, Europe and Japan, known collectively as the global North. Rather South-South trade is growing rapidly, and that could be an engine of growth for the global economy, including both developed and developing countries. The various chapters in this edited volume address issues surrounding global imbalances and the prospects for growth in developing countries propelled by South-South interaction. This book should be of interest to students and researchers focussing on political economics, international economics, globalization, global imbalance and the world-wide recession after 2008.

By 2002 the number had grown to 123. In fact, the South attracted over half of the foreign businesses drawn to the United States in the 1990s. The eight original essays collected here consider this stunning dynamism in ways that help us see anew the region's place in that ever-accelerating, transnational flow of people, capital, and technology known collectively as "globalization." Moving between local and global perspectives, the essays discuss how once faraway places like Latin America, Asia, Africa, and the Indian Subcontinent are now having an impact on the South. One essay, for example, looks at a range of issues behind the explosive growth of North Carolina's Latino population, which grew by almost 400 percent during the 1990s-miles ahead of the national growth percentage of 61. In another essay we learn why BMW workers in Germany, frustrated with the migration of jobs to South Carolina, refer to the American South as "our Mexico." Showing that global forces are often on both sides of the matchup--reshaping the South but also adapting to and exploiting its peculiarities--many of the essays make the point that, although the new ethnic food section at the local Winn-Dixie is one manifestation of globalization, so is the wide-ranging export of such originally southern phenomena as NASCAR and Kentucky Fried Chicken. In setting global health priorities and carrying out initiatives, the WHO bureaucracy has faced the challenge of reconciling the preferences of a small minority of wealthy nations, who fund the organization, with the demands of poorer member countries, who hold the majority of votes. In The World Health Organization between North and South, Nitsan Chorev shows how the WHO bureaucracy has succeeded not only in avoiding having its agenda co-opted by either coalition of member states but also in reaching a consensus that fit the bureaucracy's own principles and interests. Chorev assesses the response of the WHO bureaucracy to member-state pressure in two particularly contentious moments: when during the 1970s and early 1980s developing countries forcefully called for a more equal international economic order, and when in the 1990s the United States and other wealthy countries demanded international organizations adopt neoliberal economic reforms. In analyzing these two periods, Chorev demonstrates how strategic maneuvering made it possible for a vulnerable bureaucracy to preserve a relatively autonomous agenda, promote a consistent set of values, and protect its interests in the face of challenges from developing and developed countries alike.
