Book excerpt: Demographically And Also Economically South Asian Region, Comprising The Countries Of Bangladesh, India, Nepal, Pakistan And Sri Lanka, Is One Of The Critical Major Regions Of The World. By Word Standards, It Is Chararacterized By High Rate Of Population Growth, High Density And High Dependency. South Asian Population Growth Makes It Virtually Certain That The Tremendous Rate At Which Population Is Increasing Will Double The Number Of People In The Region Within Next 30 Or 40 Years, However Vigorous And Efficient Family Planning Programmes May Be. Indisputably, This Region Has Been Facing A Population Explosion Of Crisis Dimensions. The Entire Battle Against Poverty Is Thwarted By The Rapid Increase In Population. Without Reduction In The Rate Of Population Increase, The Cherished Hopes Of The People For Better Life Are Doomed To Frustration. In The Present Study, An Attempt Has Been Made To Analyse The Facts And Features Of South Asian Population And The Demographic Factors Affecting The Pace And Level Of Economic And Social Development In The Region. A Population Policy For The Region Is Also Worked Out, For South Asian S Population Problem Cannot Be Solved By Pretence And Wishful Thinking. It Is Emphasized That In The Present Context Of South Asia What Needed Is The Increase In The Productive Capacity To Support A Large Population On The One Hand And To The Reduction In Fertility Rates On The Other Hand So That Growth Of Population Is Stabilized At A Lower Level.

Book excerpt: A seminar on population policies for top-level policy makers and program managers was organized to keep member governments of ESCAP (Economic and Social Commission for Asia and the Pacific) abreast of current issues and methodological developments. An in depth review of past, present and future population policies of the member countries precedes several papers summarizing the determinants of fertility: socioeconomic determinants, female autonomy, family structure and size, infant and child mortality and incentives and disincentives. It became apparent during the workshop that all ESCAP countries shared common population issues, such as poverty and large growing populations. Several contributors gave detailed presentations on these issues in their countries: sterilization in Sri Lanka, maternal/child health/family planning in Bangladesh, family planning needs in urban slums and remote poor areas in the Republic of Korea. Papers on impact and efficiency of family planning programs were contributed by Thailand, Malaysia and Bangladesh. It was concluded that future emphasis must be placed on status of women, adolescent childbearing, grass-roots management, spacing methods, communication, evaluation and international cooperation.

Book excerpt: In Development Anthropology: Putting Culture First, Hari Mohan Mathur highlights the role of culture—and anthropological work more broadly—in development outcomes. Anthropologists’ contributions in this area have traditionally received little attention, but this changed when the World Bank released the 2015 World Development Report. This report focused on the social, cultural, and psychological influences which affect the development process, and like Mathur, stressed the criticality of anthropological and other social sciences’ knowledge for the success of development efforts. A major contribution to development anthropology, this book will interest anthropologists, economists, sociologists, other social scientists, policy makers, planners, development practitioners, researchers and trainers, and will be particularly useful for graduate students planning their career in the field of development.

It focuses on the design and delivery of social welfare policies related to women, children, the elderly and groups living below poverty level. It brings a wide array of themes to the fore – empowerment of vulnerable populations, globalization and inclusive development, intervention in Northeast India, employment of elderly teachers in Sri Lanka, regulations in prisons, ageing South Asia and elderly care, social exclusion and urban poor, girl child education in India, child protection in Bangladesh and women panchayat leaders – to provide an evidence-based understanding of social policy formulation, implementation and monitoring in South Asia. Comprehensive and topical, this volume will be useful to scholars and researchers of political studies, sociology, development studies and public policy, and also to practitioners and those in the development sector, NGOs and think tanks.

Book excerpt: The pursuit for better governance has assumed center stage in developmental discourse as well as reform initiatives of all organizations working for the public welfare, and includes such issues as service delivery and responding to citizens’ needs and demands. In the era of globalization, multilevel and new modes of governance are changing the traditional governance models of nation states, accelerated by technological innovation, rising citizen expectation, policy intervention from international and multilateral donor communities, and the hegemony of western ideology imposed on many developing nations. However, a universally accepted and agreed upon definition of 'governance’ still remains elusive. There is no consensus or agreement as to what would be the nature and form of governance and public administration. The question that is raised: Is there a universal governance mechanism that fits in all contexts or governance mechanisms should be based on home grown ideas? One can see various programs and policies of reforms and reorganizations in public administration in the developing countries, but these efforts have not been effective to address the challenging issues of economic development, employment generation, poverty reduction, ensuring equality of access to public services, maintaining fairness and equity, security and safety of citizens, social cohesion, democratic institution building, ensuring broader participation in the decision making process, and improving the quality of life. Therefore, there is a widespread concern for better governance or sound governance to bridge the gap between theory and practice, making this book of interest to academics as well as policy-makers in global public administration.

Book excerpt: For the past decade, most South Asian countries have directed their efforts towards achieving universal access to elementary education. While these investments have led to more children being retained in school, they have not translated into better learning outcomes. This report comprehensively analyzes the performance of South Asian educational systems in terms of student learning. It attempts to answer three questions: How well do education systems in South Asia perform? What determines student learning outcomes? What policy options are effective in improving learning outcomes, especially given increasing demand and competition for public resources? Because learning outcomes and skill acquisition in the region are low in both absolute and relative terms, schooling does not translate, as it should, into better life chances, including escape from poverty for many more. Nor does schooling contribute to higher productivity and economic growth, so that countries in the region find it difficult to accelerate economic and social development. Governments in the region now fully realize that they need to direct their attention toward improving quality so that students can aspire to fuller lives as both individuals and labor market participants. Merely spending time in school is not enough; students need to register a significant gain in both noncognitive and cognitive skills if countries in the region are to reap full returns on their investments and generate gains in employment, job creation, and productivity. To examine what policies hold promise for improving student learning, the report reviews evidence from large-scale national learning assessments and findings from impact evaluations being conducted in the region. It identifies the following strategic priorities for improving learning outcomes in South Asia: (1) Make learning outcomes the central goal of education policy; (2) Invest in early childhood nutrition; (3) Improve teacher effectiveness and accountability; (4) Provide additional support to disadvantaged children in early grades; (5) Use financing effectively; (6) Leverage the contribution of the non-state sector; and (7) Build learning assessment systems. Each of these policy options will need to be integrated within a larger agenda of inclusive economic growth and governance reform to be truly effective.
