Book excerpt: Raising South Africa’s low employment rate to levels seen in emerging market or advanced economy peers could raise GDP per capita by 50 to 60 percent and reduce income inequality dramatically in the long term. By putting further strain on an already fragile labor market, Covid-19 has raised the urgency of action. This paper reviews labor market policy and other reform options to enhance South Africa’s job market performance, drawing from international evidence and new analysis. We find much scope for improving the design of key labor market institutions—including collective bargaining and employment protection legislation—and active labor market policies to improve job seekers’ prospects. These reforms should come hand-in-hand with others, such as in the areas of education or product market regulation, that may work pay. Labor market and other reforms would primarily benefit disadvantaged groups such as youth.

Available in PDF, EPUB and Kindle. Book excerpt: Labour Beyond Cosatu is the fourth volume in the series Taking Democracy Seriously – a ground-breaking, textured and nuanced study on workers and democracy – which was established in the 1990s. The series looks at members of trade unions affiliated to the Congress of South African Trade Unions (Cosatu) and provides a rich database of trade union members and research conducted over the past twenty years. It is one of the very few such resources available to researchers anywhere in the world. Labour Beyond Cosatu paints a complex picture. The 12 chapters of the volume explore various rebellions and conflicts in the trade union sector, starting with the National Union of Mineworkers (NUM) and rivalries between Cosatu affiliates. Unpacking the conflicts between state-sector and private-sector workers, contributors look at the impact of generational and educational shifts, seen by some commentators as proof that Cosatu is now ‘middle class’. The book also raises the issue of gender in the unions by usefully locating the controversy around charges levelled at Zwelinzima Vavi in 2013 in the larger context of serious problems in the gender politics within parts of Cosatu. Refuting the image of a union federation solidly committed to the ANC, Labour Beyond Cosatu presents evidence of a sharp decline in support for the ANC within Cosatu, and growing scepticism towards the Alliance. It shows that attempts to understand the labour movement in South Africa in the future will need to include research of smaller, independent unions and social movements. The volume’s contributors make a major contribution to key debates on labour and democracy, providing new material that can potentially shift the discussion in important ways. This book will be of great value to students and researchers in Industrial Sociology, Political Studies, Industrial Psychology and Economics and Management.

Available in PDF, EPUB and Kindle. Book excerpt: South Africa's Resistance Press is a collection of essays celebrating the contributions of scores of newspapers, newsletters, and magazines that confronted the state in the generation after 1960. These publications contributed in no small measure to reviving a mass movement inside South Africa that would finally bring an end to apartheid. This marginalized press had an impact on its audience that cannot be measured in terms of the small number of issues sold, the limited amount of advertising revenue raised, or the relative absence of effective marketing and distribution strategies. These journalists rendered communities visible that were too often invisible and provided a voice for those too often voiceless. They contributed immeasurably to broadening the concept of a free press in South Africa. The guardians of the new South Africa owe these publications a debt of gratitude that cannot be repaid.

This volume points to this conclusion as at best premature and possibly also misguided.
