Book excerpt: Tulagi was the capital of the British Solomon Islands Protectorate between 1897 and 1942. The British withdrawal from the island during the Pacific War, its capture by the Japanese and the American reconquest left the island’s facilities damaged beyond repair. After the war, Britain moved the capital to the American military base on Guadalcanal, which became Honiara. The Tulagi settlement was an enclave of several small islands, the permanent population of which was never more than 600: 300 foreigners—one-third of European origin and most of the remainder Chinese—and an equivalent number of Solomon Islanders. Thousands of Solomon Islander males also passed through on their way to work on plantations and as boat crews, hospital patients and prisoners. The history of the Tulagi enclave provides an understanding of the origins of modern Solomon Islands. Tulagi was also a significant outpost of the British Empire in the Pacific, which enables a close analysis of race, sex and class and the process of British colonisation and government in the late nineteenth and early twentieth centuries.

Several countries have “leadership codes” designed to reduce corruption, and others have created specialized anti-corruption agencies. Donors, the World Bank, and NGOs such as Transparency International have made it an international issue. Yet there is often disagreement about what constitutes corruption and how seriously it matters. What some view as corrupt may be regarded as harmless by others. Existing laws have proved difficult to enforce and seem out of step with public opinion, which is often very suspicious of corrupt behavior among island elites. As well as talk there is silence: People fear the consequences of complaining. The dangers of anti-corruption campaigns became apparent during the “cleanup” following Fiji’s 2006 coup. So what counts as corruption in the Pacific and what causes it? How much is really going on? How can we measure it? What types are present? Are gifts really bribes? Is “culture” an excuse for corruption? Is politics—in particular, democracy—intrinsically corrupt? In clear and concise language, this work attempts to answer these questions. The author takes a comparative approach, drawing on economics, law, political science, and anthropology, as well as literature and poetry from the region. Not only did it follow what was widely acknowledged as the country’s worst election ever, in 2002 (in which elections in six of the country’s 109 electorates were declared to be ‘failed elections’), it was the first general election to be held under a new limited preferential voting system. It also followed the first full parliamentary term under the Organic Law on the Integrity of Political Parties and Candidates, which had been introduced in 2001 in an attempt to strengthen political parties and create a greater degree of stability in the national parliament, and was the first to embrace a ‘whole-of-government’ approach to electoral administration, through an Interdepartmental Electoral Committee. This volume provides an analysis of the 2007 election, drawing on the work of a domestic monitoring team organized through the National Research Institute, and several visiting scholars. It addresses key issues such as voter education, electoral administration, election security, the role of political parties, women as candidates and voters, the shift to limited preferential voting, and HIV transmission, and provides detailed accounts of the election in a number of open and provincial electorates. It is generally agreed that the election of 2007 was an improvement on that of 2002. But problems of electoral administration and voting behaviour remain. These are identified in this volume, and recommendations made for electoral reform.
