Book excerpt: Sources of Weapon Systems Innovation in the Department of Defense explores the historical evolution of this process during the Cold War, focusing specifically on the content, scope, organizational structure, and management of in-house R&D in the Army, the Navy, and the Air Force. This monograph is not a comprehensive history of military R&D, but rather a broad historical overview of changing institutional patterns of technological innovation within the Defense Department's major weapons laboratories. It examines many types of research and development including fundamental studies of the physics of metals in the Army's primary manufacturing arsenals, rocket and missile development at the Naval Ordnance Test Station in California, testing and evaluation of aircraft engines and rocket motors at the Air Force's Arnold Engineering Development Center in Tennessee, and a host of other R&D activities at laboratories located throughout the United States. How the military services accommodated changes in management policy and balanced the corresponding growth of R&D outsourcing at the expense of maintaining a viable in-house capability is the central theme of this book. While this monograph only scratches the surface of such an ambitious endeavor, it does attempt to provide a general interpretive framework that historians will hopefully find useful as a guide to further research.

Book excerpt: Historically, the Department of Defense (DOD) relied on strategic forecasting to determine specifications for new military products. These specifications are codified in formal product requirements that drive new product development (NPD). This short brief paper touches upon new product development from historical viewpoints of World War II . . . to the Cold War . . . to today's new security environment. This strategy includes review of modern-day deadly warfare effects, such as IEDs (improvised explosive devices) and their effects) and new threats on the horizon, consideration of the budget and how the military must keep countermeasures and lead user innovation in product development principles on the forefront. Book excerpt: According to the Government Accountability Office, sustainment of weapon systems accounts for approximately 70 percent of the total life-cycle costs. When sustainment is not considered early in the development process or as an integral part of the systems engineering design, it can negatively affect the ability of the Air Force to maintain and improve the weapon system once it enters service. At the request of the Assistant Secretary of the Air Force for Acquisition, Technology, and Logistics, Weapons Systems Sustainment Planning Early in the Development Life Cycle identifies at what point or phase of the development of a weapons system sustainment planning should be integrated into the program; examines and provides recommendations regarding how sustainment planning should be evaluated throughout the development process; investigates and describes the current challenges with sustainment planning and determines what changes have occurred throughout the acquisition process that may have eroded sustainment planning; and identifies opportunities for acquisitions offices to gain greater access to sustainment expertise.

Available in PDF, EPUB and Kindle. Book excerpt: Trillions for Military Technology explains why the weapons purchased by the U.S. Department of Defense cost so much, why it takes decades to get them into production even as innovation in the civilian economy becomes ever more frenetic, and why some of those weapons don't work very well despite expenditures of many billions of dollars. It also explains what do about these problems. The author argues that the internal politics of the armed services make weapons acquisition almost unmanageable. Solutions require empowering civilian officials and reforms that will bring choice of weapons "into the sunshine" of public debate.

Book excerpt: A broad consensus exists that weapon system problems are serious, but efforts at reform have had limited impact. Last year, it was reported that DoD's portfolio of weapon programs experienced cost growth of $295 billion from first estimates, were delayed by an average of 21 months, and delivered fewer quantities and capabilities to the war-fighter than originally planned. This testimony describes the systemic problems that contribute to the cost, schedule, and performance problems in weapon system programs, recent actions that DoD has taken to address these problems, proposed reform legislation that has recently been introduced, and additional steps needed to improve future performance of acquisition programs. Charts and tables.

Book excerpt: DOD invests roughly $70 billion annually in weapon system research, development, test, and evaluation, including prototyping activities. Prototyping can help reduce risk in weapon system acquisition programs by improving understanding of technologies, requirements, and proposed solutions. It can also contribute to innovation by demonstrating the value of new technologies or systems. House Conference Report 114-102 accompanying a bill for the fiscal year 2016 National Defense Authorization Act included a provision for GAO to review how DOD's research and development funds are used and whether this approach effectively supports activities such as prototyping. This report assesses (1) how DOD has used prototyping prior to system development on major defense acquisition programs, and (2) what steps DOD has taken to increase innovation through prototyping activities outside of major defense acquisition programs. GAO examined prototyping activities for 22 MDAPs that planned to enter system development between December 2009 and February 2016 and 7 prototyping-focused initiatives with the stated purpose of promoting innovation.

Book excerpt: Modern software engineering practices, pioneered by the commercial software community, have begun transforming Department of Defense (DoD) software development, integration processes, and deployment cycles. DoD must further adopt and adapt these practices across the full defense software life cycle - and this adoption has implications for software maintenance and software sustainment across the U.S. defense community. Air Force Software Sustainment and Maintenance of Weapons Systems evaluates the current state of software sustainment within the U.S. Air Force and recommends changes to the software sustainment enterprise. This report assesses how software that is embedded within weapon platforms is currently sustained within the U.S. Air Force; identifies the unique requirements of software sustainment; develops and recommends a software sustainment work breakdown structure; and identifies the necessary personnel skill sets and core competencies for software sustainment.

Acquisitions is a broad term that applies to more than just the purchase of an item of service; the acquisition process encompasses the design, engineering, construction, testing, deployment, sustainment, and disposal of weapons or related items purchased from a contractor. As set forth by statute and regulation, from concept to deployment, a weapon system must go through a three-step process of identifying a required weapon system, establishing a budget, and acquiring the system. One of DOD's main efforts to improve acquisitions is the Better Buying Power Initiative. This book provides an overview of the process by which DOD acquires weapon systems and discusses recent major efforts by Congress and the Department of Defense to improve the performance of the acquisition system.

Book excerpt: Many managers and executives responsible for weapons acquisition, both in industry and the Department of Defense, argue that regulations are inhibiting the timely and economical development of weapon systems. This report presents quantitative analyses of the effects of regulations and controls on management practices and overall outcomes of weapons acquisition projects. The authors conclude that, on the basis of currently available information, it is not possible to correlate regulatory activity and program outcomes--no cause-and-effect relationships can be inferred.
